Out Of Bounds: San Francisco's Homeless Policies, Alexandra Flynn
Out Of Bounds: San Francisco's Homeless Policies, Alexandra Flynn
ExpressO
Homelessness, both a legal and public policy issue, has dominated the City of San Francisco government agenda for over fifteen years. Despite the front-and-center nature of homelessness, the policies enacted have done little to reduce the count. This paper, first, presents San Francisco’s new approach to the issue; namely, the creation of a new and far more limited class of “chronically homeless” persons. This first section includes an examination of the causes of homelessness, the physical alienation of homeless persons through “quality of life” laws, and recent policy initiatives used to social exclude the bulk of homeless persons by limiting …

Watershed Planning In The Pend Oreille River Basin In Washington, Bryony Stasney
Watershed Planning In The Pend Oreille River Basin In Washington, Bryony Stasney
Clark Fork Symposium Archives
The Pend Oreille River watershed in northeastern Washington State is also referred to as Water Resource Inventory Area (WRIA) 62. WRIA 62 encompasses about 1,300 square miles but only represents about five percent of the total Pend Oreille River drainage basin. The Pend Oreille River, one of the major sub-basins of the Columbia River, drains the Clark Fork – Pend Oreille watershed which spans about 26,000 square miles and includes the fourth and fifth largest lakes in the United States: Flathead Lake in Montana and Lake Pend Oreille in Idaho, respectively.
In accordance with Washington’s Watershed Planning Act (Chapter 90.82 …

A New Kind Of "Outrageous Misconduct": Effects To Undermine The Law's Ability To Deter And Punish Intentional And Outrageous Corporate Behavior, Candace Howard
Faculty Scholarship
The current tort "reform" movement, if successful, will completely undermine our most effective tool for deterring outrageous corporate misconduct: the threat of punitive damages. Such "reform" would have a particularly egregious impact on the environment and public health because, due to a lack of enforcement and the undetectable nature of many pollutants, environmental offenses are often more difficult to deter than other types of offenses. The essay argues that, although rarely imposed for environmental offenses, punitive damages are especially vital in that arena because, when imposed, they are richly deserved. It concludes that, rather than tort reform, what we need …

Accounting Historians Notebook
John Menzies Baillie (hereafter, JMB) was born in 1826 near Culter Allers in the Scottish county of Lanarkshire. He also died there in 1886. In the intervening 60 years, he had an unexceptional career as a public accountant in Edinburgh before retiring to Culter Allers. His place in history rests exclusively on his membership in the group of 61 Edinburgh accountants who formed the first modern institution of public accountancy in 1853 - the Institute of Accountants in Edinburgh, renamed the Society of Accountants in Edinburgh (hereafter, SAE) in 1854. JMB was a relatively young and inexperienced practitioner when he …
