Portrait Of Professor Breidenbaugh, Melissa A. Heckel Oct 2006

Portrait Of Professor Breidenbaugh, Melissa A. Heckel

Hidden in Plain Sight Projects

People often do not see what is right in front of them; objects that are passed by everyday are often unnoticed. People are not necessarily unobservant, but are probably more absorbed with their own activities. One object that is hidden in plain sight on the Gettysburg College campus is the portrait of Professor Edward S. Breidenbaugh that hangs in the Science Center. The name Breidenbaugh is commonly known amongst the students at Gettysburg because of the building in his name, Breidenbaugh Hall. However, the history behind Breidenbaugh and his portrait is not as commonly known as the name, but is …

Faces Of Social Work In South Africa: A Twenty:First Century Perspective, Dorothy L. Graff Oct 2006

Faces Of Social Work In South Africa: A Twenty:First Century Perspective, Dorothy L. Graff

African Social Science Review

This qualitative mini-ethnographic study explores the current issues facing the profession of social work in South Africa after the first fully democratic elections in ten years ended the apartheid era. It employed interviews with social work educators and practitioners, politicians, and other professionals; personal observations of diverse settings; conversations with citizens including blacks, whites and coloreds; and meetings with experts attending an international conference on African policy planning. Social work educators and practitioners generally agreed that the two major social problems currently facing South Africa are poverty and violence. Poverty-related issues include homelessness, substandard and dangerous housing, substance abuse, unemployment …

Consumers Limit The Abundance And Dynamics Of A Perennial Shrub With A Seed Bank, Matthew J. Kauffman, John L. Maron Oct 2006

Consumers Limit The Abundance And Dynamics Of A Perennial Shrub With A Seed Bank, Matthew J. Kauffman, John L. Maron

Biological Sciences Faculty Publications

For nearly 30 years, ecologists have argued that predators of seeds and seedlings seldom have population-level effects on plants with persistent seed banks and density-dependent seedling survival. We parameterized stage-based population models that incorporated density dependence and seed dormancy with data from a 5.5-year experiment that quantified how granivorous mice and herbivorous voles influence bush lupine (Lupinus arboreus) demography. We asked how seed dormancy and density-dependent seedling survival mediate the impacts of these consumers in dune and grassland habitats. In dune habitat, mice reduced analytical lambda (the intrinsic rate of population growth) by 39%, the equilibrium number of above-ground plants …

Harassing Women With Power: The Case For Including Contra-Power Harassment Within Title Vii, Ann C. Juliano Oct 2006

Harassing Women With Power: The Case For Including Contra-Power Harassment Within Title Vii, Ann C. Juliano

Working Paper Series

After overcoming the obstacles to advancement, women who reach managerial positions are still subject to harassment. At times, this harassment comes from subordinates. The incidence of those employees with “lesser” power harassing those with more power presents a dilemma for traditional thinking on sexual harassment and for the developing judicial doctrine of sexual harassment. It is well-established that Title VII protects employees from discrimination because of sex. Yet, it is unclear whether the statute reaches as far as contra-power harassment.

Traditionally, sexual harassment was considered an abuse of power in the workplace. If this is true, how can female supervisors …

The Brain-Disordered Defendant: Neuroscience And Legal Insanity In The Twenty-First Century, Richard E. Redding Oct 2006

The Brain-Disordered Defendant: Neuroscience And Legal Insanity In The Twenty-First Century, Richard E. Redding

Working Paper Series

Brain-damaged defendants are seen everyday in American courtrooms, and in many cases, their criminal behavior appears to be the product of extremely poor judgment and self-control. Some have a disorder in the frontal lobes, the area of the brain responsible for judgment and impulse control. Yet because defendants suffering from frontal lobe dysfunction usually understand the difference between right and wrong, they are unable to avail themselves of the only insanity defense available in many states, a defense based on the narrow McNaghten test. “Irresistible impulse” (or “control”) tests, on the other hand, provide an insanity defense to those who …

Biological Psychiatry: A Practice In Search Of A Science, W. Joseph Wyatt, Donna M. Midkiff Oct 2006

Biological Psychiatry: A Practice In Search Of A Science, W. Joseph Wyatt, Donna M. Midkiff

