The questions of how to empower the Iraqis most effectively and then progressively withdraw non-Iraqi forces from that country is one of the most important policy problems currently facing the United States. The authors seek to present the U.S. situation in Iraq in all of its complexity and ambiguity, with policy recommendations for how that withdrawal strategy might be most effectively implemented. They consider previous instances of U.S. military occupation of foreign countries and the difficulty of maintaining domestic support for such operations. One of the hallmarks of the two Bush administrations' foreign and defense policies has been a growing rapprochement with India. Indeed, in June 2005 the U.S. Government signed a defense agreement with that country. In part, this rapprochement is driven by and coincides with India's increasingly visible role as a major Asian power. This monograph seeks to illuminate India's rising power and capabilities with regard to the key regions on its periphery: the Persian Gulf, Central Asia, and Southeast Asia. This volume represents the fruits of a conference held at the U.S. Army War College in September 2005 on the theme of "Chinese Crisis Management." One of the major debates that emerged among participants was whether all the case studies under examination constituted crises in the eyes of China's leaders. The consensus was that not all of those incidents were perceived as crises. As a result the rubric of "decision making under stress" was adopted as presenters revised their papers for publication.

An Assessment Of Effective Senior Level Leadership Within The United States Air Force Chaplain Service, David W. Kelley

The purpose of this dissertation is to determine what leadership qualities, traits, and/or behaviors will produce effective leadership of chaplains within the Air Force Chaplain Service. Twelve senior level Air Force chaplains were assessed using three tools: the Dimensions of Leadership Profile, the Contextual Leadership Questionnaire, and Personal Leadership Interviews. Based upon the responses of the senior chaplains the results of these leadership tools will be analyzed and conclusions drawn in reference to successful leadership within the Air Force Chaplain Service.

The Iraqi Special Tribunal: A Human Rights Perspective, Michael A. Newton

The creation of the Iraqi Special Tribunal in December 2003 by Iraqi authorities who were at the time under the legal occupation of the Coalition Provisional Authority marked the emergence of a new form of internationalized domestic tribunals. The Iraqis succeeded in incorporating the full range of modern crimes into their domestic codes alongside some carefully selected domestic offenses, while amending domestic procedural law in some key ways to align the process with established international law related to the provision of full and fair trials. Validation Of Lower Limb Surrogates As Injury Assessment Tools In Floor Impacts Due To Anti-Vehicular Landmine Explosions, Ana Barbir

The aim of this study is to assess the ability of lower limb surrogates to predict injury due to floor impact in military vehicles during anti-vehicular (AV) landmine explosions. Most such surrogates have originally been constructed for use in automotive crash applications, where footwell intrusion is the main source of lower limb injury. Land mine explosions, however, create different loading conditions on the lower leg. Comparatively, the peak loads are higher but the durations are shorter and the loading occurs axially through the tibia, instead of the axial loading combined with foot rotation that is often observed in automotive applications. …

The "Planes, Trains, And Automobiles" Defense To Patent Infringement For Today's Global Economy: Section 272 Of The Patent Act, Ted L. Field

In 2004, for the first time ever, the U.S. Court of Appeals for the Federal Circuit applied the little-known temporary-presence defense of 35 U.S.C. § 272 in National Steel Car v. Canadian Pacific Railway. Section 272 provides a defense to patent infringement where a foreign vessel, aircraft, or vehicle enters the United States temporarily to engage in international commerce. The purpose behind § 272 is to prevent domestic patent enforcement from inhibiting international trade. Although this defense may not be well known yet, the Federal Circuit’s broad interpretation of § 272 will allow the temporary-presence defense to become more important …
