The proliferation of free trade agreements (FTAs) in the last decade has resulted in an accompanying increase in dispute settlement regimes pertaining to those agreements. One obvious consequence is that increasingly, states are exposing themselves to such complaints, and not necessarily with the limitations that have been imposed on the at General Agreement on Tariffs and Trade (GATT)/World Trade Organization (WTO). The inherent ambiguity surrounding non-violation complaints at the WTO, and other risks relating to such complaints, are being multiplied manifold by these FTAs. In this paper, I will explore the ways in which processions, by their very visibility, foreground the relationships between the secular and the sacred, while contributing to a construction of identity and community, and simultaneously surfacing fractures therein. In this paper, a realization of the State Controlled Cellular Neural Network (SC-CNN)-based circuit using Four Terminal Floating Nullor (FTFN) as active element is presented. In this realization, a new version of autonomous Chua's circuit has been considered using FTFN realization of SC-CNN-based circuit. The performance of the proposed SC-CNN-based circuit is demonstrated by PSpice simulations.

The artificial neural networks are being used in modelling electronic elements and devices especially at microwave frequencies where non-linearity and dependence on frequency cannot be neglected. In this paper, instead of using artificial neural networks as a unique modelling device prior knowledge input method based on feed-forward artificial neural network structures as multi-layer perceptrons and wavelet-based neural networks is investigated. This paper introduces a novel approach for power transformer protection algorithm. Power system signals such as current and voltage have traditionally been analysed by the Fast Fourier Transform. This paper aims to prove that the Wavelet Transform is a reliable and computationally efficient tool for distinguishing between the inrush currents and fault currents. The simulated results presented clearly show that the proposed technique for power transformer protection facilitates the accurate discrimination between magnetizing inrush and fault currents in transformer protection.

In this study, an equivalent electric circuit model of Earth's upper crust is proposed to explain the behavior of measurement patterns acquired from network of the earthquake forecast project. A multi-layer capacitor model having active components that couples with the monopolar probe close to the surface is used to determine earthquake precursory patterns due to structural changes in time. Equivalent circuit model was developed for a) dilatency process that is assumed to be a stress weakening reason and b) external force source that increases shear stress over the fault until sudden decrement before the earthquake. This paper presents a robustness analysis procedure for short range realistic missile autopilots. The sensitivity of the autopilots to the aerodynamic parameter uncertainties is investigated through the structured singular value theory where the results are verified through nonlinear simulations. Different types of perturbations are implemented in order to measure the complete performance of the missile.

In this study, the self-tuning method for fuzzy PID controllers that has been developed in a previous study of the authors is implemented on PLC in order to control some standard processes formed on FEEDBACK PCS 327 Process Control Simulator. In this tuning method, the input scaling factor corresponding to the derivative coefficient and the output scaling factor corresponding to the integral coefficient of the fuzzy PID controller are adjusted using a fuzzy inference mechanism with a new input called ``normalized acceleration''. H.264/AVC is a recently completed video compression standard jointly developed by ITU-T VCEG and ISO/IEC MPEG standards committees. The standard is becoming more popular as it promises much higher compression than that possible with earlier standards. The standard provides flexibilities in coding and organization of data which enable efficient error resilience. The increased coding efficiency offers new application areas and business opportunities. As might be expected, the increases in compression efficiency and flexibility come at the expense of increase in complexity, which is a fact that must be overcome. Control Charts Approach For Scenario Recognition In Video Sequences, Ersi̇n Elbaşi, Long Zuo, Kishan Mehrotra, Chilukuri Mohan, Pramod Varshney

A new approach, based on control charts, is presented for the task of recognition of events and scenarios in video image sequences. For each image in the sequence, low level image processing and feature extraction steps result in feature descriptors for objects of interest detected in the images. Control charts analysis is then explored to classify the nature of the activity depicted by the temporal changes in these features over the image sequence. Scenario recognition with higher accuracy is achieved using this simple approach.

This article assesses the current and likely impact of the Supreme Court's federalism cases on federal environmental regulation. As a result of this assessment, the article seeks to make four points: (1) Thus far, the Supreme Court's federalism cases have had a limited impact on federal regulation, as federal courts have not used these cases as a basis for limiting the reach of federal regulatory authority. (2) Notwithstanding this limited impact, the underlying logic of the Supreme Court's cases does pose a challenge for federal regulation, particularly in the Commerce Clause context. Jurisdictional mismatch plagues contemporary environmental law and policy. The division of authority and responsibility for environmental protection between the federal and state governments lacks any cohesive rationale or justification. The federal government regulates in many areas where there is no clear analytical basis for federal involvement. At the same time, the federal government is relatively absent where a stronger federal presence could be justified. Conversely, states are precluded, discouraged, or otherwise inhibited from adopting environmental protections where state efforts would be worthwhile. Some environmental scholars and policymakers have been particularly critical of classical liberal conceptions of private property on both theoretical and practical grounds, suggesting that traditional notions of property rights are incompatible with the demands of environmental protection. Perceiving an environmental crisis borne from Lockean conceptions of property and capitalism, many environmental thinkers came to view the legal protection of private property as an obstacle to environmental sustainability. As a result, the development of command-and-control regulation in the 1960s and 1970s was influenced by the ecological critique of private property.

One of the central problems of contracts jurisprudence is the conflict between autonomy theories of contract and efficiency theories of contract. One approach to solving this conflict is to argue that in the realm of contracts between corporations, autonomy theories have nothing to say because corporations are not real people with whose autonomy we need to be concerned. While apparently powerful, this argument ultimately fails because it implicitly assumes theories of the corporation at odds with economic theories of law. Economics, in turn, offers a vision of the firm that is quite hospitable to autonomy theories of contract. The failure …

There was little doubt that the federal government would prevail in Gonzales v. Raich. What was, perhaps, so unexpected was so expansive a repudiation of enforceable judicial limitations on federal power. In upholding the constitutionality of the Controlled Substances Act as-applied to the non-commercial intrastate possession and consumption of marijuana for medical purposes as authorized under California law, the Supreme Court hollowed out the core of contemporary Commerce Clause jurisprudence. Insofar as United States v. Cultural Studies At R.I.T./U.S.A: Of Visual Culture And Pedagogical Interventions, Amit Ray

Abstract:

This paper examines the role of Cultural Studies in addressing the limitations of American visual culture through pedagogical interventions at Rochester Institute of Technology. Ray argues that despite globalization's potential to enhance international understanding, American visual media remains largely ethnocentric and resistant to representing the complex realities of global interconnectedness. Using the recent Iraq War as an example, he demonstrates how media coverage systematically obscured cultural, historical, and linguistic contexts while promoting martial nationalism. The author proposes using popular animated television programs like The Simpsons and South Park as pedagogical tools to expose the contradictory nature of contemporary media …
