Globalization, Unemployment, And Excess Capacity : A Model And A Conjecture, Lok Sang Ho

Centre for Public Policy Studies : CPPS Working Paper Series

Using a theoretical model with an industrial world trading with a developing world and assuming no impediment to capital flows, it is shown that an abundant supply of unskilled labor will render real wages for the unskilled close to the subsistence level and will result in excess capacity. The rate of return for traditional manufacturing investment at the margin will decline so funds will seek to invest in financial assets and real property, boosting their prices. Privatization Of Public Housing : Did It Cause The 1998 Recession In Hong Kong?, Lok Sang Ho, Wai Chung, Gary Wong

Centre for Public Policy Studies : CPPS Working Paper Series

This paper finds evidence that a public housing privatization program produced adverse effects on housing transactions and the economy in Hong Kong. A scheme announced in December 1997, offering tenants an opportunity to buy their units at deeply discounted prices, reduced public housing tenants’ bids for private homes and adversely affected home transactions. This effect is more pronounced than the effects of the Asian Financial Crisis. An effect on housing prices is also indirectly demonstrated though a demonstration that a structural break in the housing price relationship occurred at the time the privatization program is introduced. "The Impact of China's Accession to the WTO" 中國入世後的初步分析

This paper will first review the early concerns about China's entry to the WTO. Then we will evaluate the preliminary impact of the WTO membership on the Chinese economy, which turned out to be better than expected. We also discuss the current international debate on the Chinese currency renminbi revaluation and suggest that a gradual improvement of the current Chinese rigid exchange rate system will be inevitable.

Finally we will explore the potential problems and challenges to both economies of mainland China and Hong Kong in the future. We argue that …

Chinese Environmental Attitudes And Climate Change : Survey Findings On Precursors Of China's Domestic And International Policies On Global Warming, Paul G. Harris

Attitudes toward the environment in China are ambiguous at best and anti-environment at worst. These attitudes are indicators of how the Chinese view the natural environment and how they are likely to behave toward it and respond to efforts to protect it—whether they will practice "green" development and preservation of nature, or instead contribute to practices that are turning China's air, land and water brown (or even black) with pollution. These attitudes are also important precursors to individual Chinese behaviours and the policies and actions of the Chinese government to combat global warming and climate change. A Monopole Solution From Noncommutative Multi-Instantons, Diego H Correa, Peter Forgács, Enrique F Moreno, Fidel A Schaposnik, Guillermo A Silva

We extend the relation between instanton and monopole solutions of the selfduality equations in SU(2) gauge theory to noncommutative space-times. Using this approach and starting from a noncommutative multi-instanton solution we construct a U(2) monopole configuration which lives in 3 dimensional ordinary space. This configuration resembles the Wu-Yang monopole and satisfies the selfduality (Bogomol'nyi) equations for a U(2) Yang-Mills-Higgs system.

Reluctant Participants In Restorative Justice? Youthful Offenders And Their Parents, David R. Karp Phd, Gordon Bazemore

This paper examines offender and parental involvement in the Vermont Juvenile Restorative Panels Program. In this program, juvenile offenders on probation appear before citizen-run boards to negotiate the terms of their probation, which may include apologies, community service, restitution, and competency development tasks. Victims and parents of the offender also participate. This study reports findings from a qualitative analysis of 22 cases, including observations of panel meetings and interviews with program coordinators, offenders, parents, and victims. We find that offenders vary in the level of participation as well as in their willingness to take responsibility. Parents do not understand the …

At a time when many Louisianans have been touched by the effect of cancer either personally or among family or friends, medical science has continued to wage war against this important public health problem. High quality cancer registries are essential to those efforts. The Louisiana Tumor Registry has identified and collected data on newly diagnosed cases of cancer statewide since the diagnosis year 1988. With the participation of researchers, physicians, hospitals and cancer patients, these data, taken collectively, provide information contributing to the knowledge and understanding of cancer and its causes and treatments. Recent efforts undertaken to improve the quality of teachers in the state of Washington, have resulted in the development of pedagogical performance standards for student teachers. These standards are the result of a collaborative effort between the Washington Association of Colleges for Teacher Education (WACTE) and the Office of the Superintendent (OSPI). These two groups have specifically attempted to create an instrument/standards that would enforce the "No Child Left Behind Act of 2001" and decrease the achievement gap. Northwest Journal of Teacher Education

Although cooperating teachers design and implement model programs of inclusion and special instruction, the supervision of student teachers requires an entirely other "trunk full of unique tools." Successfully facilitating the student teacher's development requires not only good modeling, but also meaningful feedback that is honest and constructive. Such mentoring holds the most promise when the intern receives maximum experience with the tenets of a constructivist teaching philosophy and the implementation of best instructional and management practices. The cooperating teacher is ideally situated to interpret the contours of constructivist theory as it is manifested in daily classroom discourse and activity. Careful …
