Artificial neural networks have proven to be an attractive mathematical tool to represent complex relationships in many branches of hydrology. Due to this attractive feature, neural networks are increasingly being applied in subsurface modeling where intricate physical processes and lack of detailed field data prevail. In this paper, a methodology using modular neural networks (MNN) is proposed to simulate the nitrate concentrations in an agriculture-dominated aquifer. The methodology relies on geographic information system (GIS) tools in the preparation and processing of the MNN input–output data. Despite Alarmists, 'Kelo' Decision Protects Property Owners And Serves The General Good, John R. Nolon, Jessica A. Bacher

The United States Supreme Court’s decision in Kelo v. City of New London, has spurred national debate, as many people portray the court’s decision as a damaging blow to private property rights. In Kelo, the court confirmed local government’s ability to condemn property in an area designated as blighted by the state, in order to encourage economic development. This article highlights several positive examples of this sort of condemnation in New York case law, where the public interest was served by economic redevelopment. The article goes further, to distinguish several legal decisions from Kelo, where courts invalidated condemnations upon a …

'Takings' Clarified: U.S. Supreme Court Provides Clear Direction, John R. Nolon, Jessica A. Bacher

The United States Supreme Court holding in Lingle v. Chevron U.S.A., Inc. clarified years of takings jurisprudence and overturned a controversial decision in the case of Agins v. City of Tiburon. This article discusses how the Lingle court denounced the “substantially advances” test created in Agins, as a due process inquiry rather than a proper takings test. The Lingle court instead opted to create a clear four-category paradigm for takings cases, which focuses on the burden the government places on private property rights in order to distinguish takings categories.

In many engineering applications, we have to combine probabilistic and interval uncertainty. For example, in environmental analysis, we observe a pollution level x(t) in a lake at different moments of time t, and we would like to estimate standard statistical characteristics such as mean, variance, autocorrelation, correlation with other measurements. In environmental measurements, we often only measure the values with interval uncertainty. We must therefore modify the existing statistical algorithms to process such interval data.

In this paper, we provide a survey of algorithms for computing various statistics under interval uncertainty and their computational complexity. The survey includes both known …

The Unionid Mussel Fauna Of Northeastern Ohio’S Grand River, Martin K. Huehner, Robert A. Krebs, Gregory Zimmerman, Melissa Mejia

Unionid mussel distribution, numbers, and species were examined in the Grand River to provide a recent and comprehensive study of mussels from northeast Ohio’s longest river. The entire length of the Grand was canoed and examined for unionid mussel beds, with the exception of upstream areas where the river was small; SCUBA was used to survey just upstream of Fairport Harbor. The lower river, designated Grand River’s Wild and Scenic section, was studied in 1995, the middle reaches, called the Scenic section, were surveyed in 1996, and completion of the headwater region followed in 1998. After the 1916 success of General relativity that explained gravity by adding time as a fourth dimension, physicists have been trying to explain other physical fields by adding extra dimensions. In 1921, Kaluza and Klein has shown that under certain conditions like cylindricity (dg_{ij}/dx^5=0), the addition of the 5th dimension can explain the electromagnetic field. The problem with this approach is that while the model itself is geometric, conditions like cylindricity are not geometric. This problem was partly solved by Einstein and Bergman who proposed, in their 1938 paper, that the 5th dimension is compactified into a small circle S^1 …

The rise in daily travelers on highways due to population growth, and higher quality and service expectations of the public, are putting increased demands on DOTs today. These demands, combined with decreasing staff sizes and changing resources, are causing DOTs to investigate alternative methods for accomplishing their essential functions. A major option is to contract out more of their work to external parties, commonly called “outsourcing .” The purpose of this project was to evaluate the potential effectiveness, benefits, concerns and implementation requirements of outsourcing by the Kentucky Department of Highways.

Maps And Meaning: Reading The Map Of The Holy Land, Noga Collins-Kreiner

The Qualitative Report

The research methods of hermeneutics and semiotics were used to analyze maps of the Holy Land. The main conclusion of this study is how those methods could help us to read and understand maps. Other issues of concern are which religious elements actually appear and their form of representation in the range of maps. Narratives identified on the various maps were the holy Christian narrative- which proved the most dominant, the Jewish narrative and the Muslim narrative that was rarely found in the maps, even in those with a Palestinian narrative. Fuels Campaign (TRP)

This project will examine inert matrix fuels containing ZrO2 and MgO as the inert matrix, with the relative amount of MgO varied from 30% to 70% in ZrO2. Reactor physics calculations will be used to examine suitable quantities of burnable poisons from the candidate elements Gd, Er, or Hf with reactor grade Pu providing the fissile component, with up to 10 % of 239Pu. Ceramics will be synthesized and characterized based on the reactor physics results. The solubility the fuel ceramics, in reactor conditions, reprocessing conditions, and repository conditions, will be investigated in a manner to …

This report presents results of the analysis performed within the framework of “Dissolution, Reactor, and Environmental Behavior of ZrO2-MgO Inert Fuel Matrix” project managed by University of Nevada at Las Vegas, Harry Reid Center for Environmental Studies. The main objective of the study was to explore the basic neutronic feasibility of using MgO-ZrO2 as inert fuel matrix for Pu recycling in conventional Light Water Reactors (LWR).

Geographical Information Systems (GIS) play an important role in environmental management solutions, and they are being used with increasing frequency in environmental studies. The use of GIS technology in environmental studies provides a better way to manage, analyze, display and share the information. In this thesis, I automated a process for constructing GIS maps of odor complaints and inspections that have been used to study odor complaints in the vicinity of three landfills in Jefferson Parish. I provided an application that integrates daily environmental observation and monitoring data into a GIS and publishes the resulting maps through the Internet. The …

Linking Local Knowledge And Fisheries Science: The Case With Humpback Whitefish (Coregonus Pidschian) In Interior Alaska, Melissa Anne Robinson

Humpback whitefish (Coregonus pidschian) are the main subsistence fish for the residents of the Athabascan village of Northway. Local residents' concerns over whitefish and gaps in knowledge in the scientific community about whitefish basic ecology provided a basis for collaboration between fisheries scientists, social scientists, and Northway Village. Through semi-directed interviews and participant observation, I documented and linked local and scientific knowledge about whitefish. Trust, formed in part by my engagement with the community, was essential to meaningful collaboration between local and scientific experts.
