The Un-Established Establishment Clause: A Circumstantial Approach To Establishment Clause Jurisprudence, David W. Cook

Texas Wesleyan Law Review

The purpose of this Comment is not to suggest a new test for Establishment Clause jurisprudence-there are plenty of well-known scholars who have been engaged in such a task, some for over thirty years. Instead, this Comment will draw an analogy between the Court's Establishment Clause jurisprudence and other regions of the Court's jurisprudence, and recommend a similar approach be taken by the Court in this area in a manner that would bring order to chaos, yet maintain the flexibility the Court desires. Part II discusses the modern approach to issues arising under the Establishment Clause, which includes the modern …

Effective Strategies For Comprehensive Corridor Management, Kristine M. Williams, Karen E. Seggerman Oct 2004

Effective Strategies For Comprehensive Corridor Management, Kristine M. Williams, Karen E. Seggerman

Transportation Planning, Policy, and Processes (TP3) Final Reports

Despite the increasing importance of comprehensive corridor management at the state and local government level, questions remain regarding effective methods for developing and implementing corridor management plans. Further insight is also needed into how best to coordinate FDOT and local government policies and procedures. Obtaining answers to these questions is important to managing land development and access on the Florida’s newly design Strategic Intermodal System (SIS) and other state highways. This study documents success stories in comprehensive corridor management and identifies best practices that can be applied by the Florida Department of Transportation, metropolitan planning organizations, and local governments. The …

Technology For Humanitarian Action, Kevin M. Cahill, M.D.

Institute of International Humanitarian Affairs

Humanitarian workers around the world struggle under dangerous conditions. Yet many do not have the technological tools readily available elsewhere to help them realize their mission to provide essential services and save lives.

This book, the fruit of a historic conference, is a practical guide to current technologies that can help relief and humanitarian aid workers succeed. Designed to facilitate needed technology transfer to the humanitarian sector, the essays focus on areas where technology is underused and predict where new technological advances may be applied to relief efforts.

The essays cover essential areas: communications technology and infrastructure support and security. …

Costly State Monitoring And Reserve Requirements, Rangan Gupta Oct 2004

Costly State Monitoring And Reserve Requirements, Rangan Gupta

Economics Working Papers

The paper explores one rationale behind the existence of financial repression, with the latter being represented through the obligatory "high" reserve requirement for the banks. Using an overlapping generation production-economy-monetary model characterized by the possibility of banking crisis, we try and answer whether at all these high reserve requirements are related to discipline the banks. Results indicate that economies with higher probability of banking crisis should optimally choose higher income taxation. The correlation between optimal reserve requirements and probability of crisis is positive only when the social planner has exhausted his ability of income taxation.

On Voters' Attitudes Towards Unemployment Insurance Subsidies Across Regions: A Canadian Simulation, Stephane Pallage, Christian Zimmermann Oct 2004

On Voters' Attitudes Towards Unemployment Insurance Subsidies Across Regions: A Canadian Simulation, Stephane Pallage, Christian Zimmermann

Economics Working Papers

The Canadian unemployment insurance program is designed to reflect the varying risk of joblessness across regions. Regions that are considered low-risk areas subsidize higher risk ones. A region's risk is typically proxied by its relative unemployment rate. We use a dynamic, heterogeneous-agent model calibrated to Canada to analyze voters preferences between a uniformly generous unemployment insurance and the current system with asymmetric generosity. We find that Canada's unusual unemployment insurance system is surprisingly close to what voters would choose in spite of the possibilities of moral hazard and self-insurance through asset build-up.

Consumption Asymmetry And The Stock Market: Empirical Evidence, Nicholas Apergis, Stephen M. Miller Oct 2004

Consumption Asymmetry And The Stock Market: Empirical Evidence, Nicholas Apergis, Stephen M. Miller

Economics Working Papers

This paper examines whether U.S. stock-market wealth asymmetrically affects consumption. After identifying asymmetric behavior for consumption and stock market wealth, the results confirm that stock-market wealth asymmetrically affects real per capita consumption. Negative 'news' affects consumption more than positive 'news'.
