Performance Evaluation Of The Self-Organizing Map For Feature Extraction, Yonggang Liu, Robert H. Weisberg, Christopher N. K. Mooers May 2006

Performance Evaluation Of The Self-Organizing Map For Feature Extraction, Yonggang Liu, Robert H. Weisberg, Christopher N. K. Mooers

Marine Science Faculty Publications

Despite its wide applications as a tool for feature extraction, the Self‐Organizing Map (SOM) remains a black box to most meteorologists and oceanographers. This paper evaluates the feature extraction performance of the SOM by using artificial data representative of known patterns. The SOM is shown to extract the patterns of a linear progressive sine wave. Sensitivity studies are performed to ascertain the effects of the SOM tunable parameters. By adding random noise to the linear progressive wave data, it is demonstrated that the SOM extracts essential patterns from noisy data. Moreover, the SOM technique successfully chooses among multiple sets of …

Nanticoke, Pennsylvania: Impacts Of The Anthracite Coal Industry: A Case Study, Amber Elias May 2006

Nanticoke, Pennsylvania: Impacts Of The Anthracite Coal Industry: A Case Study, Amber Elias

LSU New Orleans Theses and Dissertations

The story of Nanticoke, Pennsylvania from 1747 to 2006 is at the same time a look into the economic, political, and social aspects of America. From the birth of the American Industrial Revolution in the eighteenth century, Nanticoke played an important role in the economic health of the country. Profits from capital investment brought great wealth to the elite of the Wyoming Valley and financiers in New York and Philadelphia. The use of immigrant labor to maintain labor costs would presage corporate use of other groups. With the change in technology and the movement of capital elsewhere, Nanticoke faced the …

Thirty Years Of Change: How Subdivisions On Stilts Have Altered A Southeast Louisiana Parish's Coast, Landscape And People, Kimberly Solet May 2006

Thirty Years Of Change: How Subdivisions On Stilts Have Altered A Southeast Louisiana Parish's Coast, Landscape And People, Kimberly Solet

LSU New Orleans Theses and Dissertations

In thirty years, the number of second homes for recreation fishers in coastal Terrebonne Parish has grown from 244 in the late 1970s to an estimated 2,500 in 2005. This thesis considers the ramifications of the tourism boom along the parish's historically isolated and undeveloped coastline. Four coastal communities are examined: (1) Montegut, Pointe-aux-Chenes and Isle de Jean Charles; (2) Cocodrie and Chauvin; (3) Dulac; and (4) Dularge and Theriot. The research question is twofold: Why has coastal tourism been allowed to develop in the fragile wetlands that protect residents from dangerous storms?; and What does tourism development mean for …

Bank Efficiency Dynamics And Market Reaction Around Merger Announcement, Jamal Al-Khasawneh May 2006

Bank Efficiency Dynamics And Market Reaction Around Merger Announcement, Jamal Al-Khasawneh

LSU New Orleans Theses and Dissertations

We study, using the non-parametric data envelopment approach, we investigated the long-run profit efficiency dynamics and the short-run market reaction of nine pre-classified merger deals of merging and non-merging U.S. banks over the time period from 1992 to 2003. Our main results are as follows: First, merger deals that match least efficient acquirers with the least efficient targets could improve their profit efficiency four years following the merger event, unlike all other merger deals. Second, we find that mergers match least efficient acquirers with the least efficient targets could also achieve significant positive cumulative access returns (CARs) while all other …

At The Confluence Of Science And Power: Water Struggles Of New Orleans In The Nineteenth Century, Carolyn Kolb May 2006

At The Confluence Of Science And Power: Water Struggles Of New Orleans In The Nineteenth Century, Carolyn Kolb

