Modeling Arsenic Partitioning In Coal-Fired Power Plants, Constance L. Senior, David O. Lignell, Adel F. Sarofim, Arun Mehta Oct 2006

Modeling Arsenic Partitioning In Coal-Fired Power Plants, Constance L. Senior, David O. Lignell, Adel F. Sarofim, Arun Mehta

Faculty Publications

Vapor-phase arsenic in coal combustion flue gas causes deactivation of the catalysts used in selective catalytic reduction (SCR) systems for NOx control. A one-dimensional model has been developed to predict the behavior of arsenic in the postcombustion region of a coal-fired boiler as a function of gas residence time. The purpose of the model is to calculate the partitioning of arsenic between the vapor phase from volatilization and arsenic on the ash particles due to surface reaction and/or condensation at temperatures characteristic of SCR systems. The model accounts for heterogeneous condensation of arsenic on the fly ash, as well …

Confidential Informants In Private Litigation: Balancing Interests In Anonymity And Disclosure, Ethan D. Wohl Oct 2006

Confidential Informants In Private Litigation: Balancing Interests In Anonymity And Disclosure, Ethan D. Wohl

ExpressO

Heightened pleading standards and limits on discovery in private securities fraud actions make confidential informants crucial in many cases. While courts have widely recognized the importance of confidential informants and the need to protect them from retaliation, they have not applied consistent standards for how informants must be identified in pleadings, and have failed to take into account substantial bodies of relevant caselaw when deciding whether to require that informants’ names be disclosed in discovery.

This article offers a framework for when and how confidential informants should be identified, taking into account the competing interests in anonymity and disclosure. It …

Off To Elba: The Legitimacy Of Sex Offender Residence And Employment Restrictions, Joseph L. Lester

ExpressO

Overborne by a mob mentality for justice, officials at every level of government are enacting laws that effectively exile convicted sex offenders from their midst with little contemplation as to the appropriateness or constitutionality of their actions. These laws fundamentally alter the liberties and freedom of convicted sex offenders to satisfy the ignorant fear of the masses. As a result, residence and employment restrictions which in theory are to protect society, in practice only exacerbate the perceived recidivism problem. When such laws are passed and the political process is broken, it is necessary for the judicial branch to step forward …

Reducing The Risks Of Highly Enriched Uranium At The U.S. Department Of Energy's Y-12 National Security Complex, Institute For Policy Studies (Ips) Oct 2006

Reducing The Risks Of Highly Enriched Uranium At The U.S. Department Of Energy's Y-12 National Security Complex, Institute For Policy Studies (Ips)

Institute for Policy Studies (IPS)

In February 1996, the Energy department announced that the United States had produced 994 metric tons of highly enriched uranium (HEU). 1 While this information received a considerable amount of attention, a subsequent report about HEU storage conditions at DOE sites did not. This report, issued in December 1996, concluded that the Y-12 National Security Complex in Oak Ridge TN had the most numerous and significant environmental, safety and health vulnerabilities of all DOE sites.

At the time, the Y-12 complex was storing more than 189 metric tons of HEU comprised of 32,000 items in the forms of dismantled weapons …

Quantum Nature Of The Big Bang: Improved Dynamics, Abhay Ashtekar, Tomasz Pawlowski, Parampreet Singh Oct 2006

Quantum Nature Of The Big Bang: Improved Dynamics, Abhay Ashtekar, Tomasz Pawlowski, Parampreet Singh

Faculty Publications

An improved Hamiltonian constraint operator is introduced in loop quantum cosmology. Quantum dynamics of the spatially flat, isotropic model with a massless scalar field is then studied in detail using analytical and numerical methods. The scalar field continues to serve as "emergent time", the big bang is again replaced by a quantum bounce, and quantum evolution remains deterministic across the deep Planck regime. However, while with the Hamiltonian constraint used so far in loop quantum cosmology the quantum bounce can occur even at low matter densities, with the new Hamiltonian constraint it occurs only at a Planck-scale density. Thus, the …

Enhanced Convergence And Robust Performance Of Randomized Dynamical Decoupling, Lea F. Santos, Lorenza Viola Oct 2006

Enhanced Convergence And Robust Performance Of Randomized Dynamical Decoupling, Lea F. Santos, Lorenza Viola

Dartmouth Scholarship

We demonstrate the advantages of randomization in coherent quantum dynamical control. For systems which are either time-varying or require decoupling cycles involving a large number of operations, we find that simple randomized protocols offer superior convergence and stability as compared to deterministic counterparts. In addition, we show how randomization may allow us to outperform purely deterministic schemes at long times, including combinatorial and concatenated methods. General criteria for optimally interpolating between deterministic and stochastic design are proposed and illustrated in explicit decoupling scenarios relevant to quantum information storage.

In Good Times And Bad: Legal Transposition In The European Union. Assessing Correlational And Necessary/Sufficient Causation., Michael Kaeding

German Working Papers in Law and Economics

Using methods for assessing both correlational causation and necessary/sufficient causation, this article addresses a fundamental puzzle confronting those who seek to understand one important part of the EU policy cycle, namely to explain why member states of the EU differ in their transposition records of EU legislation. Exploring a rationalist framework to assess the transposition problematic in the EU the article treats theoretically and empirically determinants of transposition termination and duration. Using a comprehensive data set on large-scale transposition records in 9 member states (Germany, the UK, France, Italy, Spain, Greece, Ireland, the Netherlands and Sweden) covering the 1995-2004 period, …