Psychology Faculty Research

The rise of the biological causation model in the past thirty years is traced to psychiatry’s efforts to regain lost status and to protect itself from intrusions by non-medical practitioners, as well as to the pharmaceutical industry’s drive for profits. Evidence in support of the model, including studies of identical twins and of brain structure and function, are less revealing than was earlier thought, due to problems in methodology and interpretation. Organized psychiatry, when challenged in 2003, was unable to provide compelling evidence for biological causation of most mental and behavioral disorders. A paradigm shift away from biological causation and …

Six-To-One Gets The Job Done: Comments On The Reviews, W. Joseph Wyatt, Donna M. Midkiff

Psychology Faculty Research

We are pleased to note that six of the seven responses to our article were marked by approval, and/or thoughtful contemplation, regarding our central theses—that the research said to support biological causation of mental disorders is relatively weak, and that the claims of drug effectiveness are often overstated.

Classified Vector Spiht For Wavelet Image Coding, Y. Liang, Scott E. Budge Oct 2006

Classified Vector Spiht For Wavelet Image Coding, Y. Liang, Scott E. Budge

Electrical and Computer Engineering Faculty Publications

Wavelet based image coding has been shown to be an effective method, especially at low bit rate. Two successful approaches, space-frequency quantization (SFQ) and set partitioning in hierarchical trees (SPIHT) were proposed to predict insignificant wavelet coefficients. However, both of them employ a simple scalar quantization scheme instead of powerful vector quantization for coding of the significant wavelet coefficients. In this paper we propose a new image coding method that combines the SPIHT type set partitioning technique with classified vector quantization. That is, the set partitioning technique is used to locate significant wavelet coefficient vectors based on vectors' energies. In …

State Courts And The Interpretation Of Federal Statutes, Anthony J. Bellia Jr. Oct 2006

State Courts And The Interpretation Of Federal Statutes, Anthony J. Bellia Jr.

Vanderbilt Law Review

In the debate over how federal courts should interpret federal statutes, "faithful agent" theories stand pitted against "dynamic" theories of statutory interpretation. The following questions lie at the heart of the debate: Is the proper role of federal courts to strive to implement the commands of the legislature-in other words, to act as Congress's faithful agents? Or, is the proper role of federal courts to act as partners with Congress in the forward-looking making of federal law-in other words, to interpret statutes dynamically? Proponents of faithful agent theories include both "textualists" and "purposivists." Textualists have argued that federal courts best …

Membrane Systems With Limited Parallelism, Bianca Daniela Popa Oct 2006

Membrane Systems With Limited Parallelism, Bianca Daniela Popa

Doctoral Dissertations

Membrane computing is an emerging research field that belongs to the more general area of molecular computing, which deals with computational models inspired from bio-molecular processes. Membrane computing aims at defining models, called membrane systems or P systems, which abstract the functioning and structure of the cell. A membrane system consists of a hierarchical arrangement of membranes delimiting regions, which represent various compartments of a cell, and with each region containing bio-chemical elements of various types and having associated evolution rules, which represent bio-chemical processes taking place inside the cell.

This work is a continuation of the investigations aiming to …

A Practical Guide To The Digitization Of Analog Reel Tapes, Lowell H. Lybarger

Faculty Scholarly Works - Library

The purpose of this document is to provide a condensed version of the specialized technical information available from the Bradley and CLIR/NRPB publications, and gleaned from various primary and secondary sources. In other words, this work is strictly a "bare-bones" guide for those persons seeking to learn the basics of the archival preservation of noncommercial audio recordings. It is strongly suggested, however, that one eventually consult the resources listed at the end of this document to gain in-depth knowledge of analog reel preservation.

The Phylogenetic Relationships And Biogeography Of True Porpoises (Mammalia: Phocoenidae) Based On Morphological Data, Liliana Fajardo-Mellor, Annalisa Berta, Robert L. Brownell Jr., Claudia Boy, R. Natalie Goodall Oct 2006

The Phylogenetic Relationships And Biogeography Of True Porpoises (Mammalia: Phocoenidae) Based On Morphological Data, Liliana Fajardo-Mellor, Annalisa Berta, Robert L. Brownell Jr., Claudia Boy, R. Natalie Goodall

