Arkansas Symposium: Opportunities And Challenges Of Colleges Of Agriculture At Land-Grant Universities, John Owens

John Owens: Speeches and Appearances

Friends, we've got trouble.
Yes, "... we got trouble,
Right here in River City!
With a capital ‘T’
That rhymes with ‘P’
And that stands for –"

Well, in the musical "The Music Man," where these lines originate, the "P" stood for "Pool."

"Pool" as in "Pool Hall," and all the less than edifying experiences the word conjured up for worried River City parents.

Redescription And New Host Record Of Eimeria Serbica From The Caucasian Tree Squirrel, Sciurus Anomalus, From Turkey, Lee Couch, Atilla Arslan, Donald W. Duszynski

Harold W. Manter Laboratory of Parasitology: Faculty Publications

Fecal samples from 20 Caucasian tree squirrels, Sciurus anomalus (Gmelin, 1778) Güldenstaedt, 1785, were collected in Turkey during February and March, 2004, and all 20 were infected with a single species of coccidia, Eimeria serbica. Sporulated oocysts are ellipsoidal, 27.5 × 17.5 (21–34 × 15–20) with a length:width ratio (L/W) of 1.6 (1.4–1.8); they lack a micropyle and oocyst residuum, but 0–2 polar granules may be present. Sporocysts are ellipsoidal, 11.9 × 6.9 (10.5–14 × 6–7.5) with a L/W of 1.7 (1.5–2.1); a Stieda body and sporocyst residuum are present.

Four species were recovered from arctic ground squirrels, including Eimeria callospermophili (prevalence = 18%), Eimeria cynomysis (23.5%), Eimeria lateralis (19%), and Eimeria morainensis (77%). A single species, Eimeria tamiasciuri (91%), was recovered from red squirrels. Eimerians recovered from arctic ground squirrels represent new host records, and the single species from red squirrels is …

Parasites Of The American White Pelican, Robin M. Overstreet, Stephen S. Curran Jan 2005

Parasites Of The American White Pelican, Robin M. Overstreet, Stephen S. Curran

Harold W. Manter Laboratory of Parasitology: Faculty Publications

Metazoan symbionts, including parasites, infecting the American white pelican (AWP) Pelecanus erythrorhynchos comprise a list of 75 species, 7 of which are new host records. Several new geographic records are also presented, but generally these have a low value because of the migratory nature of the bird. Evidence suggests that some parasites, mostly flies and other arthropods but also nematodes and digeneans, produce detrimental behavioral or pathologic changes in the AWP. Some of the arthropods transmit microbial agents to the pelican. Two digeneans that have the AWP as a definitive host harm and even kill their catfish intermediate host, especially …

The Pathologic Copepod Phrixocephalus Cincinnatus (Copepoda: Pennellidae) In The Eye Of Arrowtooth Flounder, Atherestes Stomias, And Rex Sole, Glyptocephalus Zachirus, From British Columbia, Reginald B. Blaylock, Robin M. Overstreet, Alexandra B. Morton

Harold W. Manter Laboratory of Parasitology: Faculty Publications

We report Phrixocephalus cincinnatus, a pennellid copepod infecting the eyes of flatfishes, from a single specimen of rex sole, Glyptocephalus zachirus, for the first time. In the typical host, the arrowtooth flounder, Atherestes stomias, the parasite occurred commonly in sampled populations from the Broughton Archipelago in British Columbia, infected primarily the right eye of the flounder, and on only one occasion presented more than two parasites per eye. The copepod attached to the choroid layer and ramified throughout the posterior compartment of the eye, resulting in the disruption of the retina and probably impairing host vision. Inflammation …

Status Of Oral Rabies Vaccination In Wild Carnivores In The United States, Dennis Slate, Charles E. Rupprecht, Jane A. Rooney, Dennis Donovan, Donald H. Lein, Richard B. Chipman

United States Department of Agriculture Wildlife Services: Staff Publications

Persistence of multiple variants of rabies virus in wild Chiroptera and Carnivora presents a continuing challenge to medical, veterinary and wildlife management professionals. Oral rabies vaccination (ORV) targeting specific Carnivora species has emerged as an integral adjunct to conventional rabies control strategies to protect humans and domestic animals. ORV has been applied with progress toward eliminating rabies in red foxes (Vulpes vulpes) in western Europe and southern Ontario, Canada. More recently since 1995, coordinated ORV was implemented among eastern states in the U.S.A. to prevent spread of raccoon (Procyon lotor) rabies and to contain and eliminate …

Prometheus Radio Project V. Fcc: The Persistence Of Scarcity, Aaron Perzanowski

Articles

Part I traces the history of broadcast regulation, emphasizing the development of the scarcity doctrine and the subsequent deregulatory trend. Part II examines the FCC's 2003 rule changes and the Third Circuit's analysis of those modifications in Prometheus Radio Project v. FCC. Part III analyzes the assumptions underlying the FCC's proffered explanation for its rule changes, ultimately concluding that they lack justification, and offers suggestions for responsible ownership deregulation. Part IV calls on Congress to reassert itself as the final arbiter of media policy.

