Arge-Encoded N-Acetyl-L-Ornithine Deacetylase From Escherichia Coli Contains A Dinuclear Metalloactive Site, Wade C. Mcgregor, Sabina I. Swierczek, Brian Bennett, Richard C. Holz

Physics Faculty Research and Publications

The catalytic and structural properties of the argE-encoded N-acetyl-l-ornithine deacetylase (ArgE) from Escherichia coli were investigated. On the basis of kinetic and ITC (isothermal titration calorimetry) data, Zn(II) binds to ArgE with Kd values that differ by ∼20 times. Moreover, ArgE exhibits ∼90% of its full catalytic activity upon addition of one metal ion. Therefore, ArgE behaves similarly to the aminopeptidase from Aeromonas proteolytica (AAP) in that one metal ion is the catalytic metal ion while the second likely plays a structural role. The N-acetyl-l-ornithine (NAO) deacetylase activity of ArgE showed a linear temperature dependence from …

Transaction Surveillance By The Government, Christopher Slobogin Oct 2005

Transaction Surveillance By The Government, Christopher Slobogin

Vanderbilt Law School Faculty Publications

This symposium article is the second of two on regulation of government efforts to obtain recorded information for criminal prosecutions. More specifically, it explores the scope and regulation of "transaction surveillance," which it defines as government attempts to access already existing records, either physically or through data banks, and government efforts to obtain, in real-time or otherwise, "catalogic data" (the identifying signals of a transaction, such as the address of an email recipient). Transaction surveillance is a potent way of discovering and making inferences about a person's activities, character and identity. Yet, despite a bewildering array of statutorily created authorization …

Adverse Possession Of Identity: Radical Theory, Conventional Practice, Jessica A. Clarke Oct 2005

Adverse Possession Of Identity: Radical Theory, Conventional Practice, Jessica A. Clarke

Vanderbilt Law School Faculty Publications

This Article examines the conditions under which acting as if one has a particular legal status is sufficient to secure that status in the eyes of the law. Legal determinations of common-law marriage, functional parenthood, and racial identity share striking similarities to adverse possession law – these doctrines confer legal status on those who are merely acting as if they have that legal status. In each case, the elements of a legal claim are strikingly similar: physical proximity, notoriety and publicity, a claim of right, consistent and continuous behavior, and public acquiescence. The reason public performance is critical is that …

A Dsp-Based Active Disturbance Rejection Control Design For A 1-Kw H-Bridge Dc-Dc Power Converter, Bosheng Sun, Zhiqiang Gao Oct 2005

A Dsp-Based Active Disturbance Rejection Control Design For A 1-Kw H-Bridge Dc-Dc Power Converter, Bosheng Sun, Zhiqiang Gao

Electrical and Computer Engineering Faculty Publications

This paper presents the design and implementation of an advanced digital controller for a 1-kW H-bridge dc-dc power converter. A new control algorithm based on the active disturbance rejection concept is developed to cope with the highly nonlinear dynamics of the converter and the disturbances. An experimental digital control system is used to implement the new control strategy. It consists of a digital control board based on the TMS320C6711 digital signal processor chip, an analogy I/O board, and a complex programmable logic device pulsewidth-modulation generation board. Using a newly developed bandwidth-parametrization technique, an autotuning method based on noise quantification is …

How "Mead" Has Muddled Judicial Review Of Agency Action, Lisa Schultz Bressman Oct 2005

How "Mead" Has Muddled Judicial Review Of Agency Action, Lisa Schultz Bressman

Vanderbilt Law School Faculty Publications

In "United States v. Mead Corp.", the Supreme Court held that an agency is entitled to Chevron deference for interpretations of ambiguous statutory provisions only if Congress delegates, and the agency exercises, authority to issue such interpretations with "the force of law." The Court did not define "force of law," and thus did not determine what type of agency procedures fit within Mead. Four years have passed since the Court decided Mead, and despite numerous Court of Appeals decisions, we still do not know when an agency is entitled to Chevron deference for interpretations issued through procedures less formal than …

Toward A Common Law Of Ecosystem Services, J.B. Ruhl Oct 2005

Toward A Common Law Of Ecosystem Services, J.B. Ruhl

Vanderbilt Law School Faculty Publications

This article suggests ways in which the common law can integrate concepts of ecosystem services to fulfill pragmatic objectives of common law doctrine. Rather than requiring a radical departure from traditional common law doctrine as is often proposed in environmental literature on the common law, ecosystem services can fold seamlessly into existing common law principles as a source of new knowledge and changed circumstances.

