Wild Bird Banding And Testing For Avian Influenza In The Plain Of Reeds, Vietnam, Kyle Campbell Oct 2006

Wild Bird Banding And Testing For Avian Influenza In The Plain Of Reeds, Vietnam, Kyle Campbell

Independent Study Project (ISP) Collection

Highly pathogenic avian influenza (HPAI) virus H5N1 presents an incredible threat to human and animal health throughout the planet. Little is known about the prevalence of this virus in wild bird populations; however it is evident that the virus has spread throughout most of Asia, Eastern Europe and North Africa through well established migratory flyways. Although H5N1 was first detected in central China, Vietnam has been hit the hardest by this virus, with nearly one hundred human cases to date (World Health Organization, 2006) and one hundred twenty million dollars lost in their poultry industry (Gov. of USA, 2005). Even …

‘Like A Parrot Screaming In Its Cage’ Activism And Empowerment In Nepal’S Bhutanese Refugee Community, Elena Phoutrides Oct 2006

‘Like A Parrot Screaming In Its Cage’ Activism And Empowerment In Nepal’S Bhutanese Refugee Community, Elena Phoutrides

Independent Study Project (ISP) Collection

This paper will look at empowerment in the Bhutanese refugee community from a number of angles. First of all, it will examine issues of representation. Refugees are often represented to media sources and agencies by Bhutanese political leaders who do not always represent the variety of needs and views present in the 100,000-person plus refugee community. Second, this paper will discuss camp management and the ways in which participation is encouraged and discouraged by agencies involved in providing for refugees. The refugee community is far from silent on issues of participation and representation; thus this paper will look at several …

Searching For A Path: Evangelicals In Nicaraguan Politics, Jacob Siegel Oct 2006

Searching For A Path: Evangelicals In Nicaraguan Politics, Jacob Siegel

Independent Study Project (ISP) Collection

Evangelicals now comprise approximately 20-25% of the Nicaraguan population, but the Nicaraguan political system has remained dominated by the specter of the Roman Catholic Church. As a result, in the 1990s, some evangelical leaders, including ones who had previously been vocal opponents of political involvement, sought new outlets for political participation. I claim that the evangelical political movement has drawn on three justifications: a struggle against political marginalization, a crusade for “traditional moral values,” and a fight for economic betterment.

Here, utilizing interviews with 18 Nicaraguan Protestants involved in Christian political or social movements, I trace evangelical political parties though …

Cross-Cultural Encounters: Gringos And Ladinos In Zapatista Territory, Amy Chin Oct 2006

Cross-Cultural Encounters: Gringos And Ladinos In Zapatista Territory, Amy Chin

Independent Study Project (ISP) Collection

This paper is principally an analysis of the international observers’ experiences in Olga Isabel and the implications of their continual presence in the community. I begin by explaining my methodology in carrying out this project. I then give a brief history of the Zapatistas, followed by a summary of the present situation in Olga Isabel and its historical and political context. The body of the paper examines the experiences of international observers and the effects of their presence within communities. I conclude by placing my findings in the context of the larger Zapatista movement for indigenous rights and autonomy.

Inside The Administrative State: A Critical Look At The Practice Of Presidential Control, Lisa Schultz Bressman, Michael P. Vandenbergh Oct 2006

Inside The Administrative State: A Critical Look At The Practice Of Presidential Control, Lisa Schultz Bressman, Michael P. Vandenbergh

Michigan Law Review

From the inception of the administrative state, scholars have proposed various models of agency decision-making to render such decision-making accountable and effective, only to see those models falter when confronted by actual practice. Until now, the "presidential control" model has been largely impervious to this pattern. That model, which brings agency decision-making under the direction of the president, has strengthened over time, winning broad scholarly endorsement and bipartisan political support. But it, like prior models, relies on abstractions - for example, that the president represents public preferences and resists parochial pressures that do not hold up as a factual matter. …

College Women And Their Food Preparation Ability, Luann Soliah, Janelle Walter, Deeanna Antosh Oct 2006

College Women And Their Food Preparation Ability, Luann Soliah, Janelle Walter, Deeanna Antosh