Detection Of Deformable Objects In A Non-Stationary Scene, Sherif Azary Jan 2005

Detection Of Deformable Objects In A Non-Stationary Scene, Sherif Azary

Theses

Image registration is the process of determining a mapping between points of interest on separate images to achieve a correspondence. This is a fundamental area of many problems in computer vision including object recognition and motion tracking. This research focuses on applying image registration to identify differences between frames in non-stationary video scenes for the purpose of motion tracking. The major stages for the image registration process include point detection, image correspondence, and an affine transformation. After applying image registration to spatially align the image frames and detect areas of motion segmentation is applied to segment the moving deformable objects …

An Investigation Of Techniques In Deformable Object Recognition, Gavin S. Page Jan 2005

An Investigation Of Techniques In Deformable Object Recognition, Gavin S. Page

Theses

The human's innate ability to process information garnered from a visual scene has no parallel in the digital realm. This task is taken for granted in human cognition, but has not been met by a complete digital solution even following years of research. This difficulty can be explained by the shear complexity of the physology of the visual pathway. Although a complete solution has not been created, there are a number of examples of solutions that address parts of the problem. The recognition of deformable objects is the area addressed in this work. The specific task researched was the recognition …

Regulation Of Companies With Publicly Listed Share Capital In The People's Republic Of China, Nicholas C. Howson

Articles

Mr. Chairman, colleagues, and friends: It is a great honor for me to be able to address this group of experts and legislators, and many colleagues and friends, on a topic I care deeply about-the regulation of so-called public companies, both outside of China and, since the early 1990s, inside of China. First, and with many of the others invited to participate in this conference today and tomorrow, I thank the Office of Legislative Affairs ("OLA") of the State Council of the People's Republic of China ("PRC") as well as the China Securities Regulatory Commission ("CSRC") for convening this very …

Security In Serverless Network Environments, Carl Holtje Jan 2005

Security In Serverless Network Environments, Carl Holtje

Theses

As portable computing devices grow in popularity, so does the need for secure communications. Lacking tethers, these devices are ideal for forming small proximal groups in an ad-hoc fashion in environments where no server or permanent services are available. Members of these groups communicate over a broadcast or multicast network interconnect, and rely upon each other to form a cohesive group. While generally small in size and short in lifetime, security is a critical aspect of these groups that has received much academic attention in recent years. Much of the research focuses upon generating a common, group-wide private key suitable …

A Comparison Of Reputation-Based Trust Systems, John Folkerts Jan 2005

A Comparison Of Reputation-Based Trust Systems, John Folkerts

Theses

Recent literature contains many examples of reputation systems which are constructed in an ad hoc way or rely upon some heuristic which has been found to be useful. However, comparisons between these reputation systems has been impossible because there are no established methods of comparing performance. This paper introduces a simulation framework which can be used to perform comparison analysis between reputation models. Two reputation models, one from Abdul-Rahman and Hailes (ARH) [1], and one from Mui, Mohtashemi, and Halberstadt (MMH) [17] are implemented and compared with regard to accuracy, performance and resistance to deception. In order to improve performance …

Theses

A Generic Framework for the Personal Omni-Remote Controller Using M2MI is a master’s thesis outlining a generic framework for the wireless omni-remote controller that controls neighboring appliances by using Many-to-Many Invocation (M2MI). M2MI is an object-oriented abstraction of broadcast communication. First, this paper introduces the history of remote controllers and analyzes omni-remote controller projects made by other researchers in this area, such as the Pebbles PDA project at Carnegie Mellon University and HP’s COOLTOWN project. Second, this paper depicts a generic framework of the personal omni-remote controller system including architecture, type hierarchy, and service discovery. In this framework, a module …

Reforming Higher Education In Saudi Arabia: The Use Of Telecommunications Technology, Abdullah Altowjry Jan 2005

Reforming Higher Education In Saudi Arabia: The Use Of Telecommunications Technology, Abdullah Altowjry

Theses

Internet technology has become a powerful tool since its advent. Online learning is a byproduct of Internet usage and is instrumental in higher education. In the United States, the use of online learning, also known as distance learning, is widespread. It is used in almost all educational institutions. Even third world countries, which are traditionally lagging behind in any educational or sociological enterprise, are now attempting to catch up with distance learning education. Some educational institutions in the Middle East, for example, have been using distance learning in place of traditional classroom instruction. In Saudi Arabia, there is a great …

The Nature Of Arbitral Authority: A Comment On Lesotho Highlands, William W. Park Jan 2005

The Nature Of Arbitral Authority: A Comment On Lesotho Highlands, William W. Park

Faculty Scholarship

Arbitration unfolds within an enclosure created by the contract terms and the applicable arbitration law. Some measure of judicial scrutiny must be imposed to ensure that an award does not fall beyond an arbitrator’s authority. But how should one identify excess of authority? The House of Lords decision in Lesotho Highlands v. Impreglio serves as a prism through which to separate several themes that inhere in the nature of arbitral authority. In rejecting arguments that an error about the currency of an award represented an excess of jurisdiction, their Lordships confirmed a healthy appreciation that arbitrators do not exceed their …

