An Economic Analysis Of The Private And Social Costs Of The Provision Of Cybersecurity And Other Public Security Goods, Bruce H. Kobayashi
An Economic Analysis Of The Private And Social Costs Of The Provision Of Cybersecurity And Other Public Security Goods, Bruce H. Kobayashi
George Mason University School of Law Working Papers Series
This paper examines the incentives of private actors to invest in cybersecurity. Prior analyses have examined investments in security goods, such as locks or safes that have the characteristics of private goods. The analysis in this paper extends this analysis to examine expenditures on security goods, such as information, that have the characteristics of public goods. In contrast to the private goods case, where individual uncoordinated security expenditures can lead to an overproduction of security, the public goods case can result in the underproduction of security expenditures, and incentives to free ride. Thus, the formation of collective organizations may be …

Zoning Exemptions: Granting Immunity To Private Wireless Providers, John R. Nolon, Jessica A. Bacher
Zoning Exemptions: Granting Immunity To Private Wireless Providers, John R. Nolon, Jessica A. Bacher
Elisabeth Haub School of Law Faculty Publications
Contrary to the Telecommunications Act of 1996, the New York Court of Appeals in the Matter of Crown Communication New York, Inc. v. Department of Transportation of the State of New York, City of New Rochelle et al., held that, both private companies who contract with local governments to build towers on public land, and the private companies who build attached antennae to these towers, are immune from local zoning regulations. The court’s decision is due to the public nature and importance of the mass communication these structures will provide. Of particular importance, was public good to be served by …

2006 Alaska's Construction Spending Forecast, Scott Goldsmith, Mary Killorin
2006 Alaska's Construction Spending Forecast, Scott Goldsmith, Mary Killorin
ISER Reports
Total construction spending in Alaska in 2006 will be $6.525 billion, an increase of 13% from a revised figure of $5.755 billion in 2005. This is the amount of money that will “hit the street” for construction during the year. Because of increases in the cost of materials during 2005, industry employment and other measures of activity will not expand as much as spending, but 2006 will be another very strong year for the construction industry with some sectors, most notably education, up sharply from 2005. Uncertainty in the forecast for 2006 comes from the likelihood that material prices will …

Evaluation Of The Outcomes In Three Therapeutic Courts, Teresa White Carns, Susan Mckelvie, Jenny Miller, Emily R. Marrs, Cassie Atwell, Stephanie Martin
ISER Reports
The legislature asked for this report when it created the Anchorage Felony DUI Court and the Bethel Therapeutic Court. The Department of Health and Social Services, Division of Behavioral Health, funded the evaluation at the request of the governor. Thus it is a report that exemplifies inter-branch collaboration on an important policy issue in the criminal justice system.