Journal of Extension

College women may be losing their fundamental food preparation ability. The study reported here identified specific foods that college women could or could not prepare and the reason(s) they did not prepare these foods. The two dominant reasons for being unable to prepare most foods were they had never been taught and they had no interest in learning. Insufficient time and inadequate kitchens were contributing, but minor, reasons for their inability to prepare certain foods. Extension professionals have access to young people and are thus in a favorable position to influence the youth regarding the importance of acquiring food preparation …

Awareness And Intended Compliance Of Beef Cattle Exhibitors In The National Animal Identification System, Keisha Patent, Brian Roe, Francis Fluharty Oct 2006

Awareness And Intended Compliance Of Beef Cattle Exhibitors In The National Animal Identification System, Keisha Patent, Brian Roe, Francis Fluharty

Journal of Extension

The National Animal Identification System (NAIS) will soon require compliance from all cattle producers. Using data gathered in Ohio and Kentucky, we analyzed awareness of and intended compliance with the NAIS by a producer segment posing significant disease risk--beef cattle exhibitors. Participants with larger show strings and extensive show-related travel are more aware of the NAIS. Heightened respondent awareness and use of computerized records are positively correlated with intended compliance. Respondents who attend multiple shows and expect additional record keeping under the NAIS report lower intended compliance. The potential role of youth organizations in promoting NAIS compliance is discussed.

When informed Extension agents collaborate with family consultants and mental health practitioners in innovative ways, they can provide ranch and farm families with family consultation that reduces their stress and depression levels and enhances their native self-sufficiency.

Using Robotics As An Educational Tool In 4-H, Bradley S. Barker, John Ansorge Oct 2006

Using Robotics As An Educational Tool In 4-H, Bradley S. Barker, John Ansorge

Journal of Extension

Although America is the world leader in science and technology innovation, the educational system is not preparing enough science and technology workers to maintain leadership. In an effort to prepare youth for the 21st century, Nebraska 4-H conducted a 2-day workshop using robotics to teach science, technology, engineering, and math (STEM) concepts. A subsequent competition was held at the State Fair to debut robots to the community. The competition was popular with fair-goers and let youth experiment with their robot designs and programming. To engage more youth, Nebraska will pilot the 4-H CCS curriculum and expand the State Fair competition.

It is a rewarding experience being part of a professional delegation sharing knowledge and culture, one person at a time.

Fast Tracking Of Near-Duplicate Keyframes In Broadcast Domain With Transitivity Propagation, Chong-Wah Ngo, Wan-Lei Zhao, Yu-Gang Jiang Oct 2006

Fast Tracking Of Near-Duplicate Keyframes In Broadcast Domain With Transitivity Propagation, Chong-Wah Ngo, Wan-Lei Zhao, Yu-Gang Jiang

Research Collection School Of Computing and Information Systems

The identification of near-duplicate keyframe (NDK) pairs is a useful task for a variety of applications such as news story threading and content-based video search. In this paper, we propose a novel approach for the discovery and tracking of NDK pairs and threads in the broadcast domain. The detection of NDKs in a large data set is a challenging task due to the fact that when the data set increases linearly, the computational cost increases in a quadratic speed, and so does the number of false alarms. This paper explores the symmetric and transitive nature of near-duplicate for the effective …

Panel Report: Secret Evidence In The Investigative Stage: Fisa, Administrative Subpoenas, And Privacy, Jameel Jaffer

Cardozo Public Law, Policy & Ethics Journal

The article examines the increasing reliance on foreign intelligence surveillance tools, such as the Foreign Intelligence Surveillance Act (FISA) and National Security Letters (NSLs), highlighting the tension between national security and civil liberties. It argues that the expansion of these tools under the Patriot Act has raised significant privacy concerns and questions about the adequacy of judicial and public oversight.

Righting Wrongful Discharge: A Recommendation For The New York Judiciary To Adopt A Public Policy Exception To The Employment-At-Will Doctrine, Nadjia Limani

Cardozo Public Law, Policy & Ethics Journal

The note examines the public policy exception to the employment-at-will doctrine, emphasizing its critical role in addressing unjust terminations while balancing employer discretion. It highlights the variability in how states define and apply this exception, with a particular focus on New York's refusal to recognize the exception despite its recognition in most other jurisdictions. The analysis advocates for a structured, four-element test to resolve wrongful discharge claims, ensuring clarity and fairness for all parties involved.

