The efficacy of direct democracy throughout California's history continues to be a subject of intense debate, a state-wide phenomenon with an international audience. California boasts the world's fifth largest economy, and plays a leadership role in national, and sometimes even international, politics. British scholar Wyn Grant, studying the politics of air quality management in California, succinctly sums up the burning issue for environmentalists worldwide who are striving to understand the efficacy of California's activists' efforts: in "Direct Democracy in California: Example or Warning?" Take-Off Mechanics In Hummingbirds (Trochilidae), Bret W. Tobalske, Douglas L. Altshuler, Donald R. Powers

Initiating flight is challenging, and considerable effort has focused on understanding the energetics and aerodynamics of take-off for both machines and animals. For animal flight, the available evidence suggests that birds maximize their initial flight velocity using leg thrust rather than wing flapping. The smallest birds, hummingbirds (Order Apodiformes), are unique in their ability to perform sustained hovering but have proportionally small hindlimbs that could hinder generation of high leg thrust. Understanding the take-off flight of hummingbirds can provide novel insight into the take-off mechanics that will be required for micro-air vehicles. Calcium Activation Of Erk Mediated By Calmodulin Kinase I, John M. Schmitt, Gary A. Wayman, Naohito Nozaki, Thomas R. Soderling

Elevated intracellular Ca2+ triggers numerous signaling pathways including protein kinases such as the calmodulin-dependent kinases (CaMKs) and the extracellular signal-regulated kinases (ERKs). In the present study we examined Ca2- dependent “cross-talk” between these two protein kinase families. Using a combination of pharmacological inhibitors and dominant- negative kinases (dnKinase), we identified a requirement for CaMKK acting through CaMKI in the stimulation of ERKs upon depolarization of the neuroblastoma cell line, NG108. Depolarization stimulated prolonged ERK and JNK activation that was blocked by the CaMKK inhibitor, STO-609; this inhibition of ERK activation by STO-609 was rescued by expression of a STO-609-insensitive mutant …

The Impact Of Social Interactions On Torpor Use In Hummingbirds, Donald R. Powers

Measurements of metabolic rate and fat deposition were made on a three-species hummingbird guild in southeastern Arizona to determine if the energetic advantage gained by a dominant territorial species (Lampornis clemenciae) over subordinate competitors (Archilochus alexandri and Eugenes fulgens) resulted in less frequent use of torpor. Results showed that L. clemenciae was able to store enough fat during the day to avoid nocturnal torpor. Restricted access to food limited fat storage in both competitors, resulting in frequent torpor use. Avoidance of torpor by L. clemenciae supports the notion that use of nocturnal torpor by hummingbirds comes with a cost, and …

Variation In The Antipredator Responses Of Three Sympatric Plethodontid Salamanders To Predator-Diet Cues, Aaron M. Sullivan, Dale M. Madison, Jason R. Rohr

Organisms may reduce the risk of predation by responding to chemical cues from predators. Recent research shows that many species vary their antipredator response depending on the diet of the predator. We examined the responses of three plethodontid species of salamander (Plethodon cinereus, Eurycea bislineata, and Desmognathus ochrophaeus) to chemical cues from a shared snake predator (Thamnophis sirtalis). At the time of the study, Eurycea bislineata showed overlap in habitat with Plethodon cinereus and Desmognathus ochrophaeus, but Plethodon cinereus and Desmognathus ochrophaeus showed no overlap with one another. Quota management systems such as individual quotas (IQs) and individual transferable quotas (ITQs) are said to provide incentives for individual quota holders to conserve the resource voluntarily since increased stock by an individual fisherman's harvest reduction is shared by all other fishermen. To the extent that this is true if it is because quota holders expect the system to work and to be enforced. However, there is no obvious individual incentive to harvest less than the quota. Voluntary harvest reduction by one resource user is not compensated and this provides incentive for free riding under a traditional quota management system. …

Instrumentation of the universal clamp. Voltage clamp has been an important method for studying current-voltage relationships across membranes of excitable cells such as neurons and muscles. The conventional voltage clamp amplifiers have been based on analog feedback controls. In this study a prototype digital voltage clamp system has been developed, which uses a digital signal processor (DSP) to implement feedback controls. The development was guided by computer simulation of both analog and digital voltage clamps that interact with a neuron model. This Essay is divided into three parts. First, it briefly discusses Augustine on the notion of a "naturalistic morality" implanted in human minds and hearts. Second, it traces the ways in which such notions as human nature figure in Augustinian and post-Augustinian arguments concerning war and peace. Third, it takes the measure of our current international crises and challenges from the perspective of human dignity the "naturalistic morality" Augustine addresses when he insists that there is, in fact, a nature we share, trails in its wake far-reaching ethical complications.

An article describing a “work in progress” can provide only a sketch of the initial plans for the new IUCN Academy of Environmental Law. As the Academy establishes its administrative secretariat, builds its research program, and fashions its collaborative teaching undertakings, the details of this further work will become clear. Their analysis must await the events. Nonetheless, the precedents to date portend a promising future, as illustrated by the launch in Shanghai, and the Academy's initial research into the environmental sustainability of contemporary energy law.

International development law deals with the rights and duties of states and other actors in the development process. As the consensus view of the development process disintegrated during the 1970s and 1980s, the agreement on the content of international development law also began to break down. Fractal antennas have the potential to provide multi-band solution through the property of self similarity that the fractal shape possess. This thesis deals with some modifications of the original Sierpinski fractal patch antenna, providing additional parameters to optimize in order to get the required radiation characteristics. A systematic study of the original Sierpinski monopole was done to gain an insight on the operation and multi-band behavior of the antenna and a similar study was done to find out why the patch version of Sierpinski lacks multi-band behavior. Chronically contaminated killifish from Newark Bay (NB) NJ, and New Bedford Harbor (NBH) MA, have developed resistance to halogenated aromatic hydrocarbons that bind to and activate the aryl hydrocarbon receptor (AHR). To study the mechanisms of resistance, adult killifish were exposed to halogenated and non-halogenated AHR ligands and enzymatic and toxicological endpoints were measured in adult and embryonic fish.

The chlorinated and non-chlorinated AHR ligands 3,34,4-tetrachlorobiphenyl (PCB77) and benzo-a-pyrene (B[a]P) induced cytochrome P450 1A (CYP1A) in reference site, but not in NB killifish. Expression of CYP3A (not part of the AHR gene battery) was inducible only in Flax Pond killifish. …

Structural attributes of the C4, perennial bunchgrass Schizachyrium scoparium in restored prairies may be affected by the time since restoration. One hundred plants each in 8-, 17-, and 23-year-old restored prairies and a native Texas Blackland prairie were assessed for the presence/absence and diameter of a hollow crown (i.e., dead center portion), degree of fragmentation, plant height, and tiller density.

Overland flow from cropland areas often contains nutrients and residue materials can either contribute to runoff nutrient load through leaching or remove nutrients by sorption. Measurements were made of leaching and sorption of nitrogen and phosphorus from corn (Zea mays L.), soybean (Glycine max (L.) Merr.) and winter wheat (Triticum aestivum L. cv. Pastiche) residues placed in solutions containing inorganic nutrients. Variables used were type of residue material, nutrient constituent, solution concentration, and residue / solution contact time.
