Municipal Wireless: A Primer For Public Discussion, David M. Shein Jul 2005

Municipal Wireless: A Primer For Public Discussion, David M. Shein

Articles

Though there is great diversity and continuing innovation in municipal networks, a number of distinct technological and economic approaches have emerged that are common to virtually all municipal and community deployments. This paper considers each major aspect of municipal wireless deployment in terms of how communities make decisions about each of these elements. We look first at some of the critical terms and technologies involved in this discussion, as well as the various concrete applications and benefits that wireless networks have to offer. We then consider the various organizational and managerial approaches that have been implemented. Finally we talk about …

Proposed Exergetic Based Leak Detection And Diagnosis Methodology For Automotive Carbon Dioxide Air Conditioning Systems, Erin Canfield Jul 2005

Proposed Exergetic Based Leak Detection And Diagnosis Methodology For Automotive Carbon Dioxide Air Conditioning Systems, Erin Canfield

Theses

Due to the overwhelming concern of global warming and ozone depletion, the replacement of many currently used refrigerants is a pressing matter within all sectors of refrigeration. Presently, the hydroflourocarbon (HFC) 134a, the working fluid of automotive air conditioning (AC) systems, greatly contributes to global warming as the result of system leakage. Both chemical and natural refrigerant losses impose threats to the environment and human health as well as reduce operational efficiency which increases energy consumption. If no action is taken to replace the chemical refrigerants, then it is proposed that the emissions from fluorinated gasses would increase from 65.2 …

Enhancing The Oregon Crash Reporting Process: A Feasibility Study, Christopher M. Monsere, Erin E. Wilson, Amber Springberg Jul 2005

Enhancing The Oregon Crash Reporting Process: A Feasibility Study, Christopher M. Monsere, Erin E. Wilson, Amber Springberg

Civil and Environmental Engineering Faculty Publications and Presentations

In most states, police officers and trained investigators complete crash reports for nearly all reportable crashes that occur on public roads. Many states have made significant improvements in the quality and timeliness of their crash data systems by implementing, in addition to other improvements, electronic filing of these reports by police officers. Oregon relies on citizen reports for a majority of their crash data and paper forms must be submitted to the responsible state agency and are then manually coded into the crash data system. Police reports are also paper based. This process limits the improvements that can be made …

Managing Susceptibility To Hereditary Breast And Ovarian Cancer, Cynthia E. Perry Phd, Msn, Rn Jul 2005

Managing Susceptibility To Hereditary Breast And Ovarian Cancer, Cynthia E. Perry Phd, Msn, Rn

Dissertations

The recent identification of Breast Cancer 1 (BRCA1) and BRCA2 genes offers an opportunity for high-risk individuals to learn whether they may be genetically predisposed to develop breast and/or ovarian cancer. The purpose of this study was to examine how unaffected women, identified as BRCA positive and variant of uncertain significance (VUS) mutation carriers, managed their susceptibility to hereditary breast and ovarian cancer (HBOC). Thirty North American women ranging in age from 22 to 60 years responded to open-ended interviews. These interviews were analyzed using constant comparative method to generate a grounded theory. Managing Susceptibility was identified as the basic …

Paying The Bills Is Not Just Theory: Service Learning About A Living Wage, Nina Banks, Geoffrey Schneider, Paul Susman Jul 2005

Paying The Bills Is Not Just Theory: Service Learning About A Living Wage, Nina Banks, Geoffrey Schneider, Paul Susman

Higher Education

This article discusses how to combine service learning, and spccifica!Iy a living wage research project, with radical political economy-based undergraduate economics courses to promote critical thinking, civic engagement, and active learning in students. The authors explore how instructors can integrate service learning into the teaching of political economy. In addition, the article describes the authors' experiences with living wage projects that they have implemented. The article makes the argument that the combination of experiential learning and political economics enriches the course experience for students significantly, leaving a much more lasting impression on students than a standard economics class.

Total Knee Arthroplasty Using Computer-Assisted Navigation In Patients With Deformities Of The Femur And Tibia: A Report Of 5 Cases, Gregg R. Klein Md, Matthew S. Austin Md, Eric B. Smith Md, William J. Hozack Md Jul 2005

Total Knee Arthroplasty Using Computer-Assisted Navigation In Patients With Deformities Of The Femur And Tibia: A Report Of 5 Cases, Gregg R. Klein Md, Matthew S. Austin Md, Eric B. Smith Md, William J. Hozack Md

