The Federalist Dimension Of Regulatory Takings Jurisprudence, Stewart E. Sterk

Articles

Conventional wisdom teaches that the Supreme Court's takings doctrine is a muddle. Appearances, however, are deceiving. The "property" protected by the Takings Clause is defined not by a single sovereign, but by the legislative enactments and judicial pronouncements of fifty separate states. As a result, federalism concerns - underappreciated in the takings literature - do and should play an important role in shaping the Court's takings doctrine. In particular, these concerns make it inappropriate for the Court to use the Takings Clause as a vehicle for articulating a comprehensive theory of the limits on government power to regulate land. Multiple Roles Of Mucins In Pancreatic Cancer, A Lethal And Challenging Malignancy., N. Moniaux, M. Andrianifahanana, R. E. Brand, Surinder K. Batra

Journal Articles: Biochemistry & Molecular Biology

Mucins are members of an expanding family of large multifunctional glycoproteins. Pancreatic mucins have important biological functions, including the protection, lubrication, and moisturisation of the surfaces of epithelial tissues lining ductal structures within the pancreas. Several lines of evidence support the notion that deregulated mucin production is a hallmark of inflammatory and neoplastic disorders of the pancreas. Herein, we discuss the factors that contribute to the lethality of pancreatic cancer as well as the key role played by mucins, particularly MUC1 and MUC4, in the development and progression of the disease. The Wage Effects Of Schooling Under Socialism And In Transition: Evidence From Romania, 1950-2000, Daniela Andrén, John S. Earle, Dana Sapatoru

We estimate the impact of schooling on monthly earnings from 1950 to 2000 in Romania. Nearly constant at about 3-4 percent during the socialist period, the coefficient on schooling in a conventional earnings regression rises steadily during the 1990s, reaching 8.5 percent by 2000. Our analysis finds little evidence for either the standard explanations of such an increase in the West (labor supply movements, product demand shifts, technical change) or the transition-specific accounts sometimes offered (wage liberalization, border opening, increased quality of education). Does Privatization Raise Productivity? Evidence From Comprehensive Panel Data On Manufacturing Firms In Hungary, Romania, Russia, And Ukraine, J. David Brown, John S. Earle, Álmos Telegdy

We analyze the impact of privatization on multifactor productivity (MFP) using long panel data for nearly the universe of initially state-owned manufacturing firms in four economies. Controlling for firm and industry-year fixed effects and employing a wide variety of measurement approaches, we estimate that majority privatization raises MFP about 28 percent in Romania, 22 percent in Hungary, and 3 percent in Ukraine, with some variation across specifications, while in Russia it lowers it about 4 percent. Privatization to foreign rather than domestic investors has a larger impact (about 44 percent) and is much more consistent across countries. The positive effects …

Objective: To share our experience of anaesthetic management of scoliosis with intra-operative somatosensory evoked potential monitoring and wake up test.Methods: All the cases of scoliosis surgery scheduled during a period of two years in which SSEP and intra-operative wake-up test was planned were included in the study. The patient in which intra-operative wake-up test was not planned were excluded from this case series.Results: We managed a series of sixteen cases of scoliosis in our hospital. When I was an undergraduate at the National University of Singapore (NUS) in the mid-1980s, student feedback exercises were introduced. They were manually conducted via pen-and-paper mode, with administrative staff taking about 10±15 minutes at the start of a lecture class every day in a designated week (usually the last or penultimate week of semester), distributing questionnaires and collecting the completed forms in boxes to have the responses scanned and totted up. This represented the ®rst time that a systematic data collection and feedback mechanism was instituted for students. Communicating Hands: Erps Elicited By Meaningful Symbolic Hand Postures, Tc Gunter, P Bach

Meaningful and meaningless hand postures were presented to subjects who had to carry out a semantic discrimination task while electrical brain responses were recorded. Both meaningful and control sets of hand postures were matched as closely as possible. The ERPs elicited by meaningless hand postures showed an anteriorly distributed N300 and a centro-posteriorly distributed N400 component. The N300 probably reflects picture-specific processes, whereas the N400-effect probably reflects processing in an amodal semantic network. The scalp-distribution of the N400-effect, which is more posterior than usually reported in picture processing, suggests that the semantic representations of the concepts expressed by meaningful hand …

The West Australian Pearling industry is one of Australia's most valuable aquaculture industries, currently generating around $120 - $160 million annually. The majority of pearl shell used to culture pearls come from the pearling beds in the inshore waters near Broome. The fishery for pearl oysters preferentially targets smaller (120mm - 165mm DVM) shell (hereafter defined as 'culture' shell), that are more suitable for culturing of pearls, leaving larger MOP oysters (175mm+) on the pearling grounds.
