Outsourcing Of Kytc Project Delivery Functions, Donn E. Hancher, April Brenneman, Robin Meagher, Paul M. Goodrum

Kentucky Transportation Center Research Report

The rise in daily travelers on highways due to population growth, and higher quality and service expectations of the public, are putting increased demands on DOTs today. These demands, combined with decreasing staff sizes and changing resources, are causing DOTs to investigate alternative methods for accomplishing their essential functions. A major option is to contract out more of their work to external parties, commonly called “outsourcing .” The purpose of this project was to evaluate the potential effectiveness, benefits, concerns and implementation requirements of outsourcing by the Kentucky Department of Highways.

This report looks at current outsourcing practices in other …

Pipeline Transportation Of Petroleum Products In Nigeria: Threats, Challenges And Prospects., G. T. Arosanyin Jun 2005

Pipeline Transportation Of Petroleum Products In Nigeria: Threats, Challenges And Prospects., G. T. Arosanyin

Economic and Financial Review

Pipeline transportation as a mode is crucial for the distribution of petroleum products in Nigeria. The mode has contributed immensely to the movement of crude oil and refined products across the country and for export. The contribution of this mode is, however, under threat from natural ruptures, vandalization, and sub-optimal usage of pipelines. The constraints of other modes in the haulage of refined products over long distances provide a great challenge and opportunity for the pipeline mode to explore. For the pipeline mode to take full advantage of these opportunities, the government must expand the pipeline network, maintain properly the …

Researching Female Public Toilets: Gendered Spaces, Disciplinary Limits, Barbara Penner Jun 2005

Researching Female Public Toilets: Gendered Spaces, Disciplinary Limits, Barbara Penner

Journal of International Women's Studies

I have always been drawn to study intimate yet public spaces – most notably Victorian ladies’ public lavatories and American honeymoon suites. Such research raises larger questions concerning the legitimacy of certain objects of inquiry and of feminist and interdisciplinary work in general. This paper aims to go behind the curtain of academic research and to think about the challenges one faces “back-stage” when investigating spaces or objects connected intimately to sexuality and the gendered body.

The Political Economy Of Desire: Geographies Of Female Sex Work In Havana, Cuba, Cynthia Pope Jun 2005

The Political Economy Of Desire: Geographies Of Female Sex Work In Havana, Cuba, Cynthia Pope

Journal of International Women's Studies

The global political economy of desire influences the construction of gendered spaces in Cuba. One of the results of increasing global linkages has been the rise in sex tourism throughout the world. This is particularly salient in Havana where girls and women are increasingly being drawn to commercial sex work as a means for economic survival and access to dollars-only places, such as restaurants, hotels, nightclubs, and stores. Despite forty years of gender equity laws and a highly-educated population, sex work in Cuba has come full circle, and the nation is quickly gaining the reputation, “the Thailand of the Caribbean.” …

Copyrighting American History: International Copyright And The Periodization Of The Nineteenth Century, Claudia Stokes Jun 2005

Copyrighting American History: International Copyright And The Periodization Of The Nineteenth Century, Claudia Stokes

English Faculty Research

With the publication in 1930 of the third and final volume of his Main Currents in American Thought, Vernon Parrington gave singular shape and force to an already established paradigm of the American nineteenth century as two discrete eras, hinged politically and culturally by the Civil War. After 1865, goes the familiar narrative, the Boston Brahmins and their ‘‘love of standards’’ were unseated by itinerant, gritty, self-made writers based in New York. For Parrington, this literary restaging of the American Revolution, in which Old World aristocratic power fell at the hands of an American populism, was best exemplified by …

The Analysis Of A Link Between A Remote Local Area Network And Its Server Resources, Theresa D. Beaver Jun 2005

The Analysis Of A Link Between A Remote Local Area Network And Its Server Resources, Theresa D. Beaver