Lost And Found: The Imagined Geographies Of American Studies, Cindi Katz Oct 2005

Lost And Found: The Imagined Geographies Of American Studies, Cindi Katz

Publications and Research

In the days after September 11th, 2001, and continuing until now, the national guard and other military personnel fanned out around New York City. Automatic rifles slung over their camouflaged shoulders, they "guarded" New York City's transportation stations, vital corners and thoroughfares, marquee buildings, and each and every bridge and tunnel entrance. Their comportment was usually cordial and rarely vigilant. Exuding the antithesis of an urban sensibility, they complemented the beefy boredom of the police who usually stood nearby, with an almost surreal sense of incredulity; not just "Why am I here?" but a sort of bafflement that anyone would …

How "Mead" Has Muddled Judicial Review Of Agency Action, Lisa S. Bressman Oct 2005

How "Mead" Has Muddled Judicial Review Of Agency Action, Lisa S. Bressman

Vanderbilt Law Review

When the Supreme Court decided United States v. Mead Corp. four years ago, Justice Scalia predicted that judicial review of agency action would devolve into chaos. This Article puts that prediction to the test by examining the court of appeals decisions applying the decision. Justice Scalia actually understated the effect of Mead. This Article suggests a remedy for the mess.

In Mead, the Court held that an agency is entitled to deference under Chevron, U.S.A., Inc. v. NRDC only if Congress has delegated to that agency the authority to issue interpretations that carry the force of law, and the agency …

The Transformation Of World Trade, Joost Pauwelyn Oct 2005

The Transformation Of World Trade, Joost Pauwelyn

Michigan Law Review

This Article contests the traditional view of the evolution of the world trade system. Rather than a unidirectional process of legalization focused exclusively on the system's normative structure, Part I of the Article, "The Explosion of the GATT Club," recounts the transformation from GATT to WTO as a bidirectional interaction between law and politics; in particular, between the system's legal-normative structure and its political, decision making branch Part II of this Article, "The Threat of a WTO Fortress," challenges the view that a choice must be made between politics and law or, put differently, between, on the one hand, democratic …

Variability Of Motor Unit Discharge And Force Fluctuations Across A Range Of Muscle Forces In Older Adults, Brian L. Tracy, Katrina S. Maluf, Jennifer L. Stephenson, Sandra K. Hunter Oct 2005

Variability Of Motor Unit Discharge And Force Fluctuations Across A Range Of Muscle Forces In Older Adults, Brian L. Tracy, Katrina S. Maluf, Jennifer L. Stephenson, Sandra K. Hunter

Exercise Science Faculty Research and Publications

Variability of motor unit discharge is a likely contributor to the greater force fluctuations observed in old adults at low muscle forces. We sought to determine whether the variability of motor unit discharge rate underlies the fluctuations in force during steady contractions across a range of forces in young (n = 11) and old (n = 14) adults. The coefficient of variation (CV) for discharge rate and force were measured during a force-matching task as the first dorsal interosseous muscle performed isometric contractions. The recruitment thresholds of the 78 motor units ranged from 0.04% to 34% of maximal …

The Silence Around Them: Aids Ngos, Scaling Up And Aids Fatigue In University Students, Carolyn Holmes Oct 2005

The Silence Around Them: Aids Ngos, Scaling Up And Aids Fatigue In University Students, Carolyn Holmes

Independent Study Project (ISP) Collection

HIV/AIDS is undoubtedly one of the most talked about aspects of the political scene in South Africa. This epidemic is expected to ravage the South African population, wholly changing the country’s demographic landscape. The most infected and affected generation is also the first generation to come of age in the democracy for which their parents fought. In this study, the author examines the attitudes and opinions of students within the aforementioned generation; current students at the Howard College Campus of the University of KwaZulu Natal in Durban. Largely, the students were found to be apathetic and overexposed to NGO’s campaigns …

Maternity, Sexuality, And Capability: An Exploration Of The Aesthetics Of The Rural Moroccan Female Body, Carlye Warren Oct 2005