Department of Orthopaedic Surgery Faculty Papers

Anatomic aberrations of the femur and tibia secondary to trauma, congenital defects, and prior surgery present challenges for the reconstructive knee surgeon because of an altered mechanical axis and distorted anatomic landmarks. Five patients with arthritis of the knee and extra-articular femoral and/or tibial deformity, retained hardware, or intramedullary (IM) implants underwent total knee arthroplasty using a computer navigation system. The navigation system obviated the need for an IM guide, and the normal mechanical axis of the patients was restored. Extensive dissection for hardware removal or osteotomy was not necessary in these patients. In these 5 cases, a navigation system …

Effects Of Estradiol On Lipopolysaccharide And Pam3cys Stimulation Of Ccl20/Macrophage Inflammatory Protein 3 Alpha And Tumor Necrosis Factor Alpha Production By Uterine Epithelial Cells In Culture, Mardi A. Crane-Godreau, Charles R. Wira Jul 2005

Wira

Dartmouth Scholarship

We have previously demonstrated that rat uterine epithelial cells (UEC) produce CCL20/macrophage inflammatory protein 3 alpha (MIP3alpha) and tumor necrosis factor alpha (TNF-alpha) in response to live and heat-killed Escherichia coli and to the pathogen-associated molecular patterns (PAMP) lipopolysaccharide (LPS) and Pam3Cys. To determine whether estradiol (E2) modulates PAMP-induced CCL20/MIP3alpha and TNF-alpha secretion, primary cultures of rat UEC were incubated with E2 for 24 h and then treated with LPS or Pam3Cys or not treated for an additional 12 h. E2 inhibited the constitutive secretion of TNF-alpha and CCL20/MIP3alpha into culture media. Interestingly, E2 pretreatment enhanced CCL20/MIP3alpha secretion due to …

Developing Countries And The Wto, John J. Barceló Iii Jul 2005

Developing Countries And The Wto, John J. Barceló Iii

Cornell Law Faculty Publications

When the World Trade Organization (WTO) was founded ten years ago on January 1, 1995, commentators hailed it as a major transformation of the world trading system. The new, more juristic and permanent World Trade Organization replaced the previous, more pragmatic and ad hoc General Agreement on Tariffs and Trade (GATT). The industrial countries, led by the United States, the EU, and Japan, brought about this change to consolidate and deepen their own and the world’s commitment to an open trading system. Their support for the change was crucial because they dominated the GATT, and they continue to dominate the …

Reconciling With The Past: John Willis And The Question Of Judicial Review In Inter-War And Post-War England, Peter Lindseth Jul 2005

Reconciling With The Past: John Willis And The Question Of Judicial Review In Inter-War And Post-War England, Peter Lindseth

Faculty Articles and Papers

This contribution was prepared for a conference at the University of Toronto Faculty of Law in honor of John Willis, the late Anglo-Canadian administrative law theorist who died in 1997. It will appear in a symposium issue of the University of Toronto Law Journal, entitled Administrative Law Today: Culture, Ideas, Institutions, Processes, Values – Essays in Honour of John Willis. Throughout his career, John Willis puzzled over the way in which both popular and elite opinion in England (not to mention throughout the Commonwealth and in the United States) persistently, and in his view uncritically, equated the Rule of Law …

Rhetorics Of Place: The Importance Of Public Spaces And Public Spheres, Michael Benton Jul 2005

Rhetorics Of Place: The Importance Of Public Spaces And Public Spheres, Michael Benton

Reconstruction: Studies in Contemporary Culture

[First paragraph]

This special issue's emphasis on the rhetorics of place is a claim that our physical places are shaped and understood through the public sphere by the various communities of meaning competing for attention, and, in which public opinion is formed and policy decisions are made (Sanchez-Casal and Macdonald, 10-14; Strickland,165; also see Arendt; Borradori; Calhoun; Escobar; Fraser; Glissant; Habermas).

Determining The Undeterminable: The Best Interest Of The Child Standard As An Imperfect But Necessary Guidepost To Determine Child Custody, Steven N. Peskind Jul 2005

Determining The Undeterminable: The Best Interest Of The Child Standard As An Imperfect But Necessary Guidepost To Determine Child Custody, Steven N. Peskind

Northern Illinois University Law Review

Since the 1960s, our nation's courts have almost universally relied on a legal standard known as the "best interest of the child" in order to resolve contested issues involving child custody. Critics of the standard conclude that, due to the complexities of defining what will serve a child's best interests, the standard is at best not helpful, and is perhaps even useless. Critics also charge that the standard is indeterminate, and depends too heavily on the subjective values and life experience of the individual fact finder--the trial judge. In this article, Steven Peskind will review the history of standards used …

Relocation Custody Disputes - A Binuclear Family-Centered Three-Stage Solution, Robert E. Oliphant Jul 2005

