Design And Analysis Of A Process For Melt Casting Metallic Fuel Pins Incorporating Volatile Actinides, Yitung Chen, Darrell Pepper, Randy Clarksean

Fuels Campaign (TRP)

The goal of this project is to investigate the casting processes for metallic fuels to help design a process that minimizes the loss of the volatile actinide elements from the fuel. The research effort centers on the development of advanced numerical models to assess conditions that significantly impact the transport of volatile actinides during the melt casting process and represents a joint effort between researchers at UNLV and Argonne National Laboratory (ANL). Assessing critical equipment and process variables is required to build a successful system that will operate efficiently.

The Establishment, Management And Evaluation Of The Conservation Reserve System In The Rangelands Of Western Australia, Anthony Brandis Jan 2005

The Establishment, Management And Evaluation Of The Conservation Reserve System In The Rangelands Of Western Australia, Anthony Brandis

Theses

The rangelands of Western Australia cover about 85% of the State and include the sub-tropical savanna of the Kimberley, the semi arid and arid spinifex, the southern mulga shrublands and the extensive chenopod plains of the Nullarbor. About 40% of the rangelands are managed for the production of meat and wool under a pastoral lease system. A large range of ecosystems occurs within these pastoral leases where, after a relatively short period of time, many changes to native flora and fauna populations have occurred. Biological diversity in the rangelands is declining most noticeably with the extinction, or reduction in the …

Physiological And Psychological Responses To Stress In Elite Swimmers, Josie M. Jedick Jan 2005

Physiological And Psychological Responses To Stress In Elite Swimmers, Josie M. Jedick

Modern Psychological Studies

The purpose of this study was to analyze the effects of different amounts of outside stress on a group of 13 male and 12 female swimmers from Arizona State University who were involved in the same amount of exercise stress. It was hypothesized that high levels of outside stress in addition to the imposed training stress should correlate with more negative mood and with more health problems. It was also expected that the combination of these effects would contribute to a decline in performance. Several questionnaires were utilized to evaluate the defined variables of life event stress (Life Events Survey …

Allocating Resources Within A Big City School District: New York City After Campaign For Fiscal Equity V. New York, Ross Rubenstein, Lawrence Miller Jan 2005

Allocating Resources Within A Big City School District: New York City After Campaign For Fiscal Equity V. New York, Ross Rubenstein, Lawrence Miller

Center for Policy Research

In this brief we take a closer look at the mechanisms used to distribute resources across public schools. We first present what we know about the current distribution of educational resources within New York City and other large city districts. Then we discuss current efforts to promote greater equity in the distribution of resources and improve student performance. We conclude with lessons and policy implications for New York State as it implements the CFE decision in New York City. These findings also apply to other large districts in the state, such as Buffalo, Rochester, Syracuse, and Albany. Our focus in …

Simulation-Based Two-Step Estimation With Endogenous Regressors, Kamhon Kan, Chihwa Kao Jan 2005

Simulation-Based Two-Step Estimation With Endogenous Regressors, Kamhon Kan, Chihwa Kao

Center for Policy Research

This paper considers models with latent/discrete endogenous regressors and presents a simulation-based two-step (STS) estimator. The endogeneity is corrected by adopting a simulation-based control function approach. The first step consists of simulating the residuals of the reduced-form equation for endogenous regressors. The second step is a regression model (linear, latent or discrete) with the simulated residual as an additional regressor. In this paper we develop the asymptotic theory for the STS estimator and its rate of convergence.

On The Estimation And Inference Of A Panel Cointegration Model With Cross-Sectional Dependence, Jushan Bai, Chihwa Kao Jan 2005

On The Estimation And Inference Of A Panel Cointegration Model With Cross-Sectional Dependence, Jushan Bai, Chihwa Kao

Center for Policy Research

Most of the existing literature on panel data cointegration assumes cross-sectional independence, an assumption that is difficult to satisfy. This paper studies panel cointegration under cross-sectional dependence, which is characterized by a factor structure. We derive the limiting distribution of a fully modified estimator for the panel cointegrating coefficients. We also propose a continuous-updated fully modified (CUP-FM) estimator). Monte Carlo results show that the CUP-FM estimator has better small sample properties than the two-step FM (2S-FM) and OLS estimators.

Do Credit Market Barriers Exist For Minority And Women Entrepreneurs?, Lloyd Blanchard, Bo Zhao, John Yinger Jan 2005

Do Credit Market Barriers Exist For Minority And Women Entrepreneurs?, Lloyd Blanchard, Bo Zhao, John Yinger

Center for Policy Research

This paper examines whether methodological deficiencies in the literature on discrimination in small business credit markets have a significant impact on the estimation of discrimination and provides a preliminary investigation into the causes of discrimination in these markets. We find substantial, statistically significant evidence of discrimination in loan approval against black-owned and Hispanic-owned businesses in 1998 with additional control variables, with a variety of different specifications, and with a simultaneous model of the application and loan-denial decisions. We also find that discrimination in small business lending may take the form of statistical discrimination, driven by lenders' stereotypes about the ability …

Joint Lm Test For Homoskedasticity In A One-Way Error Component Model, Badi H. Baltagi, Georges Bresson, Alain Pirotte Jan 2005

Joint Lm Test For Homoskedasticity In A One-Way Error Component Model, Badi H. Baltagi, Georges Bresson, Alain Pirotte

Center for Policy Research

This paper considers a general heteroskedastic error component model using panel data, and derives a joint LM test for homoskedasticity against the alternative of heteroskedasticity in both error components. It contrasts this joint LM test with marginal LM tests that ignore the heteroskedasticity in one of the error components. Monte Carlo results show that misleading inference can occur when using marginal rather than joint tests when heteroskedasticity is present in both components.