Theses and Dissertations

As the Air Force transitions to an expeditionary force, the service's ability to provide computer capabilities at remote locations becomes more and more paramount. One way to provide this support is to create a Local Area Network (LAN) in which the workstations are positioned at the deployed location while the servers are maintained at a Main Operating Base (MOB). This saves the military money, because it eliminates the need to purchase and deploy server equipment as well as eliminating the need to deploy personnel to set-up and maintain the servers. There is, however, a tradeoff. As the number of personnel …

Transnational Health Promotion: Social Well-Being Across Borders And Immigrant Women's Subjectivities., Denise Gastaldo, Amoaba Gooden, Notisha Massaquoi Jun 2005

Transnational Health Promotion: Social Well-Being Across Borders And Immigrant Women's Subjectivities., Denise Gastaldo, Amoaba Gooden, Notisha Massaquoi

Wagadu: A Journal of Transnational Women's & Gender Studies

In this article, the authors use two qualitative studies to address transnationalism in the intersection of migration, gender and health promotion studies. The experiences of women who have recently (less than 3 years ago) immigrated to Canada are examined focusing on their transnational health promotion activities. Despite the invisibility of women’s unpaid work in transnational and migration studies, we argue that the well-being of families, communities and nations is currently being produced in local, national, and international networks of health promotion and care giving and by the wealth generated by women’s labour. Our contribution is to bring together gendered health …

But... Can The Subaltern Sing?, Rebecca Romanow Jun 2005

But... Can The Subaltern Sing?, Rebecca Romanow

CLCWeb: Comparative Literature and Culture

In her paper, "But... Can the Subaltern Sing?," Rebecca Romanow discusses the dominance of the English language in rock music and the cultural values and global power that are exerted through the exportation of rock by American and British bands. Further, she explores the question of the ways in which this music represents an area of popular culture where the voices of the non-English speaking and the non-Western are silenced. Salman Rushdie, in The Ground Beneath Her Feet, complains that rock music "is precisely one of those viruses with which the almighty West has infected the East, one of the …

Gis, Gps, And Remote Sensing Technologies In Extension Services: Where To Start, What To Know, Katherine A. Milla, Alfredo Lorenzo, Cynthia Brown

Journal of Extension

The rapid development and integration of spatial technologies such as Geographic Information Systems, the Global Positioning System, and remote sensing, have created many new tools for Extension professionals, but have also widened the "digital divide," leaving many with little understanding of the technology and potential applications. This article presents examples of Extension-related applications of GIS-GPS-RS technologies and discusses how to go about learning more and determining if these technologies would be useful. Examples and recommendations are taken from the literature and from the authors' own experience.

Applications Of Integrated Data Viewer – Idv In An Introductory Meteorology Class For Non-Science Majors, Ricardo C. Nogueira Jun 2005

Applications Of Integrated Data Viewer – Idv In An Introductory Meteorology Class For Non-Science Majors, Ricardo C. Nogueira

Masters Theses

Computer products developed to visualize and integrate meteorological products with real-time data can create a virtual reality of the atmosphere. These advanced technologies help educators to improve teaching techniques in the classroom for science and non-science majors and increase the students' interest in learning as well. One of these products, the Integrated Data Viewer (IDV), was recently developed by University Corporation for Atmospheric Research (UCAR) project, Unidata, to visualize and integrate geoscience data. This study compares students' performance in the laboratory sessions using IDV-based and MANUAL-based exercises. Comparison of lab scores with exam scores of questions on the same topic …

Successful Superfund Site Restoration: A Case Study Of Independence Grove Forest Preserve, Linnea E. Hruska Jun 2005

Successful Superfund Site Restoration: A Case Study Of Independence Grove Forest Preserve, Linnea E. Hruska

Masters Theses

The United States Superfund program has been quite controversial since it was established under the Comprehensive Environmental Response, Compensation, and Liability Act in 1980. Several people feel that the enormous amounts of time and money invested in the Superfund program are not worthwhile because so many sites remain far from being cleaned up. Nevertheless, some successful site restorations have been achieved under this program. The Petersen Sand & Gravel site is one of these success stories. This thesis examines why the Petersen Sand & Gravel site was able to experience such success under the Superfund program by taking history, economics, …

