Accuracy Assessment Of Land Cover Maps Derived From Multiple Data Sources, Daniel Unger, Hillary Tribby, Hans Michael Williams, I-Kuai Hung

Faculty Publications

Maximum Likelihood (ML) and Artificial Neural Network (ANN) supervised classification methods were used to demarcate land cover types within IKONOS and Landsat ETM+ imagery. Three additional data sources were integrated into the classification process: Canopy Height Model (CHM), Digital Terrain Model (DTM) and Thermal data. Both the CHM and DTM were derived from multiple return small footprint LIDAR. Forty maps were created and assessed for overall map accuracy, user's accuracy, producer's accuracy, kappa statistic and Z statistic using classification schemes from U.S.G.S. 1976 levels 1 and 2 and T.G.l.C. 1999 levels 2 and 4. Results for overall accuracy of land …

Choosing Tribal Law: Why State Choice-Of-Law Principles Should Apply To Disputes With Tribal Contacts, Katherine J. Florey Mar 2006

Choosing Tribal Law: Why State Choice-Of-Law Principles Should Apply To Disputes With Tribal Contacts, Katherine J. Florey

ExpressO

This article considers a problem in Indian law that has been much commented upon but little explored: When a state court exercises jurisdiction over a case with tribal contacts, what law should govern? While the Supreme Court has developed a detailed set of rules dictating whether cases with tribal contacts should be heard in a state or tribal forum, it has devoted almost no attention to the question of which law should apply once a forum has been chosen. Thus, many state courts have simply assumed, without explicit consideration of the issue, that state law should apply to any case …

Poor Whites, Benevolent Masters, And The Ideologies Of Slavery: A Slave Accused Of Rape In The Antebellum South, Jason A. Gillmer

ExpressO

This Article analyzes in detail a case involving a slave accused of raping a white woman in the 1850s to offer a fresh perspective on our basic assumptions about sex and race in the slave South. Joining a new group of “cultural-legal historians,” the author looks beyond the legal language of Southern legislatures and high courts, and focuses instead on the trial record of one case: State v. Pleasant. In doing so, the author uncovers the stories of ordinary men and women – the slave, his master, his accuser, his attorney, the jurors, and others – to see how the …

Texas Wesleyan Law Review

North Texas is the focus of this Comment because it is a microcosm of the interaction between competing economic and social forces, both external, in the form of global competition, and internal, as an area of the state with one of the country's fastest growing and most diverse populations. Section II of this article will examine this context, as well as federal and Texas judicial actions, to assess the economic development takings environment prior to the most recent federal case and acts of the Texas Legislature. Section III will explain the effect this combination has had in producing a constitutional …

When Policy Meets Practice: The Untested Effects Of Permanency Reforms In Child Welfare, Amy D’Andrade, J Berrick Mar 2006

When Policy Meets Practice: The Untested Effects Of Permanency Reforms In Child Welfare, Amy D’Andrade, J Berrick

Faculty Publications

The Adoption and Safe Families Act (P.L. 105-89; ASFA) passed into federal law in 1997. ASFA emphasized child protection over family preservation, and introduced reforms intended to increase the likelihood and the speed with which children in the child welfare system attain a permanent home. This article details two provisions of the law, concurrent planning and reunification exception, and explores challenges in their implementation. These provisions have the potential to shift the nature of how child welfare services are delivered, and which families will receive them. An examination of implementation in the state of California suggests there is a need …

Drawing Religious And Political Boundaries: Constitutional Anti-Sorting Principles , Adam M. Samaha Mar 2006

Drawing Religious And Political Boundaries: Constitutional Anti-Sorting Principles , Adam M. Samaha

The University of Chicago Law School Record

Anti-sorting – the principle that argues against boundaries that define both religious and political borders – currently rests on two cases decided by the Supreme Court. Professor Samaha traces the history of religious sorting policies and argues that there are two constitutional hooks for anti-sorting: a combination of the First and Fourteenth amendments, which prevent exclusion by local governments.

Caribbean Agriculture-Tourism Linkages In A Neoliberal World: Problems And Prospects For St. Lucia, Benjamin F. Timms Mar 2006

Caribbean Agriculture-Tourism Linkages In A Neoliberal World: Problems And Prospects For St. Lucia, Benjamin F. Timms

Social Sciences

The production of agricultural products for export while relying on imported food has long dominated the agricultural sector in the Caribbean, a legacy of the plantation economy. One strategy that can have a positive impact on reducing this dependency is the use of locally grown agricultural products by the hotel sector. However, the formation of linkages has for the most part not materialised due to the tremendous disadvantages domestic agriculture faces in today’s neoliberal world. This article investigates the hurdles that must be overcome if domestic agriculture is to tap into the tourist market. The study of linkages between agriculture …

Multicultural Perspectives On Delinquency Etiology And Intervention, Richard E. Redding, Bruce Arrigo Mar 2006

Multicultural Perspectives On Delinquency Etiology And Intervention, Richard E. Redding, Bruce Arrigo

Working Paper Series

In this chapter, we consider the possible reasons for the overrepresentation of African-American youth in the juvenile and criminal justice systems. We review research on discrimination in the justice system and possible differences between African American and White youth in the key risk factors for delinquency that exist at the individual, family, and peer-group and neighborhood levels. Based on these findings, we provide recommendations for treatments and interventions aimed at preventing and reducing offending and justice system involvement among African-American youth.

Indigenous Research: Whose Priority? Journeys And Possibilities Of Cross-Cultural Research In Geography, Paul Hodge, John Lester Mar 2006

Indigenous Research: Whose Priority? Journeys And Possibilities Of Cross-Cultural Research In Geography, Paul Hodge, John Lester

Aboriginal Policy Research Consortium International (APRCi)

Decolonising research in geography is part of a broader ‘reflexive’ process which continues to question the positivist status of ‘researcher as observer’. This paper contributes to this reflexive turn, drawing on the particular experiences of a cross- cultural Honours thesis. The paper is pursued through a parallel journey involving a non-Indigenous researcher (and author of the cross-cultural Honours thesis) engaging Indigenous research1 with interpretative insight from an Indigenous adviser or ‘on-looker’. The methodological difficulties revealed by the parallel journey are emphasised to highlight both the complexities and reflexive possi- bilities of cross-cultural research but also to consider potential institutional and …

Montessori Education And Its Scientific Basis, Carolyn P. Edwards Mar 2006

Montessori Education And Its Scientific Basis, Carolyn P. Edwards

Department of Child, Youth, and Family Studies: Faculty Publications

Review of: Angeline Stoll Lillard, Montessori: The Science Behind the Genius, Oxford University Press, 2005.

Montessori education is the subject of Angeline Lillard’s book. Montessori, a brilliant figure who was Italy’s first woman physician, created an approach that reflected a late 19th century vision of mental development and theoretical kinship with the great European progressive educational philosophers, Jean-Jacque Rousseau, Johann Pestalozzi and Fredrich Froebel (Edwards, 2002 and Edwards, 2003). The many parallels between her ideas and those of the American progressive, John Dewey, her contemporary, are due to the fact that their ideas grew out of shared theoretical roots …