Ranking Inequality: Applications Of Multivariate Subset Selection, William C. Horrace, Joseph T. Marchand, Timothy M. Smeeding Jan 2005

Ranking Inequality: Applications Of Multivariate Subset Selection, William C. Horrace, Joseph T. Marchand, Timothy M. Smeeding

Center for Policy Research

Inequality measures are often presented in the form of a rank ordering to highlight their relative magnitudes. However, a rank ordering may produce misleading inference, because the inequality measures themselves are statistical estimators with different standard errors, and because a rank ordering necessarily implies multiple comparisons across all measures. Within this setting, if differences between several inequality measures are *simultaneously* and statistically insignificant, the interpretation of the ranking is changed. This study uses a multivariate subset selection procedure to make simultaneous distinctions across inequality measures at a pre-specified confidence level. Three applications of this procedure are explored using country-level data …

Constitutionalization, Girardeau A. Spann Jan 2005

Constitutionalization, Girardeau A. Spann

Georgetown Law Faculty Publications and Other Works

Students of constitutional law tend to suspect pretty early on that the Constitution simply means whatever the Supreme Court says that it means. Rather than fight that intuition, I think it is best to treat the student insight as one of the basic starting assumptions when teaching a course in Constitutional Law. The goal then becomes to help students figure out how best to maneuver and feel comfortable in a legal universe where the Constitution has only contingent meaning.

What the Supreme Court does when it clothes its political policy preferences in the garb of constitutional law can be described …

Telling Stories And Keeping Secrets, Abbe Smith Jan 2005

Telling Stories And Keeping Secrets, Abbe Smith

Georgetown Law Faculty Publications and Other Works

Nothing is better than a good story. You don't need to be a trial lawyer to know this, but you wouldn't be a very good trial lawyer if you didn't. There is a reason trial lawyers are favored dinner party guests: if the food is a flop, the energy level low, and the people in attendance do not have much in common, there will at least be a good story for entertainment. Good trial lawyers have the gift of gab and a bounty of endless material.

Criminal trial lawyers have it even better. They don't just recount tales involving conflict …

Direct Vs. Indirect Obligations Of Corporations Under International Law, Carlos Manuel Vázquez Jan 2005

Direct Vs. Indirect Obligations Of Corporations Under International Law, Carlos Manuel Vázquez

Georgetown Law Faculty Publications and Other Works

International law today addresses the conduct of private corporations in a variety of areas. With very few exceptions, however, international law regulates corporate conduct indirectly--that is, by requiring states to enact and enforce regulations applicable to corporations and other non-state actors. Only a small number of international legal norms--primarily those relating to war crimes, crimes against humanity, and forced labor--apply directly to non-state actors. Scholars have argued forcefully that international law should move in the direction of directly imposing obligations on corporations. These arguments overlook important aspects of the problem. If international legal norms were extended to corporations and backed …

Gay Is Good: The Moral Case For Marriage Equality And More, Chai R. Feldblum Jan 2005

Gay Is Good: The Moral Case For Marriage Equality And More, Chai R. Feldblum

Georgetown Law Faculty Publications and Other Works

The struggle for marriage equality in this country is ripe for an intervention. If the effort continues along in the manner in which it has been headed, gay couples may or may not succeed in gaining access to civil marriage. But even if gay couples succeed in "getting marriage," the gay rights movement may have missed a critical opportunity-a chance to make a positive moral case for gay sex and gay couples. In other words, it will have missed the opportunity to argue that "gay is good."

Moreover, to the extent that the struggle for marriage equality focuses solely on …

Squaring The Circle? Reconciling Sovereignty And Global Governance Through Global Government Networks (Review Of Anne-Marie Slaughter, A New World Order), Kenneth Anderson Jan 2005

Squaring The Circle? Reconciling Sovereignty And Global Governance Through Global Government Networks (Review Of Anne-Marie Slaughter, A New World Order), Kenneth Anderson

Book Reviews

This book review summarizes and critiques A New World Order, offering both an internal critique of the argument's consistency as well as an outside critique of the argument from the standpoint of the value of democratic sovereignty. The review locates Slaughter's argument within the debate over international relations realism and idealism, and further locates it within a continuum of seven idealized positions in the debate between global governance and sovereignty, with pure sovereignty at one extreme and world government at the other, with the most relevant positions of democratic sovereignty and liberal internationalism located in the middle. The article concludes …
