The Deregulation Of International Trucking In The European Union: Form And Effect, Francine Lafontaine, Laura M. Valeri Apr 2005

The Deregulation Of International Trucking In The European Union: Form And Effect, Francine Lafontaine, Laura M. Valeri

Law & Economics Working Papers Archive: 2003-2009

This paper examines how the deregulation of the international road transport industry in Western Europe has affected 1- the total quantity of cross-border road transport in the region; 2- the degree to which shippers outsource rather than integrate vertically their cross-border transport needs; and 3- the extent to which different countries participate in international road freight transport in Western Europe. Not surprisingly, we find that deregulation has had a large positive effect on the amount of international road transport net of the effect of the trade ties that grew over time among European Union countries. Moreover, consistent with the fact …

Snowpack Control Over The Thermal Offset Of Air And Soil Temperatures In Eastern North Dakota, Andrew Grundstein, Paul E. Todhunter, Thomas Mote Apr 2005

Snowpack Control Over The Thermal Offset Of Air And Soil Temperatures In Eastern North Dakota, Andrew Grundstein, Paul E. Todhunter, Thomas Mote

Geography & Geographic Information Science Faculty Publications

[1] The close relationship between air and ground temperatures has been used to reconstruct paleoclimate conditions from ground temperatures. Unfortunately, the presence of snow decouples air and ground temperatures and obscures their relationship. The objective of this paper is to investigate the role that snowpack conditions play in affecting the relationship between air and soil temperatures. The annual thermal offset between mean annual soil and air temperatures is examined over a 12 year period (1990–2002) at Fargo, ND, using observed soil temperatures along with simulations from a physically based snowpack model. Early season snow cover does not necessarily lead to …

Trading And Distribution In China, Lester Ross, Kenneth Zhou Apr 2005

Trading And Distribution In China, Lester Ross, Kenneth Zhou

Wilmer Cutler Pickering Hale and Dorr Antitrust Series

Trading and distribution rights were major issues in the negotiation of China’s entry to the World Trade Organisation, a process which took 14 years before concluding in late 2001. Trading rights, i.e. the right to import and export goods, had historically been mainly restricted to a small number of largely sector-specific state-owned monopoly trading enterprises. Trading rights were modestly liberalised in the years preceding China’s entry, but generally remained tightly restricted.

Morels: a morsel after the fire: Last year's Interior wildfires may provide Alaskans with a bumper crop of morels in 2005 and 2006. These sought-after mushrooms are a valuable forest product and grow profusely in the year immediately after a fire. Scientists are studying their genetics and growth patterns, and the potential for commercial morel harvesting in Alaska. / Deirdre Helfferich -- Students and Environmental Ethics: Three undergraduate students in SNRAS's environmental ethics class describe formative experiences in their lives that led to guiding principles for their relationship with their environment. / Amy Craigen, Christopher Held, and Ben Meyer -- …

Economic Development Through State Ownership Of Oil And Gas: Evaluating Alaska's Royalty-In-Kind Program, Matthew Berman Apr 2005

Economic Development Through State Ownership Of Oil And Gas: Evaluating Alaska's Royalty-In-Kind Program, Matthew Berman

ISER Reports

Government owners of petroleum subsurface rights often face constituent pressure to exercise control over the disposition of these resources in pursuit of economic development objectives. At the same time, states cannot simply dissipate the potential rent from their resources without losing a principal revenue source. The paper takes a retrospective look at the state of Alaska's policies and programs regarding disposition of oil and gas resources, focusing on the evolution of the royalty-in-kind program. It examines the relative success of different programs in achieving objectives of import substitution and value-added export relative to the cost in foregone revenue. The analysis …

Thus it is a report that exemplifies inter-branch collaboration on an important policy issue in the criminal justice system.

Sustainable Economic Development For The Prince William Sound Region, Ginny Fay, Steve Colt, Tobias Schwoerer Apr 2005

Sustainable Economic Development For The Prince William Sound Region, Ginny Fay, Steve Colt, Tobias Schwoerer

ISER Reports

The Prince William Sound area possesses an array of the attractions that draw people to visit and live in Alaska: dramatic peaks and glaciers, an intricate coastline, old growth rainforest, alpine meadows, abundant wildlife, and distinct small towns and villages. It offers a valuable combination of accessibility and wilderness solitude. The area has many of the resources and products needed to position itself as a premier destination for the adventure, cultural, educational and ecotourism market segments. A key challenge for the region is to capture these economic opportunities while maintaining control over residents’ economic future and quality of life. The …

Constitutional Change In The Circumpolar Periphery: A Comparative Case Study, Steven Eric Smyth Apr 2005

Constitutional Change In The Circumpolar Periphery: A Comparative Case Study, Steven Eric Smyth

Arctic and Northern Studies

This dissertation probes the origins of intercultural conflict and regional disparity in the circumpolar North. The dissertation asserts that the national governments of Denmark, the United States and Canada have utilized policies of internal colonialism in Alaska, Greenland and the Yukon Territory, and that those policies have shaped inter-cultural relations and contributed to regional disparities in their northern jurisdictions. Michael Hecther's and Dale Johnson's definitions of internal colonialism are utilized for the purposes of this study. The dissertation uses a comparative case study approach, reviewing how national government policies evolved and were applied in Alaska, Yukon and Greenland. It treats …
