Bioluminescence emitted from marine organisms upon mechanical stimulation is an obvious military interest, as it provides a low-tech method of identifying surface and subsurface vehicles and swimmer tracks. Clearly, the development of a passive method of identifying hostile ships, submarines, and swimmers, as well as the development of strategies to reduce the risk of detection by hostile forces is relevant to Naval operations and homeland security. The measurement of bioluminescence in coastal waters has only recently received attention as the platforms and sensors were not scaled for the inherent small-scale nature of nearshore environments. These events do not emerge out of a vacuum, and this article lends perspective based on an interdisciplinary lens that seeks to grapple with the complexities and provide constructive approaches based on this well-researched understanding. The systems engineering lessons from the F-111 program will facilitate learning by emphasizing practical applications and resulting outcomes to the current processes and tools used on today s programs. The student will understand the long-term consequences of systems engineering as implemented on the F-111 and its effect on cost, schedule, and operational effectiveness. This Article examines the way legal systems respond to social problems through a discursive analysis of a unique and timely issue: conscientious objection to military service based on political and ideological grounds. It explores how legal systems, conducting criminal justice procedures under conditions of warfare and dissent, attempt to maintain balance between addressing the extra-legal challenges presented to them through conscientious objection, and preserving the prevalence of legal inner logic, classification and interpretation.

Optimization Of Automatic Target Recognition With A Reject Option Using Fusion And Correlated Sensor Data, Trevor I. Laine

Theses and Dissertations

This dissertation examines the optimization of automatic target recognition (ATR) systems when a rejection option is included. First, a comprehensive review of the literature inclusive of ATR assessment, fusion, correlated sensor data, and classifier rejection is presented. An optimization framework for the fusion of multiple sensors is then developed. This framework identifies preferred fusion rules and sensors along with rejection and receiver operating characteristic (ROC) curve thresholds without the use of explicit misclassification costs as required by a Bayes' loss function. This optimization framework is the first to integrate both "vertical" warfighter output label analysis and "horizontal" engineering confusion matrix …

This Article begins an exploration of the possibility of using contract law as a supplement to statutory law that protects the commons. It examines contractual commitments created by governmental agencies as representatives of the public. Part II relates the economic analysis set forth by Garrett Hardin in his famous article, The Tragedy of the Commons, and applies this analysis of the cost-benefit ratio that applies to use of a public good (the commons).
