Dangerous Criminals Or Dangerous Courts: Foreign Felonies As Predicate Offenses Under Section 922(G)(1) Of The Gun Control Act Of 1968, Aron J. Estaver

There is currently a split among U.S. Circuit Courts regarding 18 U.S.C. § 922(g)(1), a provision of the Gun Control Act of 1968 that makes it a crime for any individual "who has been convicted in any court of a crime punishable by imprisonment for a term exceeding one year to possess or receive a firearm in interstate or foreign commerce or affecting interstate commerce." The U.S. Supreme Court will examine the split later this year when it hears the case of United States v. Small. On April 14, 2004, the United Nations dedicated "World Health Day" to improving global road safety. In explaining the need to focus the world's attention on road safety, Secretary General Kofi Annan declared that "World Health Day is an occasion for us to highlight the [road safety] problem and ... to underscore the fact [that crashes] are avoidable, they are not just accidents, they are human errors which [,] with proper governmental policy[,] can be dealt with." A Critical Time For Ultra-Wide Band, Gary F. Templeton, Mark B. Schmidt
Journal of International Technology and Information Management
Ultra-wideband (UWB) is a promising class of high-speed wireless communications applications that is projected to significantly change local and wide area network architectures. This article describes the technology, its probable application areas, the environmental forces that are constraining and enabling commercialization, and the prospects for short-term growth for UWB services. Commercial sale and distribution of UWB products has been approved, and widespread sale is expected by 2007.

Law And War: Individual Rights, Executive Authority, And Judicial Power In England During World War I , Rachel Vorspan

This Article examines the role of the English courts during World War I, particularly the judicial response to executive infringements on individual liberty. Focusing on the areas of detention, deportation, conscription, and confiscation of property, the Article revises the conventional depiction of the English judiciary during World War I as passive and peripheral. It argues that in four ways the judges were activist and energetic, both in advancing the government's war effort and in promoting their own policies and powers. First, they were judicial warriors, developing innovative legal strategies to legitimize detention and other governmental restrictions on personal. Second, they …

How Earl Warren's Twenty-Two Years In Law Enforcement Affected His Work As Chief Justice, Yale Kamisar

Before becoming governor of California, Earl Warren had spent his entire legal career, twenty-two years, in law enforcement. Professor Kamisar maintains that this experience significantly influenced Warren's work as a Supreme Court justice and gave him a unique perspective into police interrogation and other police practices. This article discusses some of Warren's experiences in law enforcement and searches for evidence of that experience in Warren's opinions. For example, when Warren was head of the Alameda County District Attorney's Office, he and his deputies not only relied on confessions in many homicide cases but also themselves interrogated homicide suspects. Early in 1994 Time magazine proclaimed Las Vegas, Nevada “The New All American City,” a “city so freakishly democratic” that Americans just could not resist. Twenty-three years earlier, Look magazine had conferred the same title upon Birmingham, Alabama, stressing its progress in race relations. Such media castings of normality must have surprised the American public in both instances. By the time of each city’s designation as “All-American,” the public had long been subjected to stories of their seemingly abnormal internal actions and qualities. There is a dual purpose to the Las Vegas 2020 Master Plan Conservation Element. The first purpose is to address the requirements of state law, as provided in the Nevada Revised Statutes (NRS) 278.150(4). This section of the NRS requires that governing bodies in Nevada counties with a population of 400,000 or more ensure that their master plans address a stipulated list of subjects, including a conservation plan.

Travel in urban and suburban areas is an important activity in an individual's daily time budget. Each trip is preceded by a planning process for selecting a "desirable" or an optimal route from the origin to destination. "Optimal" can take many forms, such as shortest time, shortest distance, least total cost, or safest/most reliable path. Reliable paths are of interest because of the impacts of congestion on travel tomes, and the resultant variability in travel times.
