Gender, Race, And Risk Perception: The Influence Of Cultural Status Anxiety, Donald Braman, Dan M. Kahan, John Gastil, Paul Stovic, C.K. Mertz

Why do white men fear various risks less than women and minorities? Known as the white male effect, this pattern is well documented but poorly understood. This paper proposes a new explanation: cultural status anxiety. The cultural theory of risk posits that individuals selectively credit and dismiss asserted dangers in a manner supportive of their preferred form of social organization. This dynamic, it is hypothesized, drives the white male effect, which reflects the risk skepticism that hierarchical and individualistic white males display when activities integral to their status are challenged as harmful. The paper presents the results of an 1800-person …
Trial By Market: A Thought Experiment, Michael B. Abramowicz
Trial By Market: A Thought Experiment, Michael B. Abramowicz
GW Law Faculty Publications & Other Works
This Article considers the possibility of providing incentives to judges to decide cases in the same way that an appellate panel would decide them. Random selection of a proportion of cases for retrial could be used to encourage judges to place aside their preferences in deference to the perceived preferences of a majority of judges. Providing such incentives to judges may reduce the need for alternative approaches to reducing judicial discretion, such as substantive law based on rules rather than on discretion. An information market similarly could be used to accomplish the task of adjudication, with some cases randomly selected …
Defining Dicta, Michael B. Abramowicz, Maxwell L. Stearns
Defining Dicta, Michael B. Abramowicz, Maxwell L. Stearns
GW Law Faculty Publications & Other Works
In recent decades, legal scholars have devoted substantially greater attention to studying the origin and nature of stare decisis than to defining the distinction between holding and dicta. This appears counter-intuitive when one considers, first, that stare decisis applies only to holdings of announced precedents, and second, that beyond problematic and rudimentary intuitions, the legal system has failed to develop meaningful definitions of these terms. While lawyers, legal scholars, and jurists likely assume that they can identify dicta when they see it, a careful analysis that categorizes the range of judicial assertions in need of proper characterization reveals that defining …

Uncitral Considers Electronic Reverse Auctions, As Comparative Public Procurement Comes Of Age In The U.S., Christopher R. Yukins, Don Wallace Jr.
GW Law Faculty Publications & Other Works
This article reports on the United Nations Commission on International Trade Law (UNCITRAL) review of electronic reverse auctions in procurement systems around the world. The article describes the U.S. experience, including the stalled regulatory initiative regarding reverse auctions. Drawing on the literature and on UNCITRAL studies from procurement systems in Asia, Europe and Latin America, the article cites lessons from other nations' use of reverse auctions. In particular, the article discusses the European Union's new rule on reverse auctions, which is probably the best example, worldwide, of a careful attempt to regulate reverse auctions. The article discusses traditional questions in …
Katrina's Continuing Impact On Procurement - Emergency Procurement Powers In H.R. 3766, Christopher R. Yukins, Joshua I. Schwartz
Katrina's Continuing Impact On Procurement - Emergency Procurement Powers In H.R. 3766, Christopher R. Yukins, Joshua I. Schwartz
GW Law Faculty Publications & Other Works
As Hurricane Katrina relief efforts grow into the billions of dollars, the U.S. Congress is considering additional legislation to liberalize procurement, including H.R. 3766, co-sponsored by Representatives Kenny Marchant and Tom Davis. In these comments on the proposed legislation, Professors Christopher Yukins and Joshua Schwartz asked whether the proposed changes, which would eviscerate competition for most procurement related to disaster relief, are truly necessary. Professor Yukins suggests that, though it might in some circumstances be necessary to dismantle the federal regulatory regime to accommodate a wave of new firms in the federal market, there is too little evidence yet to …

The Quest For A Formula : Parliamentary Remuneration In Western Australia, Michael J. Britton
The Quest For A Formula : Parliamentary Remuneration In Western Australia, Michael J. Britton
Theses: Doctorates and Masters
The Western Australian Payment of Members Act 1900 was promulgated upon two tenets, namely, that Members of Parliament should be compensated for their services to society and that other Australian colonies were already receiving some form of compensation. The premise stipulated that all people, regardless of economic background should be given an opportunity to fulfil the honourable duly of a Representative. Remuneration in this thesis covers the minimalist advent of Parliamentary Remuneration whereby Mrs were compensated by way of a basic salary to the current multifaceted Parliamentary Remuneration which encompasses various structures, processes and is often overarched by complicated determinative …

Theses: Doctorates and Masters
The present study examined the life histories of individuals In Western Australia with a diagnosis of Angelman or Prader-Willi syndrome. Angelman and Prader_Willi syndrome, are phenoypically diverse disorders both of which result from the failure of imprinting at the chrl5qll-q13 locus. In most cases, loss of the maternal imprint from the region leads to Angelman syndrome, while lack of a paternal pattern results in Prader-WilIi syndrome. Between 4-14% of Angelman cases have a mutation in a single gene, UBE3A.

