Population monitoring is a valuable component to managing invasive rodent populations. Indices can be efficient methods for monitoring rodent populations, as more labor-intensive density estimation procedures often are impractical or invalid to apply. Many monitoring objectives can be couched in an indexing framework. Indexing procedures obtain maximal utility if they exhibit key characteristics, including being practical to apply, being sensitive to population changes or differences in the target species, having an inherent variance formula to estimate precision of index values, and relying on as few assumptions as possible. Don Barker grew up on a farm in Rumford, Maine, and worked in Rumford’s paper mill for 42 years. At the mill, Barker was a shop steward and, for four years, President of the union. Barker also chaired the Pulp and Paperworkers’ Resource Council (PPRC) and lobbied in Washington and Augusta on the organization’s behalf. Mrs. Barker grew up in downtown Rumford. The Barkers are raising two girls.

Predicted Responses Of Small Mammals To Reintroduction Of Fire Along A Northern Prairie River Valley, Aren Eddingsaas, Robert Murphy, Patrick Isakson, Keith Behrend

Fire is being reintroduced to restore native mixed-grass prairie that has been invaded by woody vegetation and introduced species of grasses at 8000-ha (20,000-ac) Des Lacs National Wildlife Refuge (NWR) in northwestern North Dakota. Implications of this management for much of the local fauna are merely speculative without basic inventory data. We measured the occurrence and habitat relationships of small mammals (< 450 g [< 1 lb]) in prairie and woodland on the refuge. Using snaptraps, we captured 7 mammal species on 42 75-m (245-ft) radius plots in prairie during summer 1998 (n = 193 individuals in 5,208 trap-nights) and 5 species on 32 11-m (36-ft) radius plots in woodland during summer 2000 (n = 289 individuals in 2,560 trap-nights). We found 13-lined ground squirrel (Spermophilus tridecemlineatus) and western jumping mouse (Zapus princeps) almost exclusively in open prairie and southern red-backed vole (Clethrionomys gapperi) almost exclusively in woodland. There are no published, long-term accounts of responses of grassland passerine birds to the restoration of northern mixed-grass prairie through combined use of fire and grazing. During 1979-2001, we assessed abundance of passerine birds (9 grassland species and 1 shrub-associate species) on 2 brush-invaded, mixed-grass prairie tracts at Lostwood National Wildlife Refuge in northwestern North Dakota. Each tract encompassed 90 ha (220 ac) that were being restored through 4 prescribed fires then 3 consecutive years of grazing by cattle. Livestock Gross Margin Insurance (LGM) for Cattle is a relatively new insurance policy offered through USDA’s Risk Management Agency (RMA) that offers protection against a decline in cattle feeding margins. LGM provides protection as a bundled option that comprehensively covers the cost of corn, the cost of feeder cattle and the fed cattle selling price, unlike traditional options on futures where these margin components must be hedged separately. Essentially, LGM provides insured producers an indemnity when the spread between fed cattle sales prices and feeder cattle and corn input prices narrows due to changing market conditions.

An Examination Of Farm Program Payments On Farm Economic Structure, Saleem Shaik, Glenn A. Helmers

Department of Agricultural Economics: Presentations, Working Papers, and Gray Literature

System of input demand functions is estimated to examine the impact of farm program payments on farm economic structure. Influence of farm program payments on input resource use for the time periods corresponding to the thirteen farm bills in effect since 1938 is also examined. Empirical application to Nebraska agriculture sector for the period 1936-2004 indicate positive impact of farm program payments on farm real estate, breeding livestock and other inputs. Negative influence of farm program payment on the use of farm equipment, farm labor, farm inputs, chemicals and energy was observed during the same period.

What is the price relationship between a cull cow in San Angelo, Texas, Sioux Falls, South Dakota and other major U.S. cull cow markets and those in Ontario or Alberta Canada? How are these prices impacted by the price for lean beef trimmings or the price of imported lean beef from Australia or New Zealand? What impact did the discovery of bovine spongiform encephalopathy (BSE) in North America in 2003 have on these price relationships? The inaccessibility and cost of soil testing reduce effectiveness of fertilizer use on small-scale subsistence farms, and inadequate funding promotes adoption of soil tests in developing countries with minimal validation. For example, Mehlich-I extraction of phosphorus (P) currently used extensively in Guatemala may not be suitable for its broad range of soils. At least four alternatives are available but are relatively untested [Bray 1, Mehlich III, Olsen and pressurized hot water (PHW)]. Pressurized hot water is relatively simple and inexpensive, but is not yet tested against other extraction methods under variable P or potassium (K) fertilization levels. To determine whether …

In 1972, Wisconsin v. Yoder presented the Supreme Court with a sharp clash between the state's interest in social reproduction through education -- that is, society's interest in using the educational system to perpetuate its collective way of life among the next generation -- and the parents' interest in religious reproduction -- that is, their interest in passing their religious beliefs on to their children. Legal harvest of deer has never been allowed on Quivira National Wildlife Refuge (QNWR) in south central Kansas; however, it is permitted on lands adjacent to the refuge. We assessed whether the rifle season for white-tailed deer (Odocoileus virginianus) caused increased use of QNWR between 1989 and 2005. Deer spotlight surveys were conducted pre-rifle, rifle, and post-rifle seasons from 1989-2005. Total count, buck count, buck:doe ratio, fawns per doe, and percentage of does with twins were computed for each survey conducted. Regulations can have many different effects on producers—both positive and negative. They can positively affect producers by improving marketability of the crop and increasing worker’s safety which would provide benefits to producers in the form of higher prices and/or potential cost savings. They can also negatively affect producers by increasing the cost of production by mandating that producers use more costly or less efficacious inputs, causing negative effects to the producers’ bottom-line. Regulations can also have a negative effect on producers by increasing non-cash costs related to management time.

Carter, Chalfont, and Goodhue (2002) have studied how a particular regulation will affect a particular crop, while Antle (2000) and Cash and Swoboda (2003) have investigated the effect of a regulation on an industry. Briefly, the article proposes to have courts focus on the nature of an individual's use and apply the "UART" (Use As a Research Tool) factors to determine if a patented invention is being used as a research tool. If a patented invention is being used as a research tool, then the court is to presume that the activities are not covered by the FDA exemption. However, this presumption can be rebutted by a researcher's demonstration of the research tool owner using his patent to block efforts to develop a competing product.
