The Anchor: 2006

The Anchor began in 1887 and was first issued weekly in 1914. Covering national and campus news alike, Hope College’s student-run newspaper has grown over the years to encompass over two-dozen editors, reporters, and staff. For much of The Anchor's history, the latest issue was distributed across campus each Wednesday throughout the academic school year (with few exceptions). In recent years The Anchor moved to monthly print issues and a more frequently updated website. The Anchor is now published in print twice per academic semester. Occasionally, the volume and/or issue numbering is irregular.

While race and class are regularly addressed in environmental justice studies, scant attention has been paid to gender. The environmental justice movement formally recognized in the 1980s in no way, however, marks the beginning of the central role played by women in the long history of its concerns.' Abuses based in gender as well as race and class have subjected women to a variety of environmental injustices. However, women's responses to the ever-shifting responsibilities prescribed to their gender, as well as to their particular race and class, have consistently shaped their abilities to affect the environment in positive ways. Section 369(d)(1) of the Energy Policy Act of 2005, Public Law 109-58 (H.R. 6), enacted August 8, 2005, directs the Secretary of the Interior to prepare a programmatic environmental impact statement (PEIS) for a commercial leasing program for oil shale and tar sands (OSTS) resources on public lands in Colorado, Utah, and Wyoming (see Figure 1). Through the Oil Shale and Tar Sands Resources Leasing PEIS, the U.S. Department of the Interior, Bureau of Land Management (BLM) will evaluate decisions regarding which public lands will be open for leasing in the three-state area and under what constraints. 1970 was a big year for environmental law. The first of the major federal environmental statutes, the National Environmental Policy Act ("NEPA"), went into force. The first Earth Day was observed. The federal Clean Air Act underwent revolutionary changes, and the United States Environmental Protection Agency ("EPA") was created. Many states also passed ambitious environmental legislation and created new agencies.1970, as is often said, began the "Environmental Decade," when the basic blueprint was drawn for the building of modem environmental law.

This article analyzes power dynamics in Vieques, Puerto Rico in the immediate aftermath of the U.S. Navy's closure of its five fire range on the island. The essay examines several aspects of Vieques' continuing struggle in a post-Navy world. It considers residents' hopes and views of different kinds of development; the ramifications of former Navy-occupied land being classified as "environmentally protected"; and finally, potential organizing principles for directing Vieques' development, looking at the challenges and opportunities facing activists. The essay considers how cultural nationalism not only offers potential building blocks for collective action and opposition to privatization, but an egalitarian …

This environmental assessment I assessment of effect examines in detail two alternatives: no action and the National Park Service preferred alternative. The preferred alternative considers rehabilitation of the roadway and associated structures on either side of Route 10 (Zion-Mt. Carmel Highway) tunnel. The road work would primarily occur on the east side of the tunnel in a 0.25-mile segment beginning at the east tunnel entrance. Analysis suggests that several residential areas in Newark, New Jersey (USA) have Black/African-American and Hispanic populations, which may be "at high risk" with respect to the adverse health effects of particulate air pollution. This study analyzes the community locations and evaluates literature and other available air pollution data for the target communities in the city of Newark. The study focuses on asthma or reactive airway diseases as a target health risk. It also performs data collection on particulate pollutants and levels of trace metals in particulate matter in target communities and schools of preschool children in two of the five …

In examining the need to move away from traditional energy policy and toward Smart Energy, the article draws a connection between physicist Amory Lovins and singer Willie Nelson. Both believe that our country's century-old traditional energy policy no longer meets our needs. Rather, they feel that such an antiquated policy ignores the challenges that the country and the world face today. Smart Energy is not only a promising vision of the future, it is the only realistic vision. It is pro-growth, because it promotes the development of new industries and new technologies. Annually, Americans pour out their sympathy for people displaced from their communities by natural disasters such as fires, floods, and hurricanes. We respond, knowing the anchor that the concept of “home” supplies to body, soul, and family; we intuit the toll exacted by the loss of familiar walls, private homes and community-shared places. The purpose of this qualitative study was to evaluate a community's beliefs, attitudes, and experiences regarding their neighborhood's environmental health issues and the ways in which individuals utilize social capital (the degree to which a community collaborates and cooperates) to improve their environmental health. Research correlating social capital with health status shows that the higher the level of social capital in a community, the better the health. An understanding of why some groups exhibit more social capital than others is important in improving the public health system. THE FREECHILD PROJECT HAS BEEN DOING THIS FOR A WHILE. In the five years since we began, The Freechild Project has identified three powerful trends in social change led by and with young people:

1. Social change led by young people is not all about young people. Instead, children and youth are working for their communities, their families, their cities, and their world.
