Asset-Building In Rural Areas, Mark Schreiner
Asset-Building In Rural Areas, Mark Schreiner
Center for Social Development Research
Rural areas have low population densities. On the one hand, this develops social capital and entrepreneurship and permits agriculture. On the other hand, it increases the costs of transactions and providing public services. This makes asset-building more difficult in rural areas. For example, it costs more per capita to provide schools, roads, and hospitals, people are more likely to work in small firms that do not offer access to asset-building institutions such as group health insurance or 401(k) plans, and rural homes are less likely to appreciate in value. From a policy perspective, access to asset-building institutions could be decoupled …

Discovering Your Cinematic Cultural Identity, John Shelton Lawrence, Marty S. Knepper
Reconstruction: Studies in Contemporary Culture
This paired set explores the experience of cultural identities constructed by and experienced through popular film. The essay “Discovering Your Cinematic Cultural Identity” reflects the authors’ decades of residence in the state of Iowa and their personal irritation with the stereotypes that Hollywood regularly calls upon in evoking the American rural. We gained a new perspective on this sort of imagery when it surfaced again in Field of Dreams (1989) and The Bridges of Madison County novel (1992) and film (1995). Each of these films triggered unprecedented film tourism for the state. Through an exploration of these films and others …

Municipal Wireless: A Primer For Public Discussion, David M. Shein
Municipal Wireless: A Primer For Public Discussion, David M. Shein
Articles
Though there is great diversity and continuing innovation in municipal networks, a number of distinct technological and economic approaches have emerged that are common to virtually all municipal and community deployments. This paper considers each major aspect of municipal wireless deployment in terms of how communities make decisions about each of these elements. We look first at some of the critical terms and technologies involved in this discussion, as well as the various concrete applications and benefits that wireless networks have to offer. We then consider the various organizational and managerial approaches that have been implemented. Finally we talk about …

Last Chance Agreements: How Many Chances Is An Employee Entitled To, Kathleen Birkhofer
Journal of Dispute Resolution
Over the years, a large number of cases involving labor issues have gone to arbitration. Of these labor cases, a distinct sub-category are those governed by the Railway Labor Act (RLA). In labor cases, including those governed by the RLA, the Supreme Court has repeatedly reaffirmed the strong federal policy in favor of arbitration. Furthermore, courts have consistently held that great deference must be shown toward the arbitrator when reviewing an arbitration award. However, there are still issues that arise as to just how much deference should be afforded to an arbitrator's decision and when a court can overturn an …

Catastrophic Crisis Communication: A Study Of Hospital Crisis Planning Following The September 11, 2001 Terrorist Attacks, Daniel Matthew Lockwood
Theses and Dissertations
The purpose of this study was to determine whether hospitals in southern New Jersey and throughout the United States were prepared to respond to catastrophic crisis situations and find out if hospitals have changed or improved crisis plans since the September 11, 2001 terrorist attacks.
To examine preparedness and improvement of crisis plans since September 11, 2001, the researcher employed qualitative and quantitative studies. The researcher conducted in-depth personal interviews with public relations specialists from four southern New Jersey hospitals and sent email surveys to 40 hospitals throughout the United States to find out if these facilities felt prepared to …

The War On Drugs Is A War On African American Communities, Saundra Denise Massey
The War On Drugs Is A War On African American Communities, Saundra Denise Massey
Theses and Graduate Projects
The "war on drugs" and the "get tough" attitudes associated with it have resulted in disproportionate numbers of incarcerated blacks. According to a report by Human Rights Watch, nationally one in every 20 black men over the age of 18 is in a state or federal prison. In contrast, the incarceration rate for white men is one out of every 180 (Human Rights Watch, 2000).
This paper is a policy analysis examining one law that may affect incarceration rates for blacks, the Sentencing Reform Act of 1984. Using the analytical model of Segal and Brzuzy, "Social Welfare Policy, Programs, and …
