In this submission to the Integrated Fisheries Allocation Advisory Committee (IFAAC), the Department will outline what it believes are the most practical and cost effective ways of managing a system for allocating the abalone resource between the commercial, customary and recreational sectors.
In preparing this submission, it has been noted that because of the limited data on recreational catch outside of the metropolitan area, the Sustainable Harvest Limit (SHL) set for the fishery relates only to the area that is equivalent to Area 7 of the commercial fishery. Efficacy Of Translocations For Restoring Populations Of Black-Tailed Prairie Dogs, Jo Ann L. D. Dullum, Kerry R. Foresman, Marc R. Matchett

We evaluated translocation as a method to promote recovery of black-tailed prairie dogs (Cynomys ludovicianus) after plague-induced population declines in colonies at the Charles M. Russell National Wildlife Refuge, Montana. We translocated prairie dogs in June of 1999 and evaluated the effects of translocation on colony area 1 year and 4 years later. We also assessed effects of release group size and estimated rates of population growth and survival. Initial size of experimental colonies was categorized as inactive (0 ha), small (0.1-2.0 ha), or large (2.0-6.6 ha); numbers of prairie dogs translocated to each colony size class were …

These guidelines are provided for those who routinely collect bird remains from runways or aircraft components for bird strike identification. They are advisory in nature to provide guidance for field biologists and others concerned about highly pathogenic avian influenza. Currently, Avian Influenza (H5N1) has NOT been reported in the United States and we are operating under the following guidelines. These guidelines may be updated periodically.

In aviation, as technology becomes more advanced and more demands are placed on the human operator, warnings have become an important part of display design. Although warnings have made a significant contribution to safety, problems still plague their design. Recent technological advances have been able to give sounds and warnings a three-dimensional quality (3D). This technology enables a person to perceive sound from any direction around the listener without having the sound physically come from that direction. Three-dimensional sounds have been shown to improve target acquisition and collision avoidance in flight (Oving & Bronkhorst, 1999), and may have other future …

The objective of Canada’s National Chronic Wasting Disease Control Strategy is to establish a coordinated national policy and a disease response and management framework to minimize the negative impacts of Chronic Wasting Disease on biodiversity, human and livestock health, the environment and the economy. The ultimate objective of this Strategy is to eradicate Chronic Wasting Disease from Canada or, failing this, to achieve the tightest possible control of the disease so that it does not spread to new geographic areas or to new species, and so that its environmental, economic and health impacts are minimized. The purpose of this study was not to evaluate the means or methods by which outcomes assessment and quality are being enacted in higher education, or take sides in the raging state and federal policy debate on institutional accountability and efficiency, but rather to describe the reactions, feelings, and perceptions of one particular institutions internal stakeholders to the increasingly shrill rhetoric on such topics. This conference provided a forum to discuss the range of geological and geophysical datasets from the eastern California shear zone (ECSZ) and Walker Lane belt (WLB) that bear on how intraplate deformation is accommodated and how to integrate the data into a comprehensive, spatially and kinematically coherent view of intraplate deformation through time.

The UN Food and Agricultural Organization (“FAO”) announced that there is an increased risk of the bird flu spread- ing to North Africa and East Africa. The FAO warns that East Africa in particular will have difficulties containing the flu. The close proximity between humans and animals in East Africa creates an ideal situation for spreading the flu to people. A number of African countries have already responded to predictions of avian flu. For instance, Congo-Brazzaville banned poultry imports. Modern society could not maintain its current standard of living without chemicals; however, sound chemicals management is necessary to prevent harm to human health and the environment. The United Nations Environment Programme – along with governments, relevant intergovernmental groups, nongovernmental organizations, and other stakeholders – has begun the process of establishing a Strategic Approach to International Chemicals Management (“SAICM”). The importance of this process is far-reaching, demonstrated by the fact that hazardous chemicals hinder the achievement of development targets, such as the Millennium Development Goals (“MDGs”).

The Admissibility Of Expert Testimony In North Carolina After Howerton: Reconciling The Ruling With The Rules Of Evidence, William A. Woodruff

Part II of this paper briefly describes the federal rule in order to appreciate the context of the North Carolina approach to expert testimony. Part III traces the development of North Carolina's expert testimony law from the common law to codification in the rules of evidence through the decision in Howerton and reveals that the North Carolina test for reliability is, essentially, an evaluation of the credibility of the testifying expert. Part IV argues that Howerton's adoption of a less stringent and credibility-based substantive test for reliability but retention of the Daubert procedural "gatekeeping" role of the judge in determining …

A Model Of Rights, Nicholas Shunda
Economics Working Papers
In this paper, we develop a simple model of the rights a government provides its citizenry. Rights are treated as public goods and taken as primitives in agents utility functions; each agent has preferences over the entire policy vector. We model the interaction among citi-zens and the government as a game in which an exogenous lobbying set makes contributions to the government to in uence policy formu-lation in the matter of rights. When examining contribution schedules comprising truthful Nash strategies, we find that members of the lob-bying set obtain rights closer to their most-preferred bundle, while the rights of non-lobbyers …

Terminal restriction fragment length polymorphism (T-RFLP) analysis of 16S rRNA genes was used to investigate the reproducibility and stability in the bacterial community structure of laboratory-scale sequencing batch bioreactors (SBR) and to assess the impact of solids retention time (SRT) on bacterial diversity. Two experiments were performed. In each experiment two sets of replicate SBRs were operated for a periods of three times the SRT. One set was operated at an SRT of 2 days and another set was operated at an SRT of 8 days. Samples for T-RFLP analysis were collected from the two sets of replicate reactors. HhaI, …