LSU New Orleans Theses and Dissertations

New Orleans failed to solve its water infrastructure problems in the nineteenth century because a shifting locus of power in a variable political and financial environment hampered wise decision making, while technology choices were limited by contemporary knowledge, scientists' ignorance, or by technicians' poor presentation skills for new ideas. And, selection was often governed by prejudice: personal, racial, or against technology. New Orleans was able to deal with its water difficulties only when those with the power to make or influence decisions had an available technology capable of handling the problem and they chose to use it. Power and science …

Positioning Librarians As Indispensible To The New Virtual Learning Environments (Vles), David Ball May 2006

Positioning Librarians As Indispensible To The New Virtual Learning Environments (Vles), David Ball

Proceedings of the IATUL Conferences

This paper discusses the explosion in the use of electronic resources by students and the development of e-books. The existing high usage will intensify as virtual learning environments (VLEs) become the primary means of interaction between students and universities. A brief outline of university library procurement in the UK is given, followed by an analysis of a recent ground-breaking tender for e-books for higher education libraries in the UK. The continuing development of a bespoke subject collection of e-books for nursing students is explored in some detail, as is the demand for non-traditional resources for the VLE. The paper closes …

Reassessment Of A Community Mitigation Plan Post-Disaster: A Case Study Of The University Of New Orleans Disaster Resistant University Project, Ashley Garrett

LSU New Orleans Theses and Dissertations

The following is a case study of the University of New Orleans Disaster Resistant University project. The Disaster Resistant University project involved the creation, adoption, and implementation of an all-hazards campus mitigation plan. On August 29, 2005 Hurricane Katrina struck the City of New Orleans. This disaster caused the need for a reassessment of the original campus mitigation plan. Both the original plan, and its reassessment, are the subject of this case study.

Voices Behind Bars: Correctional Education From The Perspective Of The Prisoner Student, Renee Hall May 2006

Voices Behind Bars: Correctional Education From The Perspective Of The Prisoner Student, Renee Hall

LSU New Orleans Theses and Dissertations

Approximately two million men and women are currently incarcerated in the nation's penitentiaries. Ninety percent of these inmates will eventually be released from prison. There is a need for prisons to provide services that will prepare these men and women for successful reentry into society. These services include education and vocational training. To determine the effectiveness of education/training, the perspective of the prisoner student is key to the field of correctional education. The voice of the prisoner student, however, is absent from the literature on prisoner education. This qualitative study examined the thoughts, feelings, experiences, and plans/goals of prisoner students …

Children’S Perceptions Of The Learning Environment And Aesthetic Qualities Within Their Classroom, Sheryl Reinisch May 2006

Children’S Perceptions Of The Learning Environment And Aesthetic Qualities Within Their Classroom, Sheryl Reinisch

Dissertations and Theses

Primary grade children spend considerable time in elementary school classrooms. The learning environment can play a powerful role in the physical, emotional, social, and cognitive development of a child (Bredekamp & Copple, 1997). The aesthetic dimension is particularly intriguing. Studies positively link the condition of schools to student achievement and behavior (Earthman, Cash, & Van Berkum, 1995; Yarbrough, 2001). Educational literature often addresses the topic of learning environments; however, a key ingredient seems to be missing, the voices of children. If children are spending so much time in these settings, what do they notice? This study addresses the fundamental …

The Regulation Of Intercountry Adoption, Mary E. Hansen, Daniel Pollack May 2006

The Regulation Of Intercountry Adoption, Mary E. Hansen, Daniel Pollack

ExpressO

As of January 2006, the United States was the only major receiver of children through intercountry adoption that had not implemented the 1993 Hague Convention on Intercountry Adoption. The U.S. signed the Hague Convention in 1994, but did not pass implementing legislation until 2000. Regulations pursuant to the legislation were proposed in 2003, but final regulations did not go into effect until March 2006. The slow pace was partly the result of Congressional wrangling over designation of a regulator and partly the result of a prolonged conversation between the designated regulator and the adoption community over specific regulations.