United States Department of Commerce: Staff Publications

Prior studies of phylogenetic relationships among phocoenids based on morphology and molecular sequence data conflict and yield unresolved relationships among species. This study evaluates a comprehensive set of cranial, postcranial, and soft anatomical characters to infer interrelationships among extant species and several well-known fossil phocoenids, using two different methods to analyze polymorphic data: polymorphic coding and frequency step matrix. Our phylogenetic results confirmed phocoenid monophyly. The division of Phocoenidae into two subfamilies previously proposed was rejected, as well as the alliance of the two extinct genera Salumiphocaena and Piscolithax with Phocoena dioptrica and Phocoenoides dalli. Extinct phocoenids are basal …

Strategies For Improving Access To Comprehensive Obesity Prevention And Treatment Services For Medicaid-Enrolled Children, Sara E. Wilensky, Ramona Whittington, Sara J. Rosenbaum

Health Policy and Management Issue Briefs

This policy brief builds on our prior work for the Robert Wood Johnson Foundation. In 2005, The George Washington University School of Public Health and Health Services (GW) evaluated the role of public and private insurance in financing preventive care and treatment for at-risk and obese children. One of the key findings from that report was that Medicaid's existing Early and Periodic Screening Diagnostic and Treatment (EPSDT) coverage standards provide for comprehensive, obesity-related pediatric health care interventions. Using data drawn from state Medicaid programs, this report examines the extent to which state programs use the Medicaid EPSDT benefit to address …

Providing Students With Effective Feedback, Kathy Dale Oct 2006

Providing Students With Effective Feedback, Kathy Dale

Academic Leadership: The Online Journal (2003-2012)

Feedback is a classroom process that has been under the researchers’ microscopes since the 1970’s to the present, and with good cause—it’s a teacher practice that works. Consistently, researchers have found that when teachers effectively employ feedback procedures, they positively and often powerfully impact the achievement of their students. In fact, Bellon, Bellon, and Blank note, “Academic feedback is more strongly and consistently related to achievement than any other teaching behavior….This relationship is consistent regardless of grade, socioeconomic status, race, or school setting….When feedback and corrective procedures are used, most students can attain the same level of achievement as the …

Leadership Of Stability And Leadership Of Volatility: Transactional And Transformational Leaderships Compared, Ian Hay Oct 2006

Leadership Of Stability And Leadership Of Volatility: Transactional And Transformational Leaderships Compared, Ian Hay

Academic Leadership: The Online Journal (2003-2012)

Since the late 1970s, the literature on leadership has featured a debate and program of research exploring relationships between transactional and transformational leadership. To some degree, this work was given an impetus by both the search for appropriate leadership strategies within the increasingly turbulent, unstable and competitive post-World War 2 economic, geopolitical and social environment (Simic, 1998) and the declining significance of the pre-existing ‘social contract’ which had implied long-term employment in return for loyalty (Griffin, 2003). With the apparent demise of a transaction fundamental to organizational leadership and an emerging context of organizational volatility came the search to better …

Treatment Of Spinal Tuberculosis: Role Of Surgical Intervention, Ather Enam, Ahmed Ali Shah Oct 2006

Treatment Of Spinal Tuberculosis: Role Of Surgical Intervention, Ather Enam, Ahmed Ali Shah

Section of Neurosurgery

The treatment of tuberculosis of the spine (Pott's disease) is essentially conservative and a vast majority of patients can be successfully managed on antituberculo us therapy (ATT) alone.1 Surgery is indicated in a few specific cases where deformity of spine, pain, or neurological compromise is becoming a serious issue. In cases where surgery is indicated the benefits are almost immediate and excellent. Tuberculosis (TB) is one of the leading causes of infectious disease-related deaths in under-developed countries and it has had a resurgence in developed countries as well. The most common site of bony dissemination of this disease is in …

The Law Of Other States, Eric A. Posner, Cass R. Sunstein Oct 2006

The Law Of Other States, Eric A. Posner, Cass R. Sunstein

Articles

The question of whether courts should consult the laws of "other states" has produced intense controversy. But in some ways, this practice is entirely routine; within the United States, state courts regularly consult the decisions of other state courts in deciding on the common law, the interpretation of statutory law, and even the meaning of state constitutions. A formal argument in defense of such consultation stems from the Condorcet Jury Theorem, which says that under certain conditions, a widespread belief accepted by a number of independent actors, is highly likely to be correct. It follows that if a large majority …
