West Environmental, Inc. (WEI) has prepared this report to document the evaluation of 45 wetlands within the Town of Newfields, New Hampshire. These wetlands were previously identified in the Newfields Wetland Mapping Report (February 2006), also prepared by WEI. The field work for this evaluation was conducted from May to October 2006 and included the verification of potential prime wetland boundaries.

The purpose of this wetland evaluation was to gain a better understanding of the wetland resources within the Town of Newfields and to identify wetlands that qualify for Prime Wetland Designation. Each wetland was analyzed to determine its relative …

The recent 34-day conflict between the Lebanese armed faction Hezbollah and Israel from July 12 to August 14, 2006, saw extensive use of surface-launched munitions and air-dropped munitions (to a lesser degree), resulting in wartime casualties for military and civilian actors in both Lebanon and Israel. Since the ceasefire agreement, international post-conflict attention has become focused on Lebanon due to the large number of explosive remnants of war left behind after the conflict. In particular, cluster munitions are proving problematic for post-conflict reconstruction activities in Lebanon due to their apparent high failure rate and the potential threat they pose to …

A UNICEF feasibility study conducted in early 2001 showed that medical and surgical facilities in Azerbaijan are adequate to meet the immediate needs of mine survivors. In general, physical rehabilitation facilities are also considered suitable; however, the lack of psycho-social support to assist mine survivors with a disability is of particular concern. The study concluded that an integrated and comprehensive assistance program could not be established for the mine victims of Azerbaijan until a needs assessment was completed. In response, Azerbaijan planned and conducted a national survey to assess mine victims’ needs, including prosthetic, social and economic needs, as a …

The Effects Of Postfire Salvage Logging On Cavity-Nesting Birds, Richard L. Hutto, Susan M. Gallo

We investigated the effects of postfire salvage logging on cavity-nesting birds by comparing nest densities and patterns of nest reuse over a three-year period in seven logged and eight unlogged patches of mixed-conifer forest in the Blackfoot-Clearwater Wildlife Management Area, Montana. We found 563 active nests of 18 cavity-nesting birds; all species were found nesting in the uncut burned forest plots, but only eight nested in the salvage-logged plots. All except one species nested at a higher density in the unlogged areas, and half of the species were significantly more abundant in the unlogged plots. As a young man in a war-torn area of Azerbaijan, Elnur Gasimov experienced the shock of being severely injured by a piece of unexploded ordnance. Today, Gasimov’s personal experience has inspired him to work as the Team Leader of the Training and Quality Assurance Team at the Azerbaijan National Agency for Mine Action to ensure what happened to him will not happen to other citizens of his country. Gasimov’s resilience and dedication to his work make him a hero in the demining community.

The Decreasing Ontological Density Of The State In Catholic Social Doctrine, Patrick Mckinley Brennan

Over the last century-plus, Catholic social thought has gradually reduced the ontological density of the state, to the point that the state now appears to have only a tentative grasp on the natural law basis of its legitimacy. During the first part of the twentieth century, Catholic social doctrine tended to view the legitimate state as a participant in the divine rule; although draped in a sacred mantle, the state was subject to the limits imposed by the divine and natural law. Wildland fires can cause shifts in understory species composition and production. Many studies have examined short-term changes in understory vegetation following a wildfire; however, very few long term studies are available. The objective of this study was to examine changes in understory (herb and shrub) species composition and production since the 1972 Rattle Burn wildfire on the Coconino National Forest near Flagstaff, Arizona. The insulin-like growth factors (IGFs) are postulated to be altered in association with the development of intrauterine growth restriction (IUGR). The present studies examined placental and fetal hepatic mRNA concentration of components of the IGF system at two time points (55 and 90 d gestational age, dGA; Term 147 dGA) in a hyperthermia (HT)-induced sheep model of placental insufficiency-IUGR. Maternal plasma insulin and IGF-I were constant at 55 and 90 dGA and were unaffected by treatment. Umbilical vein insulin concentrations tended to be reduced at 90 dGA following HT exposure. Nebraska Network 21 was established as a result of a grant from the W. K. Kellogg Foundation to the University of Nebraska-Lincoln Institute of Agriculture and Natural Resources to creatively meet the learning needs of Nebraskans in the 21st century. One outcome was establishment of the Visionary Food Systems Curricula Action Team. The Action Team held Summit I on Reinventing Agriculture and Natural Resources Education on Feb. 10, 1998 and Summit II on Nov. 19, 1998. This is an Article about using reputation-tracking technologies to displace criminal law enforcement and improve the tort system. The Article contains an extended application of this idea to the regulation of motorist behavior and examines the broader case for using technologies that aggregate dispersed information in various settings where reputational concerns do not adequately deter uncooperative behavior. The Article proposes a compulsory "How's My Driving?" program for all motor vehicles. Although more rigorous study is warranted, the initial data from voluntary "How's My Driving?" programs is quite promising, suggesting that the use of "How's My Driving?" placards on commercial trucks …

The roundscale spearfish, Tetrapturus georgii Lowe, 1840, is known only from four specimens from the Mediterranean and eastern North Atlantic. Additional specimens have not been identified since 1961, making the validity and distribution of this species unclear. Analysis of 16 billfish specimens from the western North Atlantic on the basis of scale morphology, anus position, and mitochondrial DNA confirms the validity of this species and extends its distribution. Mid-lateral scales are soft, notably rounded anteriorly, and bear 2–3 points distinct from those of the sympatric longbill spearfish (Tetrapturus pfluegeri Robins and de Sylva, 1963) and white marlin (Tetrapturus …

The position effect variegation in Drosophila and Schizosaccharomyces pombe, and higher-order chromatin structure regulation in yeast, is orchestrated by modifier genes of the Su(var) group, (e.g., histone deacetylases ([HDACs]), protein phosphatases) and enhancer E(Var) group (e.g., ATP [adenosine 5'-triphosphate]-dependent nucleosome remodeling proteins). Higher-order chromatin structure is regulated in part by covalent modification of the N-terminal histone tails of chromatin, and histone tails in turn serve as platforms for recruitment of signaling modules that include nonhistone proteins such as heterochromatin protein (HP1) and NuRD.