Analysis Of Job-Training Effects On Korean Women, Myoung-Jae Lee, S. J. Lee
Analysis Of Job-Training Effects On Korean Women, Myoung-Jae Lee, S. J. Lee
Research Collection School Of Economics
We analyse job-training effects on Korean women for the period January 1999 to March 2000, using a large data set of size about 52,000. We employ a number of estimation techniques: Weibull MLE and accelerated failure time approach, which are both parametric; Cox partial likelihood estimator, which is semiparametric; and two pair-matching estimators, which are in essence nonparametric. All of these methods gave the common conclusion that job training for Korean women increased their unemployment duration. The trainings were not cost-effective in the sense that they took too much time 'locking in' the trainees during the training span, compared with …
The Relationship Between Corporate Social Performance And Financial Asset Characteristics, Ingebjørg Kristoffersen
The Relationship Between Corporate Social Performance And Financial Asset Characteristics, Ingebjørg Kristoffersen
Theses: Doctorates and Masters
This thesis explores the theoretical and empirical evidence for a relationship between corporate social performance (CSP) and financial characteristics. An empirical analysis is performed to examine the Australian evidence for such a relationship, from a financial asset perspective. CSP data provided by Corporate Monitor Pty. Ltd. are used in the analysis. Specifically, available measures of environmental, social and governance performance of 237 Australian companies are compared with selected financial asset characteristics, including firm size, book-to-market value, financial performance and risk, covering the period between July 1997 and August 2003. Evidence of relationships is sought using bivariate correlations, group comparisons and …
The Common Law Choice Of Law Rules For Resulting And Constructive Trusts, Adeline Chong
The Common Law Choice Of Law Rules For Resulting And Constructive Trusts, Adeline Chong
Research Collection Yong Pung How School Of Law
There is a dearth of authority and in-depth discussion concerning what the choice of law rules are for claims involving the assertion that property is held on a resulting or constructive trust. It is usually thought that the choice of law rules set out by the Hague Convention on the Law Applicable to Trusts and on their Recognition (hereafter the ‘Hague Trusts Convention’), as enacted into English law by the Recognition of Trusts Act 1987, apply. However, it is arguable that this is not so for some types of resulting and constructive trusts, namely those governed by a foreign law; …

A Bootstrap Test For Conditional Symmetry, Liangjun Su, Sainan Jin
Research Collection School Of Economics
This paper proposes a simple consistent non-parametric test of conditional symmetry based on the principle of characteristic functions. The test statistic is shown to be asymptotically normal under the null hypothesis of conditional symmetry and consistent against any conditional asymmetric distributions. We also study the power against local alternatives, propose a bootstrap version of the test, and conduct a small Monte Carlo simulation to evaluate the finite-sample performance of the test.

Drug related incidents are a common form of reported medical errors. This paper reviews the critical incidents related to drug errors reported from the main operating theatre suite in a teaching hospital in a developing country from January 1997 to December 2002. Each report was evaluated individually by two reviewers using a structured process. During this period, 44 874 anaesthetics were administered; 768 critical incidents were reported, 165 (21%) of which were related to drug errors. Underdosage, side-effect/drug reaction and syringe swap were the most common. A total of 76% were classified as preventable; 56% due to human error and …

Ductile Crack Growth Emanating From Sharp Notes In A Low Alloy Steel, Aladdin I. Abu-Assi
Theses
Stable crack growth behavior emanating from a sharp notch is investigated. Material chosen for tests was EN 34 NiCrMo6 low alloy steel (akin to 4340/4330). Tests were carried out on CT specimens for various angles and ratios to obtain load vs, load-line displacement, Ρ-ΔLL, curves. Experimental results were analyzed. A normalization approach of Ρ-ΔLL curves has been attempted and all experimental curves were represented as a single characteristic curve. Such approach has been also applied on experimental data available from other experimental investigations and results were encouraging, as it may address transferability issue. Fracture surfaces were …
The Interactive Question Protocol: Examining The Relationship Between Feedback, Cognitive Development And Student Achievement, G. Simon Richmond
The Interactive Question Protocol: Examining The Relationship Between Feedback, Cognitive Development And Student Achievement, G. Simon Richmond
Theses and Dissertations in Urban Services - Urban Education
Feedback is an essential component of effective learning. The advent of the internet as a delivery mode for distance education has expanded the access many people have to higher learning. Despite many advantages that online courses provide for distance learning students, they often lack real time feedback. A software intervention called the Interactive Question Protocol was designed for this study to provide automated, real time feedback. That treatment was then contrasted against changes in student achievement, satisfaction and participation. Learners can be categorized by Perry's scheme of mental maturity according to how they understand and interpret the knowledge they acquire. …

