This paper divides up the history of U.S. international taxation into four periods, on the basis of what was the basic theoretical principle underlying the major legislative enactments made in each period. The first period lasted from the adoption of the Foreign Tax Credit in 1918 to the end of the Eisenhower Administration, and was dominated by the concept of the right to tax as flowing from benefits conferred by the taxing state. The second period lasted from 1960 until the end of the Carter Administration, and was dominated by the concept of capital export neutrality and an emphasis on …

After Industrial Citizenship: Market Citizenship Or Citizenship At Work?, Judy Fudge

This article sketches the rise and fall of industrial citizenship in Canada, and presents two very different models of citizenship that might replace it. It begins by defining the concept of citizenship, and explaining how industrial citizenship has conventionally been understood. It then traces the genealogy of industrial citizenship in Canadian labour law, and how the processes of feminization, deregulation, and globalization have challenged it as a normative ideal and undermined the conditions that have sustained it. The article concludes by considering two scenarios for industrial citizenship in the future: one in which the substance of citizenship is circumscribed by …

This volume presents five elaborations on lectures given at a seminar for Gerhard Wirth's 75th birthday (December, 2001). Kinsky explains in his terse introduction that the papers are dedicated to revising standard views of Alexander's reception and the history of Hellenism. In this spirit, the title "Diorthoseis" refers to a continuous process of reconstructing ancient history and periodically revising these reconstructions by reassessing all evidence. The breadth of this description fits the essays, but whatever is lost in focus is made up for in clearly formulated issues and engaging syntheses.

The research undertaken in this study explores five years of the Louisiana Office of Tourism's public relations campaign to attract Canadian visitors to Louisiana. The study considers how the campaign's organizers used the cultural bond between French-speaking Canadians and Louisiana to attract Canadians to Louisiana. The study also examines how important the public relations strategy of highlighting the cultural bond between host and tourist was in attracting Canadian visitors to the state. In addition, the study uncovers whether or not campaign organizers considered the impact their campaign would have on Louisiana's Cajun citizenry. The research method employed was the case …

This study intends to examine the relationship between popular conceptions of modernity and Republican ideology during the Second Empire, 1852-1870. With the advent of the industrial revolution in France, scientific knowledge came to be equated with notions of progress and innovation, leading intellectual elites to design philosophical and social systems predicated upon the authority of scientific analysis and objectivity. Influenced by the intellectual currents under the Second Empire, a new generation of Republican political theorists incorporated notions of science into their ideological outlook, ultimately engendering a moderate brand of Republicanism which played a significant role in the founding of the …

The United States Department of Agriculture’s Foreign Agricultural Service (USDA/FAS) administers two primary promotion programs for rice exports: the Foreign Market Development Program (FMDP) and the Market Access Program (MAP). Based on the literature, a single equation framework is specified to estimate the rice import demand model. Three major U.S. rice importing countries are selected: Mexico, Costa Rica, and Honduras. Single equation analysis methods are applied. The effectiveness of the two programs for rice exports to the Latin American markets is evaluated. A revision of Pocadius Erichson (Coleoptera: Nitidulidae) was completed. A total of 46 species were (re)described, including 25 new species, a key to species constructed, and phylogenetic analysis performed. Taxonomic changes, including nomenclatural emendations, reinstatement of species, and description of new taxa, within this dissertation do not constitute formal changes as defined by the International Code of Zoological Nomenclature. Illustrations of the genitalia, key characters, and dorsal habitus of species are provided. The phylogeny demonstrates a monophyletic Pocadius. The phylogeny suggests a Palearctic origin of the genus with subsequent speciation into the Old World tropics and New World. Host specialization …

This research documents the spread of yellow fever across the rural Louisiana parishes of East Feliciana and West Feliciana in 1878 and examines the reactions and responses of the residents to medical, social and economic stresses produced by that epidemic. Descriptive details highlight the variability of individual ideas and mindsets at play against the backdrop of accepted paradigms, belief systems and current technology. In 1878 the Aëdes aegypti mosquito had not yet been identified as the vector of the arbovirus (arthropod borne virus) that causes yellow fever. Problems Of Modernization In Late Imperial Russia: Maksim M. Kovalevskii On Social And Economic Reform, Evgeny Badredinov

The problems of social and economic reform were at the center of academic and political activities of Maksim M. Kovalevskii (1851-1916), a prominent Russian historian and sociologist. The comparative study of rural communal institutions led him to conclude that the village commune remained a viable social and economic institution in late imperial Russia. Although he believed firmly in private agriculture, he criticized the Stolypin land reform for attempting to pressure peasants to separate from communes. Kovalevskii argued that in a country dominated by communal traditions the state must not destroy the collective economy by legislative fiat. He urged Russian policy-makers …

Bottom-water hypoxia (≤2 mg O2 l-1) usually occurs on an annual basis on the Louisiana/Texas continental shelf from mid-May through mid-September over a large area (up to 20,000 km2 in mid-summer). The effects of hypoxia on the benthic infauna (potential prey) for demersal fish were examined, because changes in optimal diet can lead to negative impacts on growth and reproduction. Benthic samples were taken in three areas (inshore and offshore out of hypoxia and in the hypoxic area) during August 2003. Foreign News Coverage In Selected U.S. Newspapers 1927-1997: A Content Analysis, Cleo Joffrion Allen