A Comparison Of The Portland And San Jose Light Rail Planning Processes, Brad Sedin Jun 2005

A Comparison Of The Portland And San Jose Light Rail Planning Processes, Brad Sedin

Master's Projects

The two cities of San Jose, California, and Portland, Oregon, faced some similar transportation-related decisions in the 1970s. Leaders for each city were beginning to understand the connection between land use and transportation. Each metropolitan area was faced with the challenges of revitalizing its downtown, managing its boundaries, providing traffic congestion relief, and creating transportation systems that would benefit the cities and endure into the next century. In the 1970s, leaders in each region made the decision to construct light rail systems. In this paper I analyze the events that led Portland and San Jose to dramatically change their transportation …

Maps And Meaning: Reading The Map Of The Holy Land, Noga Collins-Kreiner Jun 2005

Maps And Meaning: Reading The Map Of The Holy Land, Noga Collins-Kreiner

The Qualitative Report

The research methods of hermeneutics and semiotics were used to analyze maps of the Holy Land. The main conclusion of this study is how those methods could help us to read and understand maps. Other issues of concern are which religious elements actually appear and their form of representation in the range of maps. Narratives identified on the various maps were the holy Christian narrative- which proved the most dominant, the Jewish narrative and the Muslim narrative that was rarely found in the maps, even in those with a Palestinian narrative. A ubiquitous finding was disregarded for political issues, although …

Introduction: Volumes, Valerie Begley, Olga Gershenson Jun 2005

Introduction: Volumes, Valerie Begley, Olga Gershenson

Journal of International Women's Studies

This special issue of the JIWS seeks to examine the topic of gendered constructions of space(s). How does space structure our understanding of gender? How does it participate in cultural constructions of race, class, and sexuality? What are the political and economic dimensions of the spaces that we construct and that construct us? In this issue we wanted to explore the role(s) that space plays in shaping and maintaining identities and power relations. Far from being neutral or self-evident, we take space to be a site and a means of cultural power, informed by a set of historically and culturally …

Your Humble Servant Shows Himself: Don Saltero And Public Coffeehouse Space, Angela Todd Jun 2005

Your Humble Servant Shows Himself: Don Saltero And Public Coffeehouse Space, Angela Todd

Journal of International Women's Studies

In 1695, James Salter, who fashioned himself as “Don Saltero,” opened a coffeehouse on a respectable corner in Chelsea. The chief attraction of the coffeehouse, from Salter’s point of view, was the array of natural science detritus and colonial souvenirs displayed on the walls and ceiling. For the price of a cup of coffee, patrons could view the immensity of England’s global grasp, and ponder the bizarre workings of far-away lands and the earth’s creatures. What is noteworthy about Salter’s collection, however, is not the oddities on display—and there were many—but that his collection overlapped considerably with that of the …

Absent Homosexuality: The Mediated Discourses Of Masculinity On The Design And Construction Of The Sydney Opera House, Greg Young Jun 2005

Absent Homosexuality: The Mediated Discourses Of Masculinity On The Design And Construction Of The Sydney Opera House, Greg Young

Journal of International Women's Studies

This paper examines the controversy surrounding the construction of the Sydney Opera House at mid-century, and the role of “absent” homosexuality in shaping the new ideals of the country as a modern nation. Australian popular culture--in this instance, the Opera House--is an example of “feminine” culture being incorporated into what had hitherto been a masculinist Australian civic identity. The public discourse surrounding the opera house reveals clear anxieties regarding gender and sexuality in Australia in the 1950s, and the inherently unstable narratives of gender and sexuality under Australian patriarchy from the 19th century onwards. Henning Bech’s notion of “absent homosexuality” …