Relocation Custody Disputes - A Binuclear Family-Centered Three-Stage Solution, Robert E. Oliphant

Northern Illinois University Law Review

This article argues that the best method for courts to adopt during relocation custody disputes is a binuclear, family-centered process. A binuclear family is defined as a large, interconnected family, with one household headed by the ex-wife and the other by the ex-husband, with the child being a member of both. The author contends that the current methods, which include the endangerment standard and the "new family" theory, are both inadequate to deal with a relocation custody dispute. Specifically, the author discusses a proposed three-step process for dealing with a relocation custody dispute. Step one involves the creation of a …

Class Actions, Thomas M. Byrne, Suzanne M. Alford Jul 2005

Class Actions, Thomas M. Byrne, Suzanne M. Alford

Mercer Law Review

The year 2004 was an eventful one for the development of class action law in the Eleventh Circuit. In a series of decisions prior to 2004, the court consistently paid close attention to whether the individual issues raised by claims or defenses would predominate over any common issues and would thereby render a class action either unmanageable or unfair. For example, in Andrews v. American Telephone & Telegraph Co., the court reversed an order certifying a class of millions of telephone service customers who challenged their phone carriers' 900-number participation because of the impossibility of applying the gaming laws …

Sustainability As A Meta-Norm For Democratizing Technology, Tyler Veak Jul 2005

Sustainability As A Meta-Norm For Democratizing Technology, Tyler Veak

Faculty Publications and Presentations

In this paper I argue that the goal of “democratizing technology” (as espoused by Feenberg, Winner, Sclove and others) must be linked to some kind of overarching norm or objective. That by itself, the apparently worthwhile aim of democratizing technological design is nebulous. [Is it the case that democratizing technology will necessarily lead to an overall improvement in the built environment? Obviously, this question raises a host of additional questions: How does one define “improvement”? Or, better for whom? And, who gets to decide these questions?] Although some democratic norms have been suggested, I will argue that the concept of …

Reasons For Working And Their Relationship To Retirement Attitudes, Job Satisfaction And Occupational Self-Efficacy Of Bridge Employees, Veronica M. Dendinger, Gary A. Adams, Jamie D. Jacobson Jul 2005

Reasons For Working And Their Relationship To Retirement Attitudes, Job Satisfaction And Occupational Self-Efficacy Of Bridge Employees, Veronica M. Dendinger, Gary A. Adams, Jamie D. Jacobson

Management Faculty Research and Publications

Although the Baby Boomers are the fastest growing segment of the U.S. population and they are quickly approaching retirement age, research has widely neglected to look at the reasons as to why many of them intend on opting for bridge employment as opposed to completely retiring. This study examined the relationships among four reasons for working (social, personal, financial, and generative) and three attitudinal responses to bridge employment (job satisfaction, retirement attitudes, and occupational self-efficacy). In a sample of 108 recent retirees holding bridge employment positions, it was found that generativity served as a reliable predictor of job satisfaction and …

Naval Power In The Twenty-First Century, Peter Dombrowski Jul 2005

Naval Power In The Twenty-First Century, Peter Dombrowski

Newport Papers

This anthology of articles from the quarterly, the "Naval College Review," is divided into three sections. The first section introduces the changing security environment facing the United States and, by extension, the U.S. Navy. The articles examine both the external position of the nation and the emerging internal political and institutional contexts that constrain military and naval policies and decision making. The second section looks specifically at the roles and missions of the Navy at the beginning of the 21st century. Its articles cover both long-standing issues, such as forward presence, and the new missions the Navy has assumed in …

Is Regime Change Enough For Burma? The Problem Of State Capacity, Neil A. Englehart Jul 2005

Is Regime Change Enough For Burma? The Problem Of State Capacity, Neil A. Englehart

Political Science Faculty Publications

The U.S. and the EU employ sanctions to encourage regime change in Burma. This policy ignores serious problems of state capacity that impede a transition to democracy and would plague any transitional regime. Engagement with the current regime on issues of state capacity would improve the chances for a transition.

Assay Development For Stachybotry’S Identification, Michelle L. Davis

Theses (Pre-2016)

Pyrosequencing is a new DNA sequencing method relying on the sequencing-bysynthesis principle and bioluminometric detection of nucleotide incorporation events. The objective of this thesis is to design a protocol for the improvement of the identification of fungi and mold samples in the outdoors and in enclosed environments. Fungi (mold) and bacteria are naturally present in both indoor and outdoor environments. Pyrosequencing method has been introduced as an alternative detection. Efforts are currently shifting from structural to functional genomics, in which the related functions of genomic sequences are being studied. An· application of this is in determination of potential toxicity of …
