In recent years, researchers have increasingly turned their attention to the proliferation of small arms, a transnational trade amounting to over $7 billion in value during 2002. Small arms are difficult to track and are not the stuff of military parades, but they are immensely destructive. As much as $1 billion worth enters the black market annually. I argue that the illicit trade in small arms should be understood not as a market but as a network, one that shares some important properties with networked forms of organization studied by sociologists. Between Power And Principle: An Integrated Theory Of International Law, Oona A. Hathaway

Over 50,000 international treaties are in force today, covering nearly every aspect of international affairs and nearly every facet of state authority. And yet many observers continue to argue that international law-with its general absence of central enforcement and its typically voluntary character-is ineffective. This Article assesses and responds to this challenge. Building upon insights from both political science and legal scholarship, it offers a theory of state decisions regarding treaty law that accounts for the key ways in which such law shapes state behavior. This integrated theory of international law seeks to explain why countries would commit to treaties …

A balance between anti-terror legislation and civil liberties must be struck. The United States’ “financial war on terror,” following the attacks on September 11, 2001, has had negative consequences for global philanthropy. Charities supplying aid to Muslims in the Middle East and Central Asia have been affected the most, thwarting the acceptance of aid where it is needed. Legislation like the International Emergency Economic Powers Act (IEEPA) has allowed the government to freeze the assets of certain Islamic charities that allegedly aid and abet terrorism. This paper describes the basic design, refinement, and verification using finite-element analysis, and operational simulation using the Virtual Test Bed, of a linear machine for an electromagnetic aircraft launcher, for the aircraft carrier of the future. Choices of basic machine format and procedures for determining basic dimensions are presented. A detailed design for a permanent-magnet version is presented, and wound-field coil and induction machine versions are briefly discussed. The long armature-short field geometry is justified, and in particular the impact of this geometry on the scale of the power electronic drive system is examined.

This monograph examines the convergence of the war on terror on Saudi soil, calls for and modest programs of political reform, and heightened post-9/11 tensions with the United States. Saudi Arabia has been condemned for its Wahhabist version of Islam, and linked to the growth of salafist extremism operating locally, regionally, and internationally. This monograph more clearly defines the background and nature of today's Islamic threat in Saudi Arabia, and argues for continuing counter- and anti-terrorist measures but also for political reform and development.

This thesis encompasses a feasibility analysis of a parachute extracted generic precision guided munition from the cargo bay of a C-130 aircraft in flight. This analysis utilizes the USAF Beggar code and incorporates full physics effects as well as aerodynamic loading assuming an inviscid aircraft and viscous store for a time-accurate solution. Both an immediate and time varying application of the parachute force are utilized as well as two different ordnance body styles at zero and 5 degrees AOA with the store placed on centerline and offset in the cargo bay. Integrated Architectures and Network Centric Warfare represent two central concepts in the Department of Defense's (DoD) on-going transformation. The true power of integrated architectures is brought to bear when they are combined with simulation to move beyond a static representation and create an executable architecture. As an Air Force Chief of Staff endorsed topic, Air Force Studies and Analyses Agency (AFSAA) requested an effective and efficient way to reduce the variance in analysis results from THUNDER. THUNDER is a large-scale discrete event simulation of campaign-level military operations and is used to examine issues involving the utility and effectiveness of air and space power in a theater-level, joint warfare context. Since the September 11th terrorist attack, there has been an increased emphasis on understanding and modeling terrorists groups. While several efforts have focused on identifying transnational terrorists' centers of gravity (COGs), most of these efforts have proposed COGs using a traditional nation-state paradigm. In today's "global village", terrorist groups are no longer limited by locality and national boundaries. With the increasing threats from transnational terrorist groups, new paradigms and models are necessary to properly analyze today's, and tomorrow's, conflict. This research used a case study methodology where one instrument used to collect data was a heuristic usability inspection method. Data was collected from a literature review of pertinent Civil Engineer information system design documents, and conclusions drawn about the existing level of specification of usability engineering principles. The heuristic usability inspection method was used to validate the conclusions drawn through inspection of an information system representative of other Civil Engineer information systems, the Automated Civil Engineer System Personnel Readiness module.

This research focuses on efficient methods of generating 2D maps from stereo vision in real-time. Instead of attempting to locate edges between objects, we make the assumption that the representative surfaces of objects in a view provide enough information to generate a map while taking less time to locate during processing. Since all real-time vision processing endeavors are extremely computationally intensive, numerous optimization techniques are applied to allow for a real-time application: horizontal spike smoothing for post-disparity noise, masks to focus on close-proximity objects, melding for object synthesis, and rectangular fitting for object extraction under a planar assumption. This research examines the performance of a spectrally encoded, multi-carrier, phase shift keying communications system in a frequency-selective, slowly-fading multipath channel. The specific communications system modeled is the transform domain communication system (TDCS) originally researched as an interference avoidance technique. Previous TDCS research assumed an additive white Gaussian noise channel, which is not representative of a realistic environment. This thesis presents overviews of previous TDCS research, the multipath fading channel, and the RAKE receiver. This research investigation addresses the problem of routing and simulating swarms of UAVs. Sorties are modeled as instantiations of the NP-Complete Vehicle Routing Problem, and this work uses genetic algorithms (GAs) to provide a fast and robust algorithm for a priori and dynamic routing applications. Swarms of UAVs are modeled based on extensions of Reynolds' swarm research and are simulated on a Beowulf cluster as a parallel computing application using the Synchronous Environment for Emulation and Discrete Event Simulation (SPEEDES). Although international law has figured prominently in many disputes around actions of the U.S. military, the precise relationship between international law and the President's war powers has gone largely unexplored. This Article seeks to clarify one important aspect of that relationship: the role of international law in determining the scope of Congress's general authorizations for the use of force. In the seminal case of Hamdi v. Rumsfeld, the plurality opinion used international law to interpret the authorization by Congress for the use of force, but did so without adequate attention to the content or interpretive function of international law.