The Vanishing Public Domain: Antibiotic Resistance, Pharmaceutical Innovation And Global Public Health, Kevin Outterson Jan 2005

The Vanishing Public Domain: Antibiotic Resistance, Pharmaceutical Innovation And Global Public Health, Kevin Outterson

Faculty Scholarship

Penicillin and other antibiotics were the original wonder drugs and laid the foundation of the modern pharmaceutical industry. Human health significantly improved with the introduction of antibiotics. By 1967, the US Surgeon General declared victory over infectious diseases in the US. But pride goes before a fall. The evolutionary pressure of antibiotic use selects for resistant strains with the least fitness cost. Effective drugs should be used. But when they are used, no matter how carefully, evolutionary pressure for resistance is created. The problem is not limited to antibiotics. Variants of the human immunodeficiency (AIDS) virus develop resistance to anti-retroviral …

A Criminal Procedure Regime Based On Instrumental Values: A Review Of 'About Guilt And Innocence: The Origins, Development, And Future Of Constitutional Criminal Procedure,' By Donald A. Dripps (Prager Publishers, 2003), Tracey Maclin Jan 2005

A Criminal Procedure Regime Based On Instrumental Values: A Review Of 'About Guilt And Innocence: The Origins, Development, And Future Of Constitutional Criminal Procedure,' By Donald A. Dripps (Prager Publishers, 2003), Tracey Maclin

Faculty Scholarship

Like many legal academics, Professor Donald Dripps believes that the Supreme Court's criminal procedure doctrine is a mess. Dripps believes that the Court's doctrine "is in large measure responsible for the failure of the criminal-procedure revolution" and contends that "current doctrine does not reflect prevailing (and justified) values about criminal process." To prove his claim, Dripps has written a book that expertly identifies the flaws, inconsistencies and missteps of the Court's constitutional criminal procedure cases dating back to the adoption of the Fourteenth Amendment. "About Guilt and Innocence: The Origins, Development, and Future of Constitutional Criminal Procedure" is a comprehensive …

The Scope And Jurisprudence Of The Investment Management Regulation, Tamar Frankel Jan 2005

The Scope And Jurisprudence Of The Investment Management Regulation, Tamar Frankel

Faculty Scholarship

This Essay reviews three periods of investment company regulation by the Securities and Exchange Commission. It focuses on the period of 1975 to 2000 in which the Commission granted exemptions on conditions, thus deregulating and reregulating, case by case and finally codifying the exemptions in an exemptive rule. The Essay analyses this form of rule-making and compares it to prosecution, settlements, and initial rule-making that typifies the recent years. The Essay concludes that the common law method of legislation, especially when it involves a "bargain" between the regulators and law-abiding regulated institutions who wish to innovate, is likely to lead …

Cry Me A River: The Limits Of 'A Systemic Analysis Of Affirmative Action In American Law Schools', Angela Onwuachi-Willig, Kevin Johnson Jan 2005

Cry Me A River: The Limits Of 'A Systemic Analysis Of Affirmative Action In American Law Schools', Angela Onwuachi-Willig, Kevin Johnson

Faculty Scholarship

This article is a response to Richard H. Sander's article, A Systemic Analysis of Affirmative Action in American Law Schools, which recently appeared in the Stanford Law Review. In his article, Professor Sander argues that affirmative action in law schools harms, rather than helps, African American law students by setting up African American students, who are out-matched by their white peers in terms of undergraduate grade point average and LSAT scores, for failure. Specifically, Professor Sander contends that because affirmative action enables African Americans to attend law schools for which they are unqualified, they are more likely to perform poorly …

Pharmaceutical Arbitrage: Balancing Access And Innovation In International Prescription Drug Markets, Kevin Outterson Jan 2005

Pharmaceutical Arbitrage: Balancing Access And Innovation In International Prescription Drug Markets, Kevin Outterson

Faculty Scholarship

While neoclassical economic theory suggests that arbitrage will undermine global differential pricing of pharmaceuticals, the empirical results are more complex. Pharmaceutical regulation, IP laws, global trade agreements, and company policies support differential pricing despite the pressure of arbitrage. For essential access programs in particular, the theoretical threat of pharmaceutical arbitrage is shown to be rarely observed empirically. Counterfeiting is demonstrated to be the more serious threat. These conclusions call for changes in the U.S. PEPFAR program for AIDS and in the implementation of the WTO TRIPS Agreement.

A more fundamental question, however, is whether pharmaceutical differential pricing is appropriate for …

Tragedy & Remedy: Reparations For Disparities In Black Health, Kevin Outterson Jan 2005

Tragedy & Remedy: Reparations For Disparities In Black Health, Kevin Outterson

Faculty Scholarship

The Tragedy of American health care is the stubborn persistence of disparities in Black health, one hundred and forty years after Emancipation, and more than four decades after the passage of Title VI. Formal legal equality has not translated into actual health equality. This Tragedy is deeper and older than mere legal forms; it has been supported by powerful social institutions, including some governments, charities, market participants, religions, ideologies, and cultures. Black health disparities interact with other vestiges of slavery such as disparities in wealth, education, employment and housing. They have permeated the American health experience. Efforts to eliminate Black …
