Prohibits using state funds for medical costs of individuals who are not U.S. citizens and California residents. Authorizes state tax deductions for certain medical professionals providing unlimited free healthcare to registered uninsured citizens/residents, and exempts eligible medical professionals and capitated healthcare centers from state income taxes. Requires state to publish a list of eligible uninsured, and to verify that free healthcare is provided to them. Permits citizens/residents to register with doctors for unlimited free healthcare. Effects Of Disorder On Electron Transport In Arrays Of Quantum Dots, Alan Middleton, Shantenu Jha

We investigate the zero-temperature transport of electrons in a model of quantum dot arrays with a disordered background potential. One effect of the disorder is that conduction through the array is possible only for voltages across the array that exceed a critical voltage $V_T$. We investigate the behavior of arrays in three voltage regimes: below, at and above the critical voltage. For voltages less than $V_T$, we find that the features of the invasion of charge onto the array depend on whether the dots have uniform or varying capacitances. We compute the first conduction path at voltages just above $V_T$ …

Time-Dependent Models For Dark Matter At The Galactic Center, Gianfranco Bertone, David Merritt

The prospects for indirect detection of dark matter at the Galactic center with gamma-ray experiments like the space telescope GLAST, and Air Cherenkov Telescopes like HESS, CANGAROO, MAGIC and VERITAS, depend sensitively on the mass profile within the inner parsec. We calculate the distribution of dark matter on sub-parsec scales by integrating the time-dependent Fokker-Planck equation, including the effects of self-annihilations, scattering of dark matter particles by stars, and capture in the supermassive black hole. We consider a variety of initial dark matter distributions, including models with very high densities (“spikes”) near the black hole, and models with “adiabatic compression” …

Fremont Storage And Mobility: Changing Forms Through Time, David T. Yoder

Groups of agriculturalist/hunter-gatherers known as the Fremont inhabited the eastern Great Basin and Colorado Plateau from roughly A.D. 1-A.D. 1350 (Madsen 1989). Fremont groups used differing storage strategies through time and across space. Storage strategies included on-site and off-site storage facilities which were constructed above and/or below-ground. These forms of storage occurred at different frequencies and times throughout the Fremont's 1350 year time span. Researchers (Binford 1980, 1990; Keeley 1988; Soffer 1989; Testart 1982; Wills 1992; Young 1996) using examples from various parts of the world have noted a correlation between the degree of residential mobility and the use of …

The pressure ulcer is a well-known clinical problem that has plagued many patients in acute-care hospitals and chronic-care facilities. The pressure ulcer has the potential to diminish the quality of a patient's life by hindering the person's physical and emotional well-being. In addition, pressure ulcers are a high-cost problem. Past studies have shown that costs related to the treatment of pressure ulcers have reached 1.335 billion dollars a year in the United States alone.

Algorithms for dynamic simulation and control are fundamental to many applications, including computer games and movies, medical simulation, and mechanical design. I propose to explore efficient algorithms for finding a stable unstacking sequence -- an order in which we can remove every object from a structure without causing the structure to collapse under gravity at any step. We begin with a basic unstacking sequence algorithm: consider the set of all objects in a structure. Collect all possible subsets into a disassembly graph. Search the graph, testing the stability of each node as it is visited. Any path of stable nodes …
