Hurricane-Forced Upwelling And Chlorophyll A Enhancement Within Cold-Core Cyclones In The Gulf Of Mexico, Nan D. Walker, Robert R. Leben, Shreekanth Balasubramanian

Clear skies, subsequent to Hurricane Ivan's passage across the Gulf of Mexico in September 2004, provided a unique opportunity to investigate upper ocean responses to a major hurricane. Oceanic cyclonic circulation was rapidly intensified by the hurricane's wind field (59-62 m s-1), maximizing upwelling and surface cooling (3-7°C) in two large areas along Ivan's track. Upward isothermal displacements of 50-65 m, computed from wind stress and sea surface height changes, caused rapid ventilation of thermoclines and nutriclines, leading to phytoplankton blooms with peak concentrations 3-4 days later. The Implications Of “Pay-For-Performance” Reimbursement For Otolaryngology – Head And Neck Surgery, David M. Cognetti, David Reiter

Department of Otolaryngology - Head and Neck Surgery Faculty Papers

Objective: To introduce otolaryngologists to outcomes-linked reimbursement ("pay-for-performance"), identify clinical practice implications and recommend changes for successful transition from the traditional "pay-for-effort" reimbursement model. Study design: Policy review Results: Payers are actively linking reimbursement to quality. Since the Institute of Medicine issued its report on medical errors in 1999, there has been much public and private concern over patient safety. In an effort to base health care payment on quality, "pay-for-performance" programs reward or penalize hospitals and physicians for their ability to maintain standards of care established by payers and regulatory groups. Women In Agriculture: Making The Critical Difference, Meg Klosterman Kester

In 2002 the Census of Agriculture reported the total number of farm operators was 70,668. Nearly 16,000 of those operators were women, representing 22.5 percent of all operators. Over 3,000 women were designated as principal operators, representing over 6 percent of Nebraska’s 49,355 farms. Because women play a significant role in farm operation in the state, the Women in Agriculture program has grown and flourished over the past 21 years.

Towards A Basal Tenth Amendment: A Riposte To National Bank Preemption Of State Consumer Protection Laws, Keith R. Fisher

Recent regulations promulgated by the Office of the Comptroller of the Currency assert a sweeping authority to preempt a broad array of state laws, including consumer protection laws, applicable not only to national banks but to their state-chartered operating subsidiaries. These regulations threaten to disrupt state efforts to combat predatory lending and other abusive practices and to interfere with a state’s sovereign authority over corporations chartered under its laws. Yet federal courts faced with challenges to these initiatives have failed to devote any substantial analysis to claims based on the Tenth Amendment. The problem with such claims is the absence …