Inspired by the Municipal preprimary schools of Reggio Emilia, Italy, two art studio teachers and a researcher have explored experiences and meaning in the atelier. When studio teachers document children's thinking through digital photographs. transcribed audio tapes, quotations of a child's verbal thoughts, and copies of their work, an indescribable moment in teacher thinking interweaves with the child's learning, As teachers capture children's representations, investigate, interpret, and share their ideas with colleagues and community-an underlying question emerges. What are studio teachers' experiences o/teaching-learning in the atelier as they utilize documentation, collaboration, and reflection as a way to inform their practices? …

Restoring Image In Party Schools, Rod Pritchard
Restoring Image In Party Schools, Rod Pritchard
Iowa Journal of Communication
College ranking guides have gained prominence and popularity in recent years as consumer-driven parents seek to find the best educational institutions for their children. While The Princeton Review's The Best Colleges publication has emerged as a popular college guide, at least one designation in the annual college guidebook, "Party Schools" (Franek et al., 2004, p. 43), creates a negative image for the colleges and universities listed. In an effort to protect the reputation of these institutions, research indicates that image restoration management techniques are widely implemented. The use of the defensive image restoration strategies is the most common, but the …

Cultivation Of Mesophilic Soil Crenarchaeotes In Enrichment Cultures From Plant Roots, Holly M. Simon, Courtney E. Jahn, Luke T. Bergerud, Marek K. Sliwinski, Paul J. Weimer, David K. Willis, Robert M. Goodman
Faculty Work
Because archaea are generally associated with extreme environments, detection of nonthermophilic members belonging to the archaeal division Crenarchaeota over the last decade was unexpected; they are surprisingly ubiquitous and abundant in nonextreme marine and terrestrial habitats. Metabolic characterization of these nonthermophilic crenarchaeotes has been impeded by their intractability toward isolation and growth in culture. From studies employing a combination of cultivation and molecular phylogenetic techniques (PCR– single-strand conformation polymorphism, sequence analysis of 16S rRNA genes, fluorescence in situ hybridization, and real-time PCR), we present evidence here that one of the two dominant phylotypes of Crenarchaeota that colonizes the roots of …

Assessing The Deterrent Effect Of The Sarbanes-Oxley Act's Certification Provisions, Kathleen A. Lacey, Barbara C. George, Clyde Stoltenberg
Vanderbilt Journal of Transnational Law
In the 1970s, Congress reacted to the financial wrongdoing of Lockheed Corp. and others by enacting § 102 of the Foreign Corrupt Practices Act (FCPA), which (1) requires corporations to keep records that accurately reflect financial transactions and (2) mandates a system of internal accounting controls. Going a step further in 2002, Congress responded to the Enron scandal by imposing personal accountability on chief executive officers in the Sarbanes-Oxley Act (SOA). After recounting responses prior to the existence of the Securities and Exchange Commission (SEC) to corporate abuses and the historical background of the SEC's requirements for corporate financial reporting …

The Dr. Walter Cunningham School for Excellence has three single-sex classrooms in place today. It has one all girls classroom at the second grade level, one all boys classroom at the second grade level, and one very unique all boys classroom at the first grade level. This classroom is unique because the teacher and the students will follow with each other all the way through fifth grade.
Since this is the first year of implementing single-sex classrooms there are many educators who need more clarification on this approach to education. In the following pages the researcher focuses on how the …
The Implications Of Anger And School Violence, Ronda Hilbert
The Implications Of Anger And School Violence, Ronda Hilbert
Graduate Research Papers
A series of highly publicized school shootings in the Untied States generated the misperception of an epidemic of school violence. Fears of school violence stimulated an ill-advised expansion of zero tolerance school discipline policies and the widespread distribution of profiles or warning signs of potentially dangerous students for use by school administrators. This paper presents that little is known about student threats of violence, although students in special education tend to commit disciplinary violations at a higher rate than regular education students according to some studies. Threats of violence pose a dilemma for educators, who must balance federal requirements, the …

Meeting The Accountability Challenge In Guided Reading Instruction, Rachelle E. Jensen
Graduate Research Papers
The demands for accountability and mandated consequences require a balanced and thoughtful approach to literacy instruction. The purpose of this study was to investigate the opinions of teachers regarding the use of guided reading and how it benefits the need to meet the accountability challenge. Seven teachers were chosen to take part in this interviewing process. All of the participants' responses focused on a global theme of accountability. Teachers explained that they were more accountable for their students' instruction through three key factors: accountability through guided reading, accountability through conversations with colleagues, and time based accountability.
