Charitable works can be analyzed as public goods or externalities. Eradication of extreme poverty and hunger, basic science research, and support for art and religion are public goods. These have non-excludability and non-rivalry, which are the defining characteristics of public goods, making philanthropist’s honor spread over more beneficiaries. Education Policy Analysis Archives (EPAA)

Among the two most prominent school reform measures currently being implemented in The United States are school choice and test-based accountability. Until recently, the two policy initiatives remained relatively distinct from one another. With the passage of the No Child Left Behind Act of 2001 (NCLB), a mutualism between choice and accountability emerged whereby school choice complements test-based accountability. In the first portion of this study we present a conceptual overview of school choice and test-based accountability and explicate connections between the two that are explicit in reform implementations like NCLB or implicit within the market-based reform literature in which …

The eManager application integrates the existing enforcement systems and MS Exchange Server 2003. The application exploits the benefits of CDO, ADO, LDAP, ADSI, XML and COM technologies. The application explicates the integration and utilization of CDO using VC++ programming language. It illustrates how CDO can be implemented effectively in various circumstances while maintaining uncomplicated application design and solutions. It demonstrates how CDO and ADO complements each other and interacts with other Windows artifacts such as ADSI, LDAP and Active Directory. Resource Effects On Online Traffic Of U.S. And Foreign Online Retailers, Deborah Colton, Gundula Luecke

While leveraging ciritical resources becomes increasingly important in the emerging online marketplace, research addressing the link between resources and online performance is scarce. Despite recognizing the Web as a "borderless economy" few studies have explored the international nature and associated resources of e-commerce. This study builds on the resource-based view of the firm to assess the effects of resources (brand strength, foreign market know-how, market orientation, and affiliate network) on online retailer venture success in terms of online traffic, a performance measure specific to firms' e-commerce activities. [1] Employing results from a 0.4 degrees, 40-level fully global, coupled ocean - sea ice model, we investigated the role of physical processes emanating from atmosphere, ocean, and ice in the initiation, maintenance, and termination of a sensible heat polynya with a focus on the western Cosmonaut polynya that occurred during May - July 1999. The Cosmonaut polynya first appeared in early May 1999 in the form of an ice-free embayment, transformed into an enclosed polynya on 5 - 9 July, and disappeared by late July, when the ice from the surrounding regions began to encircle the embayment. This article illustrates how patents and copyrights complement each other to provide a better defense for creative works. Copyrights protect expression, and patents protect underlying functions. Currently, the one-time strengths of copyrights are being eroded as courts allow new technologies to flourish which enable digital reproduction and piracy. This has encouraged companies and industries to move increasingly to patent protection and any company that fails to pursue this trend may be left behind.
