Transportation Planning, Policy, and Processes (TP3) Final Reports

To assist FDOT with updating the Florida Transportation Plan in coordination with metropolitan planning organization (MPO) planning activities and plans, CUTR was asked to: 1) review and summarize Florida MPO long range transportation plan (LRTP) goals, objectives and planning priorities; 2) assess the status of regional transportation planning products; and 3) document the research method used in 2002 to prepare a 20-year statewide transportation shortfall and discuss the practicality and validity of extrapolating that financial shortfall estimate using data from a small sample of MPOs.

When physical quantities xi are numbers, then the corresponding measurement accuracy can be usually represented in interval terms, and interval computations can be used to estimate the resulting uncertainty in y=f(x1,...,xn).

In some practical problems, we are interested in more complex structures such as functions, operators, etc. Examples: we may be interested in how the material strain depends on the applied stress, or in how a physical quantity such as temperature or velocity of sound depends on a 3-D point.

For many such structures, there are ways to represent uncertainty, but usually, for each new structure, we have to perform …

Complex systems, such as urban systems, emerge unpredictably without the influence of central control as a result of adaptive behavior by their component, interacting agents. This paper analyses city size distributions, by decade, from the south-western region of the United States for the years 1890–1990. It determines if the distributions were clustered and documents changes in the pattern of clusters over time. Clusters were determined utilizing a kernel density estimator and cluster analysis. The data were clustered as determined by both methods. The analyses identified 4–7 clusters of cities in each of the decades analysed. Cities cluster into size classes, …

Valuing Wildfire Risk Mitigation In Kyle Canyon, Nevada, James P. O'Brien

The federal government lists Kyle Canyon, Nevada, as an at-risk wildland-urban interface community. Stakeholders' attitudes and preferences about wildfires and mitigation options were assessed through a survey. 541 surveys were sent and 107 returned. More than a majority of stakeholders report the chances of wildfire occurrence as very likely. Stakeholders demonstrate consensus in reporting high concern about wildfire potential for Kyle Canyon, Nevada. Fire fighters assign the greatest responsibility for mitigating wildfire risks to Clark County, Nevada, and the federal government, while resident property owners do not assign responsibility consistently to any particular group. The diversity of planktonic organisms was studied for seven months in Lake Wapalanne and Lake Ocquittunk (Stokes State Forest), Sussex County, New Jersey. Relative abundance and species diversity were studied as well as water quality including parameters: temperature, pH, dissolved oxygen, conductivity and depth of lakes. The data of seasonal changes in abundance of organisms and water quality was compared between both lakes.

Three stations were set up along the straight line on Lake Wapalanne, buoyed by diatometers, which were used for diatom collection. There were also three stations located along the sides of Lake Ocquittunk arbitrary picked. Plankton samples …

Teachers' Decision-Making About Place-Based Education And State Testing, Timothy G. Thomas

The Rural Educator

This qualitative study examined the effects of a high-stakes, standardized test on teachers' instructional planning at a rural school. The research addressed this question: How do mandated curricular standards affect teachers' instructional planning and content selection? Ethnographic interviews (Creswell, 1998) examined four secondary teachers' perceptions of the effects of high-stakes standardized tests on their work. Case study methodology (Yin, 1994) guided the analysis of the data. Each participant had several years' experience teaching at Mollusk Island School, and each teacher had previously included place-based lessons (e.g. environmental studies, cultural history) in his/her repertoire. The objective of this paper is to investigate links between the strength and type of social networks, as a collective or community characteristic, and private forest conservation activity in rural Nepal. Using rural household data from the Nepal Living Standards Survey, this paper tests the effects of alternative social network (SN) indices on the number of trees planted on private land. To handle excess zeros and overdispersion in the data, we use the zero-inflated negative binomial (ZINB) model, while testing and correcting for endogeneity in the SN indices. California’s Ocean Economy is the most expansive study of its kind in the nation and provides an update to the 1994 economic study conducted by the California Research Bureau and later released as part of the Resources Agency ocean strategy titled, California’s Ocean Resources: An Agenda for the Future. This report from the National Ocean Economics Program (NOEP) provides a more comprehensive understanding of the economic role of California’s ocean resources than has been available to date. In many areas of science and engineering, it is desirable to estimate statistical characteristics (mean, variance, covariance, etc.) under interval uncertainty. For example, we may want to use the measured values x(t) of a pollution level in a lake at different moments of time to estimate the average pollution level; however, we do not know the exact values x(t) -- e.g., if one of the measurement results is 0, this simply means that the actual (unknown) value of x(t) can be anywhere between 0 and the detection limit DL. This study examines how residents of a Louisiana barrier island think about place in light of slow and rapid onset of coastal land loss. The island community has always faced change due to hurricanes, development, and erosion. Today the island, as well as the region, is faced with great environmental change due to coastal land loss. This paper uses a phenomenological approach to examine how change, caused by a range of environmental factors, is transmitted and understood by residents of Grand Isle, Louisiana.