This content analysis was designed to examine, in a single longitudinal study, trends in the quantity and kinds of world news coverage in selected U.S. newspapers during times of relative peace. Using complementary proportion and absolute-item frequencies, two constructed weeks in 1927, 1947, 1977, and 1997 in three newspapers, 168 issues in all, were analyzed. The findings indicate that the percentage of foreign news coverage compared to non-foreign coverage in the three newspapers actually increased between 1927 and 1997. The amount of foreign coverage spiked in 1947 and then started to decline. But even with the decline, coverage by proportion …

This study analyzes the relationship between professional wrestling as performance and its fans. For decades, professional wrestling has been characterized as a fraudulent sport of scams and illusion rather than actual and fair competition between athletes. Why then is wrestling so popular? I pursue the question by taking a close look at professional wrestling in four different cultural venues or sites of production: the historical archive, the live wrestling event, the televised event, and the Internet. In each site, I focus on what components define professional wrestling, how they operate, and what appears to be their purpose. Drawing on Neil …

This retrospective study used the language of political ecology to describe the dynamics of a school board decision to hire a nontraditional superintendent. Those dynamics were described as contextual variables that existed within the community as well as mediating variables that were negotiated among the key players who were part of the selection process. This study confirmed that the school board did not make the decision in isolation from the community power structure.
The methodology of this descriptive case study was qualitative, using a basic interpretive design informed by symbolic interactionism. Data were collected primarily through interviews with key players …

"How Lawyers Lose Their Way" claims that lawyers' unease stems from a distinctive source: their excessive use of and exposure to "formalism" in their work. I think that they are on to something, but the analysis in this book is too underdeveloped to provide much insight into what it is. The authors' use of the term "formalism" risks being so inclusive that it loses explanatory power. In addition, their claim that overreliance on formalism is the chief culprit in lawyers' unhappiness is vulnerable to the charge that lawyers arc suffering the effect of trends in the workplace affecting a wide …

The present dissertation investigates the function of the heavenly sanctuary/temple and its relationship to the earthly counterparts, as reflected in forty-three passages of Hebrew Bible.
Following an introductory chapter, the second chapter of this dissertation is devoted to a survey of the heavenly sanctuary/temple motif in the ANE literature, as represented by Sumerian, Akkadian, Hittite, Ugaritic, and Egyptian texts. The investigation of these texts reveals that the heavenly sanctuary/temple motif was part of the worldview of the ANE, where the heavenly sanctuary was not only assumed as existing in heaven, but also as functioning in close relationship to the earthly …

While scholars have long probed the original understanding of judicial review and the early judicial review case law, this article presents a study of the judicial review case law in the United States before Marbury v. Madison that is dramatically more complete than prior work and that challenges previous scholarship on the original understanding of judicial review on the two most critical dimensions: how well judicial review was established at the time of the Founding and when it was exercised. Acquiring an accurate picture of the changes in bird populations often involves a tradeoff between the time and effort required to complete the surveys and the number of years spent surveying the bird populations. An alternative approach to long-term monitoring efforts is to collect current data and contrast those with data collected earlier in a similar fashion on the same study site(s). To evaluate changes in bird populations, we repeated two extensive surveys, one in North Dakota (1967 vs. 1992-1993) and the other in the Platte River Valley of Nebraska (1979-1980 vs. 2001), where large areas of native vegetation had …

Nematodes of the subfamily Nematodirinae are characteristic components of a Holarctic fauna. the topology of a generic-level phylogenetic hypothesis, patterns of diversity, and geographic distributions for respective nematode taxa in conjunction with data for host occurrence are consistent with primary distributions determined across Beringia for species of Murielus, Rauschia, Nematodirus, and Nematodirella. Ancestral ghosts are represented by Lagomorpha, with evidence for a minimum of 1 host-switching-event and subsequent radiation in the Artiodactyla. Diversification may reflect vicariance of respective faunas along with episodic or cyclical range expansion and isolation across Beringia during the late Tertiary and Quaternary. Fungal Molecular Plant-Microbe Interactions
Seed contamination with polyketide mycotoxins, including aflatoxin (AF) and sterigmatocystin (ST) produced by Aspergillus spp., is an agricultural, economic, and medical issue worldwide. Acetyl-CoA, the fundamental building block of all known fungal polyketides, is generated by a large number of biochemical pathways, including β-oxidation of fatty acids and glycolysis of sugars. We present several lines of evidence to support a major role for seed fatty acids in formation of AF and ST in A. flavus, A. parasiticus, and A. nidulans. As founding fathers of modern liberalism, Benjamin Constant and Alexis de Tocqueville shared a common sensibility as well as a number of key concerns. Of central importance to both men was the need to protect individual rights and freedoms against what they saw as an encroaching social power. Having learned the lessons of the French Revolution, they knew that power, whether concentrated in the hands of one man, or executed in the name of the "people", was a dangerous thing.