The Slow Erosion Of The Adversary System: Article Iii Courts, Fisa, Cipa And Ethical Dilemmas, Ellen C. Yaroshefsky Oct 2006

The Slow Erosion Of The Adversary System: Article Iii Courts, Fisa, Cipa And Ethical Dilemmas, Ellen C. Yaroshefsky

Cardozo Public Law, Policy & Ethics Journal

The article examines the increasing reliance on secret evidence in U.S. legal proceedings, particularly in post-9/11 national security and terrorism cases, facilitated by the Classified Information Procedures Act (CIPA) and the Foreign Intelligence Surveillance Act (FISA). This trend undermines the adversarial system by denying defendants access to relevant information, raising ethical concerns for defense attorneys, and potentially eroding constitutional rights. The author advocates for reforms to balance national security with civil liberties, emphasizing the need for judicial vigilance and legislative changes to address these issues.

Aiding The Final Push Of The Digital Transition, Andrew L. Shapiro Oct 2006

Aiding The Final Push Of The Digital Transition, Andrew L. Shapiro

Cardozo Public Law, Policy & Ethics Journal

The note critically examines the Digital Television Transition and Public Safety Act of 2005, arguing that its approach to the analog-to-digital transition in the U.S. was flawed. The Act's reliance on market forces and lack of comprehensive provisions, particularly in consumer education and support, led to an incomplete transition that disproportionately affected vulnerable consumers. The analysis highlights the need for stronger government intervention to ensure a smoother and more equitable process.

Avoidance Strategy: Same-Sex Marriage Litigation And The Federal Courts, William C. Duncan Oct 2006

Avoidance Strategy: Same-Sex Marriage Litigation And The Federal Courts, William C. Duncan

Campbell Law Review

This brief article examines the strategy of avoiding federal court review and federal constitutional claims for same-sex marriage. It first surveys the history of same-sex marriage litigation in the federal courts. It then turns to the question of why federal courts and claims have been avoided, identifying the most obvious explanation - a conscious strategic aim. The conclusions discussed in that section are exemplified in recent litigation in the Ninth Circuit. The article concludes with some comments on the policy implications of the strategy it describes.

Kelo And The Games People Play: A Game-Theoretic Analysis Of Kelo V. City Of New London, Derek K. Yonai

Campbell Law Review

This article argues that the Court's holding creates an incentive for private developers to rent-seek by asking local governments to transfer private property to them instead of purchasing it in the private market. Likewise, the Court's holding creates incentives for local governments to take private property pursuant to their eminent domain powers.

Searching For The Fourth Amendment: In A Post-September 11th World, Does The Rationale Of The Fourth Circuit In United States V. Jenkins Reduce The Fourth Amendment Protections Of Individuals On Military Installations?, Ryan Leary

Campbell Law Review

This comment will begin by discussing how the Fourth Circuit's rationale in United States v. Jenkins could be interpreted as an exception to the Fourth Amendment's warrant and probable cause requirements on closed military installations. Next, this comment will establish the legal definition of a closed military base to determine the potential impact of any interpretation of the Fourth Circuit's decision in Jenkins. Then, this comment will analyze how Jenkins could be interpreted in both broad and narrow ways and why the narrower reading of the Jenkins opinion should be followed. This comment will then consider how other circuits have …

An Experimental Examination Of Competitor-Based Price Matching Guarantees, Jennifer G. Pate, Shakun Datta Oct 2006

An Experimental Examination Of Competitor-Based Price Matching Guarantees, Jennifer G. Pate, Shakun Datta

Economics Faculty Works

We use experimental methods to demonstrate the anti-competitive potential of price matching guarantees in both symmetric and asymmetric cost duopolies. Our findings establish that when costs are symmetric, price-matching guarantees significantly increase market prices. In markets with cost asymmetries, guaranteed prices remain high relative to prices without the use of guarantees, but the overall ability of price guarantees to act as a collusion facilitating device becomes contingent on the relative cost difference. Lesser use of guarantees, combined with lower average prices and slower convergence to the collusive level, suggest that the mere presence of cost asymmetries may curtail collusive behavior.
