Claiming that existing regulation is excessive and irrational, regulatory critics have successfully convinced Congress and the White House to implement a plethora of procedural requirements to analyze a proposed regulation before it is promulgated. In our book, Risk Regulation at Risk: Restoring A Pragmatic Approach (2003), we argued that the previous initiatives address the possibility of regulatory failure on the wrong end of the regulatory policy implementation process. We suggested that one way of improving regulation would be to rely on incremental adjustments in regulation on the back end of the regulatory process. This article addresses in more detail the …

Human papillomaviruses and Chlamydia trachomatis are two of the most common sexually transmitted infections worldwide. They can be detected using urine, swab and cervical scrapings from the anogenital region. Liquid-based cervical cytology is fast becoming the method of choice for the preparation of cervical smears, with the major advantage of extra cellular material from which nucleic acids can be extracted and molecular tests performed. Background: Acyl-CoA thioesterases are enzymes that hydrolyze acyl-CoAs to the free fatty acid and coenzyme A (CoASH). These enzymes have been identified in several cellular compartments and are thought to regulate intracellular levels of acyl-CoAs, free fatty acids and CoASH. However, to date no patients deficient in acyl-CoA thioesterases have been identified. Design: Acyl-CoA thioesterase activity was measured in human skin fibroblasts. Western blot analysis was used to determine Type-II acyl-CoA thioesterase protein levels in patients. Results: Activity was found in human fibroblasts with all saturated acyl-CoAs from C4:0- to C18:0-CoA, with highest activity detected with lauroyl-CoA and myristoyl-CoA (C12:0 …

Peroxidases and its effects on plants were analysed. Peroxidases are involved in many physiological processes in plants, involving responses to biotic and abiotic stresses and the biosynthesis of lignin. Liglin is a polymer responsible for rendering the plant stronger and more rigid and also making the cell walls hydrophobic. Peroxidases are involved in the polymerization of the precursors of lignin. They are also involved in the scavenging of Reactive Oxygen Species (ROS), which are partially reduced forms of atmospheric oxygen, highly reactive, and capable of causing oxidative damage to the cell. Glioblastoma (GBM) is a type of intracranial brain tumor, for which there is no cure. In spite of advances in surgery, chemotherapy and radiotherapy, patients die within a year of diagnosis. Therefore, there is a critical need to develop novel therapeutic approaches for this disease. Gene therapy, which is the use of genes or other nucleic acids as drugs, is a powerful new treatment strategy which can be developed to treat GBM. Obstetrical complications including recurrent miscarriage, pre-eclampsia and intrauterine growth restriction (IUGR) affect 1%-5% of pregnant women (Younis and Samueloff 2003). Dysfunctional trophoblasts, impaired development of spiral arteries, imbalance in systems controlling the dilation and contraction of spiral arteries, placental fibrin clots and intervillous thrombosis are all possible factors that can result in an insufficient placental circulation. The combination of the hypercoagulable state of pregnancy and presence of genetic thrombophilic markets has the potential to induce placental thrombosis and cause placental insufficiency with subsequent obstetrical complications. Photopolymers have been the subject of special attention in the last two decades. The advantage of being self-developing makes them a practical alternative to silver halide photographic emulsions in holographic interferometry applications. This thesis is aimed at understanding diffusion properties and optimization of an acrylamide-based green sensitized photopolymer material for reflection holographic recording. The composition of the photopolymer includes a green sensitive dye (erythrosine B), acrylamide (monomer), electron donor (triethanolamine) a cross linking monomer (NN’methylenebisacrylamide) and a binder (polyvinyl alcohol). Equine influenza is a cause of epizootic respiratory disease of the equine. The detection of equine influenza virus using real-time Light Cycler reverse transcription (RT)-PCR technology was evaluated over two influenza seasons with the analysis of 171 samples submitted for viral respiratory disease. Increased sensitivity was found in overall viral detection with this system compared to Directigen Flu A and virus isolation, which were 40% and 23%, respectively, that of the RT-PCR. Objective: The aim of this study was to compare and evaluate three methods of DNA extraction for the amplification of Chlamydia trachomatis in uterine cervical samples collected in PreservCyt solution. ThinPrep is the trade name for the slide preparation. Methods: Thirty-eight samples collected in LCx buffer medium, which were identified as C. trachomatis infected by ligase chain reaction (LCR), were selected for this study. DNA from the PreservCyt samples was extracted by three methods: (i) QIAamp kit, (ii) boiling in Tris-EDTA buffer with Chelex purification, and (iii) Proteinase K digestion with Chelex purification. The objective of this project is to prepare Ni(II) coordinate complexes that represent hydrogenase model active sites. The synthetic analog approach provides an effective means to study redox behavior of nickel. Six Ni(II) complexes with the hydrotris(3,5- dimethylpyrazolyl)borate ligand and varying forms of the dithiobenzoate ligand were synthesized through ligand substitution using a novel procedure in the laboratory. Infrared spectrophotometry and elemental analysis show that the synthesis of the complexes was successful. Each Ni(II) complex had the characteristic B-H (boronhydrogen) stretch representative of the hydrotris(3,5-dimethylpyrazolyl)borate ligand at approximately 2500 cm’’ as well as the Ar-H and C=C stretches at 3100-3000 …

Calmodulin is the quintessential member of the EF-hand family of calcium binding proteins. Two mutants of the C-domain of Calmodulin were created as a series of proteins that can be used as model 1-site calcium binding systems, terminal glutamate in Site 3 was mutated to either glutamine or aspartate, mutations were expected to abrogate binding in the mutated site such that only Site 4 is functional. There was minimal overall perturbation to the folding and stability of the apo-state. This thesis examines the steps involved in completing a prototype for a 68 page magazine. It also examines the role of the World Wide Web in tlie survival and success of magazines in the coming years. Research concerning the potential audience for the lab-produced magazine, competitors, advertising, and magazine websites was compiled during the preliminary stages of the project and during production of the prototype. This project resulted in the actual production of the magazine prototype for Engage magazine, a science-fiction entertainment publication. Cadherin is a cell adhesion protein that is significant in tissue formation. The protein is comprised of an extracellular region, a transmembrane segment and a cytoplasmic domain. The extracellular region contains five independently folded Pbarrel domains. They communicate with one another through calcium ions that bind at the interface between each domain. Our laboratory is interested in characterizing the interactions that the extracellular domains participate in. Mergers have the potential for negative social welfare consequences from increased likelihood or effectiveness of future collusion. This raises the question of whether there are meaningful thresholds for the post-merger industry that should trigger significant scrutiny by the Department of Justice or Federal Trade Commission. This paper provides empirical analysis relevant to this question. The data does not come from an industry in which there were mergers, but instead from an industry in which explicit collusion was admittedly rampant in the 1990's, the Vitamins Industry.
