This final report presents the results of an independent, performance-focused review of the effectiveness of Farm Service Agency (FSA) Direct Farm Loan Programs (FLPs) as requested by the Office of Management and Budget (OMB) in the 2005 Passback for FSA. The study focuses on FSA’s direct Farm Ownership (FO), Farm Operating (OL), and Emergency (EM) loan programs.

The fifteenth chapter of Luke recounts a contentious exchange between Jesus and the Pharisees, a confrontation where the Pharisees essentially attacked the moral character of Christ. After all, he accepted the company of wretched sinners.

In response to this grumbling, Jesus told them “this parable” (Luke 15:3). Yet what followed was not one but rather three stories: the story of the lost lamb, the lost coin, and what is commonly but incorrectly known as the prodigal son.

Microfinance And Rural Development: A Long-Term Perspective, Henk A. J. Moll

The long-term perspective on microfinance starts with a discussion of three central issues: first, views and policies, with two opposing views: "credit for target group" and "pushing the financial frontier", second, the performance of microfinance institutions measured via two objectives: outreach and financial sustainability, third, microfinance and rural development. This latter issue is approached through analyses of the effects of financial services on rural households and analyses of long term national financial development. Chemistry Faculty Publications

Aromatase, the enzyme responsible for estrogen biosynthesis, is a particularly attractive target in the treatment of hormone-dependent breast cancer. The synthesis and biological evaluation of a series of 2-(4′-pyridylmethyl)thio, 7-alkyl- or aryl-substituted isoflavones as potential aromatase inhibitors are described. The isoflavone derivatives demonstrate IC50 values from 79 to 553 nM and compete with the endogenous substrate, androstenedione. Data supporting the ability of these analogs to suppress aromatase enzyme activity in the SK-BR-3 breast cancer cell line are also presented.

The justice system handles thousands of cases involving juvenile victims each year. These victims are served by a complex set of agencies and institutions, including police, prosecutors, courts, and child protection agencies. Despite the many cases involving juvenile victims and the structure in place for responding to them, the juvenile victim justice system model presented in this Bulletin is a new concept. Although the juvenile victim justice system has a distinct structure and sequence, its operation is not very well understood. Web processes are next generation workflows on the web, created using Web services. In this paper we demonstrate the METEOR-S Configuration and Execution Environment (MCEE) system. It will illustrate the capabilities of the system to a) Discover partners b) Optimize partner selection using constraint analysis, c) Perform interaction protocol and data mediation. A graphical execution monitor to monitor the various phases of execution will be used to demonstrate various aspects of the system.

2004 Coastal Municipal Stormwater Infrastructure Mapping Project, Jeffrey Marcoux

The New Hampshire Department of Environmental Services (DES) received funds in 2004 from the New Hampshire Estuaries Project (NHEP) to provide assistance to coastal communities to develop storm sewer infrastructure maps. This final report describes the grant project that was completed in Rochester. NHEP chose to fund stormwater infrastructure mapping projects for a number of reasons. Primarily, this grant was established in order to fulfill one of the water quality action plans identified in the NHEP Management Plan. In addition, the Coastal/Piscataqua watershed has been identified by DES as a priority watershed in need of restoration. Updated and comprehensive maps …

The New Hampshire Estuaries Project (NHEP) compiles data from many coastal and estuarine monitoring programs to assess the status and trends of environmental indicators in the Great Bay and Hampton/Seabrook Harbor. The full list of NHEP environmental indicators has been published in the NHEP Monitoring Plan. The following catalog is a summary of the coastal and estuarine monitoring programs that provide data for NHEP indicators or for State water quality assessments. This list is limited to long-term monitoring programs that do not have an end date.

Clemson Patents

A blending system incorporating a blender with an operating cavity housing a plurality of elongate rod elements extending at least partially along the length of the operating cavity such that controlled relative movement between the rod elements and a multi-constituent composition within the operating cavity causes the development of predefined structures within the multi-constituent composition. The cavity within the blender incorporates a diminished cross-section in the vicinity of its terminal end. Methods to provide controlled development of microstructures and properties are also provided.
