This paper covers the development of the chemical weapons division founded by Ishii Shiro, and discusses the horrible experimentation that was done by the Japanese. These experiments have been a source of controversy. The Chinese feel the Japanese should acknowledge these as war crimes. When the Japanese left Manchuria, they left the world’s largest chemical waste dump behind, and even to this day the government refuses to admit the actions of Unit 731. The information on biological warfare that the Japanese discovered during the experimentation in China later was used as a negotiation tool with the United States to secure …

Global economic integration creates new risks for national security. Foreign ownership of telecommunications service providers is an area of expanding concern. Foreign ownership could multiply opportunities for espionage by increasing foreign entities' access to U.S. communications and networks as well as increasing the complexity of defenders' tasks. Foreign ownership could make law enforcement communications interception more difficult. Foreign ownership could also increase the ability of a potential opponent to disrupt critical infrastructure and the services the foreign-controlled entities provide. These concerns create interest in improving existing processes for managing the risks associated with foreign ownership--such responsibility principally lies with the …

The spread of infectious agents through the mail has concerned public health officials for 5 centuries. The dissemination of anthrax spores in the US mail in 2001 was a recent example. In 1901, two medical journals reported outbreaks of smallpox presumably introduced by letters contaminated with variola viruses. The stability and infectivity of the smallpox virus are reviewed from both a historical (anecdotal) perspective and modern virologic studies. Bubonic plague was the contagious disease that led to quarantines as early as the 14th century in port cities in southern Europe. Later, smallpox, cholera, typhus, and yellow fever were recognized as …

The difficulties of developing and executing a sustainable development program in Small Island Economies (SIEs) are well documented. Comparatively small domestic markets, remote export markets, a dearth of natural and human resources, susceptibility to environmental change and natural disasters, plus limitations on the state’s capacity to govern economic activity have narrowed the range of feasible development strategies resulting in a reliance on sectors vulnerable to the vicissitudes of the global economy.

Peace and Conflict Studies

Scholars and practitioners working with protracted conflicts in polarized communities have long recognized the complex dynamics between intragroup disputes and intergroup relations in these settings. In fact, the multitude of factors interacting within and between groups in these conflicts, and their tendency to change over time, largely contributes to their intractable natures. Unfortunately, the ability of scholars to conduct research on such dynamic phenomena has been largely constrained by the atomistic, linear approach of traditional research models and methods. In recent years, there has been significant development on the cascaded multilevel inverter wherein the series connection is accomplished by splitting the neutral point of the load and driving both ends with power converters. This splits the power between a "bulk" inverter supplying higher-voltage low-frequency power and a "conditioning" inverter supplying low-voltage high-frequency power and leads to exceptional power quality which is necessary in applications such as naval propulsion that require extremely low THD. Since the late 1980s, hundreds of U.S. Navy ships have been decommissioned. Although ship decommissionings were postponed immediately after the September 11th attack, today the Navy is again engaged in “rightsizing” its force. Depending on the type of ship and its age, a ship faces different fates after the decommissioning process has been completed. Except on the rare occasion when a ship is turned into a museum, most decommissioned ships are disposed of in one of three ways. Some ships are sold to foreign navies to recoup some costs. This ex post facto nonexperimental constructive replication study revisited earlier work by Grusky (1961, 1963), Gamson and Scotch (1964), and Gordon and Becker (1964) on whether Major League Baseball (MLB) managerial succession reflected scapegoating behaviors. Also there was interest in learning if selected independent variables were predictive of a team’s won-loss record, termed the productivity index.

Nineteen-years of relevant data was collected from 26 of the 30 MLB teams. The four excluded were relatively new expansion teams. The dependent variable of team efficiency, a productivity index, was the won-loss records during the tenure of a specific manager with a given …

Although Americans and Europeans do not always agree on political strategies in the Middle East, they have a compelling reason to reach an accord on the need to strengthen North Atlantic Treaty Organization (NATO) military forces for future operations in that region and elsewhere. If adequate military capabilities are lacking, the Alliance will not be able to act even when its political leaders agree on the need to do so. But if it creates such capabilities, it will be able to act either ad hoc or across the board if a common political strategy eventually were to emerge.