Finalization of …

Louisiana Charter Schools Leading In High Stakes Testing: Teacher's Perspective On Their Charter Schools' Success, David Dutt May 2006

Louisiana Charter Schools Leading In High Stakes Testing: Teacher's Perspective On Their Charter Schools' Success, David Dutt

LSU New Orleans Theses and Dissertations

Charter schools allow educators freedom to design and execute innovative curriculum and instruction. The best of educational philosophy is constructive only when it transforms into practice. Today's federal assessment program creates a pressurized educational climate that demands educators respond with systematic improvement of test scores. The purpose of this study is to investigate teacher responses to the question "Why is your charter school leading the district in high stakes testing?" The Louisiana State Evaluation Team has determined that the three charter schools featured in this study have been consistently outperforming their respective districts, and the state, while competing favorably with …

The World Bank And The Ideology Of Reform In International Development Discourse, Joel M. Ngugi May 2006

The World Bank And The Ideology Of Reform In International Development Discourse, Joel M. Ngugi

ExpressO

Does the current development reform agenda, especially the one operationalized by the World Bank, is Ideological? If so, does it matter? These are the two questions that animate this article. In answering both questions in the affirmative, the article first demonstrates how the current development reform agenda is Ideological. It then discusses why and how it matters that the development reform agenda is Ideological. First, the article argues that Ideological rendering of the development reform agenda effectively weakens the ability of Third World countries to articulate their economic and foreign policies in ways that would benefit their citizenry the most. …

The Economics Of Education: A Case Study Of Wachusett Regional High School, Carly E. Holbrook May 2006

The Economics Of Education: A Case Study Of Wachusett Regional High School, Carly E. Holbrook

Economics Honors Papers

[Introduction]Over two thousand years ago, Aristotle said, “the fate of empires depends on the education of youth.” (Peter 1977: 173). This study will attempt to determine some of the important factors about the economics of high school education in the United States. Schools exist to serve children, their parents, and society at large, and these three groups do not always have identical interests. Therefore, education has many goals besides the obvious one of increased cognitive ability, and the best methods for achieving the desired effects have not been agreed upon. Economists label the process by which education creates these outcomes …

Migrant Bird Stopover Ecology And Resident Species Loss In A Fragmented Tropical Landscape, The Sierra De Los Tuxtlas, Veracruz, Mexico, David Williams Shaw May 2006

Migrant Bird Stopover Ecology And Resident Species Loss In A Fragmented Tropical Landscape, The Sierra De Los Tuxtlas, Veracruz, Mexico, David Williams Shaw

Biological Sciences

I conducted two studies of avian ecology over the course of two spring field seasons (2003, 2004) in the Sierra de Los Tuxtlas, Veracruz, Mexico. I examined mass gains in spring Nearctic-Neotropic migrants at a stopover site near the Estacion de Biologia Tropical Los Tuxtlas. Birds were captured using mist nets. A condition index (mass/wing chord) was calculated for each individual and regressed against time of day to determine if a net gain in condition occurred at the site. Seven of 13 taxa examined showed significant gains in body condition. The average individual of none of these species carried sufficient …

Ecological Factors Influencing Fish Distribution In A Large Subarctic Lake System, Miranda Paige Plumb May 2006

Ecological Factors Influencing Fish Distribution In A Large Subarctic Lake System, Miranda Paige Plumb

Fisheries

The coastal climate and frequent wind storms in southwest Alaska create an atypical thermal environment (non-stratified in summer) in the remote Ugashik lakes. This study documents the distribution of lake trout 'Salvelinus namaycush, ' arctic char 'S. alpinus', Dolly Varden 'S. malma, ' arctic grayling 'Thymallus arcticus, ' round whitefish 'Prosopium cylindraceum, ' and pygmy whitefish 'P. coulterii' relative to depth, substrate particle size, food habits, length, and age in the absence of strong thermal structure. Sample sites were randomly chosen within sampling strata and gill nets were set at each site. Lake trout and round whitefish were most abundant …