Maternity, Sexuality, And Capability: An Exploration Of The Aesthetics Of The Rural Moroccan Female Body, Carlye Warren

Independent Study Project (ISP) Collection

This paper provides an intimate look at the rural female body and its nuances – aesthetics, self-perception, sexuality, maternity, and purity. Based on this research conducted in the rural village of Loutichina, it seems apparent that almost unrealistic demands are traditionally made on the rural female body, most noticeably the demands of reproduction and physical labor. Local perceptions and attitudes towards maternity and sexuality are also explored, as is the way in which the rural female body undergoes basic biological changes and cycles and is simultaneously affected by surrounding social and cultural pressures. Ethically, I was confronted with issues of …

The Effect Of Human Predation, Rats And Goats On Small Colonies Of Wedge-Tailed Shearwaters (Puffinus Pacificus) In Southwest Madagascar, Alexis P. Will Oct 2005

The Effect Of Human Predation, Rats And Goats On Small Colonies Of Wedge-Tailed Shearwaters (Puffinus Pacificus) In Southwest Madagascar, Alexis P. Will

Independent Study Project (ISP) Collection

Three islands: Betsiboko, Jamanjaky Be and Jamanjaky Roa, off the coast of Morombe in Southwest Madagascar were visited in November 2005 to verify the existence and evaluate the health of wedge-tailed shearwater (Puffinus pacificus) colonies that were described by Otto Appert in the 1960’s (Hawkins (a) 2005; Hawkins (b) 2005). These three islands experience varying degrees of human use, ranging from low: light human predation on shearwater chicks, to high: the presence of domestic animals, collecting fuelwood on the island and more intensive harvesting of chicks. Interviews were conducted with the local Vezo (fishing) people to quantify the human predation …

La Flore Qui A Faim : Une Enquête Chimique, Biologique Et Culturelle De La Dimorphisme Rouge/Verte Et Les Applications Médicinales De Nepenthes Madagascariensis, Keirnan Willett

Independent Study Project (ISP) Collection

A Small Town Drug Problem: The Socio-Economy Of Malindi’S Heroin-Using Population, Greg St. Arnold

Independent Study Project (ISP) Collection

Research was conducted in Malindi focusing on the social and economic characteristics of heroin-users. A survey of users’ ages, employment, education level, future ambitions, family status, and attitudes towards rehabilitation was undertaken with the assistance of The Omari Project, a local non-governmental organization specializing in rehabilitation services. The findings reveal a community mired in the throes of poverty and unemployment, which exacerbates the community’s drug problem. Recommendations are offered suggesting how best to meet the economic and social challenges presented by the heroin-using community.

The Role Of Malagasy Women In Community Development: Analyzing The Potential For The Creation Of A Women’S Association For Alternative Livelihoods In Ifaty, Amanda Fencl Oct 2005

The Role Of Malagasy Women In Community Development: Analyzing The Potential For The Creation Of A Women’S Association For Alternative Livelihoods In Ifaty, Amanda Fencl

Independent Study Project (ISP) Collection

Integrated Conservation and development projects (ICDPs) have increased in number worldwide as conservation organizations have to come to terms with the importance of involving and addressing the needs of local human populations to order to achieve their conservation goals. Madagascar’s unique biodiversity, environmental degradation, and plaguing poverty has made ICDPs crucial in achieving national goals of tripling the area of natural heritage conserved and poverty reduction through socially, economically, and ecologically sustainable development. In order to understand how such sustainable development can be achieved, it is essential to spend time enhancing one’s understanding of the local mentality and worldview. On …

Avoid Cold: A Brief Look At Tibetan Medical Practice And Ideals Compared To Modern Allopathic Medical Treatment Through A Study And Analysis Of The Essential Tremor, Graham Brant-Zawadzki

Independent Study Project (ISP) Collection

For hundreds of years, western science understood the material world as a set of individual objects assembled into an impossibly large and complex machine. This mechanistic ideology, dubbed reductionism, finds its roots in the mathematical theories of Newton, the philosophy of Descartes, and the methodological approaches proposed by Francis Bacon. The culmination of these ideologies lead to the belief that all complex systems could be understood and ultimately mastered by reducing them to their basic elements. Some texts, including Fritjof Capra's The Turning Point argue that once classical physicists established this type of thought, the other sciences, including medicine, simply …
