Reforming Federalism German Style – A First Step In The Right Direction, Thomas Döring, Stefan Voigt Oct 2006

Reforming Federalism German Style – A First Step In The Right Direction, Thomas Döring, Stefan Voigt

German Working Papers in Law and Economics

The German version of federalism, often called „cooperative federalism“, has been identified by many as one of the root causes for Germany becoming Europe’s new sick man. Now, a number of changes in the institutions defining the relationship between the federal, the state and the local level have been passed. This contribution describes the most important changes and evaluates them from the point of view of fiscal federalism. It concludes that the changes are only a first step in the right direction, but a number of important steps have yet to follow.

Investigation Of The Lead-Free Solder Joint Shear Performance, James Webster, Jianbiao Pan, Brian J. Toleno Oct 2006

Investigation Of The Lead-Free Solder Joint Shear Performance, James Webster, Jianbiao Pan, Brian J. Toleno

Industrial and Manufacturing Engineering

Reflow profile has significant impact on solder joint performance because it influences wetting and microstructure of the solder joint. The purpose of this study is to investigate the effects of reflow profile and thermal shock on the shear performance of eutectic SnPb (SnPb) and Sn3.0Ag0.5Cu (SAC305) solder joints. Test boards were assembled with four different sized surface mount chip resistors (1206, 0805, 0603 and 0402). Nine reflow profiles for SAC 305 and nine reflow profiles for SnPb were developed with three levels of peak temperature (12ºC, 22ºC, and 32ºC above solder liquidus temperature, or 230ºC, 240ºC, and 250ºC for SAC …

The Case For Residency-Based Taxation Of Financial Transactions In Developing Countries, Yoram Keinan Oct 2006

The Case For Residency-Based Taxation Of Financial Transactions In Developing Countries, Yoram Keinan

ExpressO

This paper will endorse adoption of residency-based taxation for financial transactions by developing countries. The paper will focus on the following three tax aspects of cross –border financial transactions: (i) taxation of interest, dividends and capital gains earned by nonresidents; (ii) taxation of cross-border derivatives; and (iii) taxation of non-residents trading in securities in the developing country. The paper will use models contained in several countries, including the United States and Israel, to illustrate and support the proposed regime. The conclusions advanced are that to sustain economic growth, developing countries should adopt residency-based taxation for financial transactions, which would allow …

Targeted Maximum Likelihood Learning, Mark J. Van Der Laan, Daniel Rubin Oct 2006

Targeted Maximum Likelihood Learning, Mark J. Van Der Laan, Daniel Rubin

U.C. Berkeley Division of Biostatistics Working Paper Series

Suppose one observes a sample of independent and identically distributed observations from a particular data generating distribution. Suppose that one has available an estimate of the density of the data generating distribution such as a maximum likelihood estimator according to a given or data adaptively selected model. Suppose that one is concerned with estimation of a particular pathwise differentiable Euclidean parameter. A substitution estimator evaluating the parameter of the density estimator is typically too biased and might not even converge at the parametric rate: that is, the density estimator was targeted to be a good estimator of the density and …

Breakup Of Air Bubbles In Water: Memory And Breakdown Of Cylindrical Symmetry, Nathan C. Keim, Peder Møller, Wendy W. Zhang, Sidney R. Nagel Oct 2006

Breakup Of Air Bubbles In Water: Memory And Breakdown Of Cylindrical Symmetry, Nathan C. Keim, Peder Møller, Wendy W. Zhang, Sidney R. Nagel

Physics

Using high-speed video, we have studied air bubbles detaching from an underwater nozzle. As a bubble distorts, it forms a thin neck which develops a singular shape as it pinches off. As in other singularities, the minimum neck radius scales with the time until the breakup. However, because the air-water interfacial tension does not drive the breakup, even small initial cylindrical asymmetries are preserved throughout the collapse. This novel, nonuniversal singularity retains a memory of the nozzle shape, size, and tilt angle. In the last stages, the air appears to tear instead of pinch.

Separate Peace Revisited: Reactions To Having Hurt An Envied Other, Ashley Ginter Oct 2006

Separate Peace Revisited: Reactions To Having Hurt An Envied Other, Ashley Ginter

Psychology Honors Theses

This study investigated how individuals, and narcissists in particular, respond when they bring harm to someone they envy, and what they do in response to the harm that they caused. We examined how high versus low levels of responsibility for harming an envied person would affect levels of schadenfreude (i.e., pleasure at other’s suffering), guilt and prosocial behavior. We expected that narcissists would display more schadenfreude, less guilt, and less prosocial behavior than nonnarcissists, even when they were made to feel responsible for the downfall of the person. Results showed a significant relationship between narcissism and schadenfreude, with narcissists experiencing …

'Heroism' In Warfare, Oleg Smirnov, Holly Arrow, Doug Kennet, John Orbell Oct 2006

'Heroism' In Warfare, Oleg Smirnov, Holly Arrow, Doug Kennet, John Orbell

Department of Political Science: Hendricks Symposium

The willingness of people to risk their lives fighting on behalf of their nation (which we call heroism) is a background assumption in the study of war, thus of international relations, but also an evolutionary puzzle. We use two computer simulations to explore the possibility that heroism could have evolved as a domain specific form of altruism, selected through humans’ ancient past as a consequence of warfare. In the first, “altruism” is modeled as a generalized disposition that promotes both heroism and other, non-military, forms of group-benefiting behaviors—which we call communitarianism. In the second, heroism and communitarianism are modeled …

When Can Politicians Scare Citizens Into Supporting Bad Policies? A Theory Of Incentives With Fear Based Content, Arthur Lupia, Jesse O. Mennng Oct 2006

When Can Politicians Scare Citizens Into Supporting Bad Policies? A Theory Of Incentives With Fear Based Content, Arthur Lupia, Jesse O. Mennng

Department of Political Science: Hendricks Symposium

Analysts make competing claims about when and how politicians can use fear to gain support for suboptimal policies. Using a model, we clarify how common attributes of fear affect politicians’ abilities to achieve self-serving outcomes that are bad for voters. In it, a politician provides information about a threat. His statement need not be true. How citizens respond differs from most game-theoretic models – we proceed from more dynamic (and realistic) assumptions about how citizens think. Our conclusions counter popular claims about how easily politicians use fear to manipulate citizens, yield different policy advice than does recent scholarship on counterterrorism, …

Testosterone, Cortisol, And Aggression In A Simulated Crisis Game, Rose Mcdermott Oct 2006

Testosterone, Cortisol, And Aggression In A Simulated Crisis Game, Rose Mcdermott

Department of Political Science: Hendricks Symposium

This study investigated the impact of testosterone and cortisol on aggression in a crisis simulation game. We found a significant relationship between level of testosterone and aggression. Men were much more likely to engage in aggressive action than women. They were more likely to lose their fights as well. In addition, we found a significant inverse relationship between cortisol level and aggression. We end with some speculation about why we did not find victory effects in this population.
