This Article explores the prospects of achieving policy coherence in the field of land use regulation. It explains how, as municipal governments react to pressures and crises at the local level, they discover and adopt new strategies in a constant process of experimentation. Through a properly constructed legal framework, critical information can be relayed from local to higher levels of government, state and federal legislators and judges can respond, and a "system" of law can evolve. Studies have shown that ecotourism is one of the fastest-growing sectors in the tourism market. To date, there has been very little systematic research focused on the general topic of ecotourism development on Indian reservations. This study researches possible ecotourism alternatives on the Standing Rock Sioux Indian Reservation (SRSIR) in North Dakota. Choice experiments were employed to analyze the preferences of reservation residents and those of cultural tourists. An environmental awareness survey was designed to assess the influences of gender and grade level on the relationships among outdoor experience, environmental knowledge, and environmental behavior at Waterville Junior High School, Waterville, ME. Environmental awareness indicates a fundamental understanding of the natural world, which is essential for developing future sustainable development. The foundation and acquisition of environmental knowledge of Waterville Junior High School students was determined using the multiple-choice survey. A total of 125 sixth graders and 136 eighth graders were surveyed. 61% of sixth graders and 73% of eighth graders indicated that their most common source of environmental information …

Although soil nitrate nitrogen (N) is a nutrient source for crop, it could be a potential nonpoint pollution source to the environment when its content remains high with an inappropriate management. Cost-benefit analysis is a well-known technique for evaluating the merits of a policy by attempting to quantify in financial terms all of the costs and benefits that will result from its implementation. In this article, the author focuses on the important question of whether offer prices or asking prices are the theoretically appropriate measure in determining "willingness to pay" and overall efficiency consequences when conducting a cost-benefit analysis. The author surveys the existing literature on this valuation question and offers personal conclusions and recommendations.

A call for combining the strengths of geographic education with environmental education to produce an 'education for sustainability' addresses local problems for sustainable development. A place-based approach encourages civic responsibility among students. Using service-learning to extend education beyond the classroom in this case study connected students with local clients in a watershed-based initiative. Theoretical underpinnings of service-learning for geographic education are discussed, and the case study is viewed from instructor, student, and client perspectives to identify successful outcomes and provide suggestions for those who might adopt service-learning for the first time.

[1] Ozone columns below 147 hPa are derived over the United States from September 2004 to August 2005 from the differences between clear-sky Aura OMI columns and coincident MLS columns. The mean difference from coincident ozonesonde measurements at four USA sites is 0.3 DU with an rms difference of 10.1 DU and a correlation coefficient of 0.67. Semimonthly patterns of the columns over the USA for the summer of 2005 have been produced. The observed columns, as well as Regional Air Quality Forecast (RAQAST) model columns, show high values over the southeastern USA and its surrounding oceans. Changes of these …

Benthic microalgae (BMA) are considered an important food source for benthos and provide the principal source of nutrition that fuels secondary production. Obesity and Type 2 diabetes are associated with high fat diet (HFD), reduced mitochondrial mass and function and insulin resistance as characterized by glucose disposal and relative to body fatness. We hypothesized that (a) HFD affects expression of genes involved in mitochondrial biogenesis and function, (b) carbohydrate metabolism and storage is under transcriptional control and (c) both overall fatness and characteristics of adipose tissue influence the interplay between free fatty acids (FFAs) and insulin-stimulated glucose disposal. This dissertation explores effects of windstorm and fire disturbances on the clonal and reproductive biology of cane (Arundinaria gigantea Muhl., Poaceae). In this collection of studies, multiple disturbances interact in complex ways, and some interactions appear only after a substantial lag. One implication of this research is that multiple, interacting disturbances might strongly influence the boundary between monodominant and species-rich plant communities. Cane is the only bamboo native to the United States, and once covered vast areas of bottomlands in the southeastern U.S. in monodominant stands called “canebrakes.” The study took place on the Buckhorn Wildlife Management Area in Tensas …

Vibrio vulnificus is a Gram-negative organism that is found in estuarine environments. The bacterium is capable of causing gastroenteritis, wound infections, and septicemia, often resulting in death for susceptible individuals. Monoclonal antibodies (MAbs) to five lipopolysaccharide (LPS) O-serovars have previously been used as a serotyping system in epidemiological studies. Here is the first report of two additional MAbs capable of recognizing two new LPS serovars (O6 and O7), further increasing the number of V. vulnificus that can be typed. Analysis of V. vulnificus isolates from the United States, Europe, and Asia demonstrated that the O1/O5 serovar is dominate in clinical …

