Mosaic is the story of Alicia O'Day, a woman who looks back at her life from the vantage point of middle age and attempts to arrange the shards of her past into something meaningful. As she relates her story, illustrating her errors, we realize she has changed and grown enough to see herself with added wisdom and humor. The chaos of her younger days is seen as a learning process. The broken vessel has been mended, and the scars from the seams add interest to the original piece.

Seeking Story: Finding The Modern Day Folktale In The Daily News, Brandice Palmer

This study explores the local news story for evidence of the folktale tradition. It examines a range of local news stories for their folktale functions. The study compares the cultural and psychological function of the news story to that of the folktale and compares the functional definition of folklore to that of journalism. The study also explores the idea of a classifiable sphere of formal character, motif and plot functions that may be explored within the news story and folktale texts. Public Administration And Shared Power: Understanding Governance, Networks, And Partnerships, H. George Frederickson, David Matkin

Working Group on Interlocal Services Cooperation

Starting with the “consolationist” and “fragmentationist” arguments in American local government and contemporary patterns of increasing jurisdictional cooperation and regionalization, this paper examines patterns of jurisdictional cooperation and power sharing in metropolitan regions, and analyses the influence of extrajurisdictional benefits on local government decisions to engage in regional agreements. Our findings are based on a survey of local government officials in the Kansas City Metropolitan area. Cooperation is examined using an Axelrod-type prisoner’s dilemma scenario. Participants include elected officials, chief administrative officers, and department-level administrators—Police Chiefs, Parks and Recreation Directors, Fire Chiefs, and Public Works Directors. Which Local Governments Cooperate On Public Safety?: Lessons From Michigan, Jered B. Carr, Kelly Leroux

Working Group on Interlocal Services Cooperation

Despite the increased interest in voluntary services cooperation, little is known about the factors that encourage local governments to enter into collaborative services arrangements with each other. This paper addresses this question through an analysis of interlocal contracting arrangements for police and fire services reported by 464 local governments in Michigan. While the contracting of public services is increasing common in local governments across the country, collaborations on police and fire services have proved far more difficult to achieve. Cooperative Municipal Service Provision: A Political-Economy Framework For Understanding Intergovernmental Cooperation, Elisabeth R. Gerber, Clark C. Gibson

Working Group on Interlocal Services Cooperation

We develop and apply a theoretical framework for understanding how local governments respond to the perceived costs and benefits of intergovernmental cooperation. Our theory connects local government decisions to economic and political costs and benefits at both the local and regional levels, as well as the institutional context in which collaborative decisions take place. We develop and test hypotheses with data from a sample of regional councils. We find preliminary support for our institutional, local, and regional hypotheses

Modeling Hurricane Evacuation Vulnerability: A Case Study Of Pinellas County, Florida, Raymond A. Miller Jr.

Determining where people are most likely to suffer losses and have difficulty in evacuating from a hurricane is important to developing a hurricane response strategy. This thesis proposes a methodology for modeling and assessing evacuation vulnerability to a specific hurricane and applies this method to study Pinellas County, Florida.

The vulnerability of Pinellas County to evacuation problems and the degree of loss that may be suffered from a hurricane is quantified in the Hurricane Evacuation Vulnerability Index. This index is the sum of three indices that represent social, transportation, and geophysical aspects of hazards research. Social vulnerability is assessed with …

Architectural Lessons Of Carlo Lodoli (1690-1761): Indole Of Material And Of Self, Marc J. Neveu

Architecture

Carlo Lodoli (1690-1761) exists as a footnote in most major history books of modern architecture. He is typically noted for either his influence on the Venetian Neoclassical tradition or as an early prophet to some sort of functionalism. Though I would not argue his influence, I doubt his role in the development of a structurally determined functionalism. The issue of influence is always present as very little of his writings have survived and his built work amounts to a few windowsills. He did, however, teach architecture. I propose to explore the pedagogic potential of Lodoli’s lessons of architecture.

Assimilation And Differences Between The Settlement Patterns Of Individual Immigrants And Immigrant Households, Mark Ellis, Richard Wright

Analyses of immigrant settlement patterns typically rely on counts of foreign-born individuals by neighborhood, metropolitan area, state, or region. As an alternative, this study classifies immigrants and their descendents into household types to shift attention from individuals to relationships between individuals. The study uses pooled current population survey data to identify seven household types, six of which have various degrees of immigrant or second-generation presence. The research compares distributions of first- and second-generation immigrants with different types of households that include first- and second-generation immigrants. Three developments have created challenges for political representation in the U.S. and particularly for the use of territorially based representation (election by district). First, the demographic complexity of the U.S. population has grown both in absolute terms and in terms of residential patterns. Second, legal developments since the 1960s have recognized an increasing number of groups as eligible for voting rights protection. Third, the growing technical capacities of computer technology, particularly Geographic Information Systems, have allowed political parties and other organizations to create election districts with increasingly precise political and demographic characteristics.