Chapter one presents a general overview of nutrients (P, N and Si) and their aquatic biogeochemistry and analytical methods for nutrient determinations in natural waters. Viruses have an estimated global population size of 10 to the 31st, with a significant proportion found in the marine environment. Viral lysis of bacteria affects the flow of carbon in the marine microbial food web, but the effects of lysogeny on marine microbial ecology are largely unknown. In this thesis, factors that influence the control of lysogeny were studied in both the phiHSIC/Listonella pelagia phage-host system and in bacterioplankton populations in the Gulf of Mexico. There is a strong interest to develop a method to estimate mean annual ungaged streamflow with varying precipitation. A method was developed utilizing GIS and other statistical analysis to estimate ungaged mean annual streamflow. This method utilizes a normalized streamflow fraction (NSF) method previously developed which relies on drainage basin area, coupled with mean annual local precipitation, to estimate the ungaged streamflow variability. This method has been applied to west central Florida.The test of the method yielded an R squared value of 0.9894, proceeded by a verification that yielded an R squared value of 0.998. This qualitative study described non-science undergraduate majors' responses to controversial issues embedded in an introductory level environmental science course in a liberal arts college located in the southeastern United States. Participants enrolled in this 12-week summer course were both traditional college-age (late teens to early twenties) and non-traditional age student (thirties to fifties). Approximately 76 percent were female. Students demonstrated various lifestyles (e.g., gay, single-parent, living at home), socioeconomic statuses (e.g., middle-income, low income), employment (e.g., employed, unemployed, ex-military) and ethnicities. The objectives of this research were:

1. Research existing data for structural and non-structural BMPs pertaining to the Phase II NPDES Stormwater Construction and Post-Construction Minimum Control Measures. Identify BMPs suitable for use in construction, reconstruction, rehabilitation and retrofitting activities along INDOT roadways and facilties.

2. Give consideration to the Indiana geological and meteorological conditions and the INDOT resources available for maintenance of water quality BMPs.

3. Review documents on the INDOT Publications List and make recommendations regarding potential revisions and/or additions to the documents to adequately address the NPDES Stormwater Program requirements as they pertain to INDOT activities.

Environmental Contaminants In Fish And Their Associated Risk To Piscivorous Wildlife In The Yukon River Basin, Alaska, Jo Ellen Hinck, Christopher J. Schmitt, Kathy R. Echols, Tom W. May, Carl E. Orazio, Donald E. Tillitt

Organochlorine chemical residues and elemental contaminants were measured in northern pike (Esox lucius), longnose sucker (Catostomus catostomus), and burbot (Lota lota) from 10 sites in the Yukon River Basin (YRB) during 2002. Contaminant concentrations were compared to historical YRB data and to toxicity thresholds for fish and piscivorous wildlife from the scientific literature. A risk analysis was conducted to screen for potential hazards to piscivorous wildlife for contaminants that exceeded literature-based toxicity thresholds. Concentrations of total DDT (sum of p,p¢-homologs; 1.09–13.6 ng/g), total chlordane (0.67–7.5 ng/g), dieldrin (<0.16–0.6 ng/g), toxaphene (<11–34 ng/g), total PCBs (<20– 87 ng/g), TCDD-EQ (<1.7 pg/g), arsenic (0.03–1.95 lg/g), cadmium (<0.02–0.12 lg/g), copper (0.41–1.49 lg/g), and lead (<0.21–0.27 lg/g) did not exceed toxicity thresholds for growth and reproduction in YRB fish. Concentrations of mercury (0.08–0.65 lg/g), selenium (0.23–0.85 lg/g), and zinc (11–56 lg/g) exceeded toxicity thresholds in one or more samples and were included in the risk analysis for piscivorous wildlife. No effect hazard concentrations (NEHCs) and low effect hazard concentrations (LEHCs), derived from literaturebased toxicity reference values and avian and mammalian life history parameters, were calculated for mercury, selenium, and zinc. Mercury concentrations in YRB fish exceeded the NEHCs for all bird and small mammal models, which indicated that mercury concentrations in fish may represent a risk to piscivorous wildlife throughout the YRB. Low risk to piscivorous wildlife was associated with selenium and zinc concentrations in YRB fish. Selenium and zinc concentrations exceeded the NEHCs and LEHCs for only the small bird model. These results indicate that mercury should continue to be monitored and assessed in Alaskan fish and wildlife.
