This final report describes a grant program funded by NHEP and administered by DES. A Memorandum of Agreement (MOA) between NHEP and DES created a grant program to provide assistance to coastal communities to identify and eliminate illicit discharges into the storm drain system. A total of $80,000 was made available for assisting municipalities with illicit discharge correction and storm sewer mapping projects. DES issued a request for proposals (RFP), chose grant recipients, and managed the grant agreements. This report provides details on the illicit discharge detection and elimination projects completed by Dover, Somersworth, and Hampton. The deadline for completion …

Murky Waters: The Law And Economics Of Salvaging Historic Shipwrecks, Paul Hallwood, Thomas J. Miceli

The salvage of historic shipwrecks involves a debate between salvors, who wish to maximize profit, and archeologists, who wish to preserve historical value. Traditionally, salvage of shipwrecks has been governed by admiralty law, but the Abandoned Shipwreck Act of 1987 transferred title of historically important wrecks in U.S. waters to the state in whose waters the wreck is found, thereby abrogating admiralty law. This paper examines incentives to locate and salvage historic wrecks under traditional admiralty law and proposes an efficient reward scheme. It then re-considers current U.S. and international law in light of the results.

Current transgenesis has become easier for certain species due to the recent development of exogenous non site-specific recombination systems such as Sleeping Beauty (SB) transposon, and site-specific recombination systems such as Cre-loxP. Such recombination systems overcame two major problems caused by conventional transgenesis, position effect and copy number effect. SB is a reconstructed fish transposon that has shown to efficiently insert transgenes into heterologous mammalian chromosomes. The Cre-loxP system is frequently used to delete a given sequence from the genome or to target the integration of foreign DNA. The use of both systems in combination, however, has not yet been …

Heparanase (HPSE-1) is an endo-β-D-glucuronidase involved in the degradation of cell-surface/extracellular matrix heparan sulfate (HS) in normal and neoplastic tissues. HPSE-1 represents the first example of purification and cloning of a mammalian HS-degradative enzyme. Elevated HPSE-1 levels are known to be associated with metastatic cancers, directly implicating HPSE-1 in metastatic events. The purpose of this study was to determine the role of cAMP response element-binding protein (CREB) in modulating HPSE-1-mediated effects on human melanoma cell invasion. College campus police administrators operate in a complex administrative environment that produces difficult leadership challenges. In order to manage these challenges, police administrators need to possess certain leadership competencies. This study fills a gap in the academic literature by examining the perceptions of campus law enforcement administrators in the United States as to the kinds of leadership challenges they face, and the nature of the leadership competencies needed to manage these challenges. The Air Force Research Lab, Munitions Directorate, Flight Vehicles Integration Branch (AFRL/MNAV) developed a man-portable, carbon-fiber matrix UAV with a flexible rectangular wing of 24" span and 6" chord, 18.2" length. There is a need for the development of smaller and lighter UAV's to perform certain missions. The objective of this experimental study was to determine the behavior and the aerodynamic characteristics of rotary tails. The bird-inspired rotary tail mechanism studied enabled control of two degrees of freedom and was configured to provide elevator deflection and rotation. This research project investigates the relationship between personal experiences of events and public descriptions of events. Specifically, the researcher develops a case study around a 1987 march and demonstration for land reform in the Philippines. Specifically, this research includes a discourse analysis of published, public accounts as they appeared in a national newspaper and the personal interviewee accounts of the event as remembered by U.S. participants and witnesses. Interviewees were involved in social and political work on hunger and other social justice issues as coordinated with ecumenical groups. Groundwater contamination is of increasing environmental concern as many aquifers across the globe have experienced a decrease in water quality in recent time. The growth of the world's population over the last couple of decades has caused a dramatic increase in the rate of groundwater use. One potential source of groundwater contamination is waste material in landfills. Discrete-Time Fractional Differentiation From Integer Derivatives, Hany Farid

Discrete-time fractional derivative filters (1-D and 2-D) are shown to be well approximated from a small set of integer derivatives. A fractional derivative of arbitrary order (and, in 2-D, of arbitrary orientation) can therefore be efficiently computed from a linear combination of integer derivatives of the underlying signal or image.

Type II inositol polyphosphate 5-phosphatases (5PTases) in yeast and animals have been known to regulate the level of phosphoinositides and thereby influence various cellular activities, such as vesicle trafficking and actin organization. In plants, little is known about the phosphatases involved in hydrolysis of phosphoinositides, and roles of type II 5PTases in plant cellular functions have not yet been characterized. In this study, we demonstrate that the FRAGILE FIBER3 (FRA3) gene of Arabidopsis thaliana, which encodes a type II 5PTase, plays an essential role in the secondary wall synthesis in fiber cells and xylem vessels. A mutation was recovered in the slr0721 gene, which encodes the decarboxylating NADP+-dependent malic enzyme in the cyanobacterium Synechocystis sp. strain PCC 6803, yielding the mutant 3WEZ. Under continuous light, 3WEZ exhibits poor photoautotrophic growth while growing photoheterotrophically on glucose at rates nearly indistinguishable from wild-type rates. Interestingly, under diurnal light conditions (12 h of light and 12 h of dark), normal photoautotrophic growth of the mutant is completely restored.

This work investigates the possible application of carbon nanotubes as biological sensors for the detection of various biomolecules like Streptavidin and Mouse monoclonal Immunoglobulin-G. Electrical conductance changes of Carbon nanotubes for exposure to alcohol vapors were studied. The initial symptoms of a Tanapoxvirus (TPV) infection are indistinguishable from smallpox, which is caused by variola virus (VV). In the post-9/11 area, reagents that can quickly differentiate a TPV infection from smallpox are very desirable, but currently unavailable. Monoclonal antibodies (mAbs) directed specifically against TPV can be used for this purpose. Six mAbs were developed and characterized that specifically bind to TPV infected owl monkey kidney (OMK) cells, but not uninfected cells. The apparent molecular mass of the TPV protein(s) recognized by 5 mAbs were calculated using the Western blot technique. One mAb demonstrated no binding using the Western …

An algorithm to extract features from digital images such as cracks in concrete bridges for automated inspection is developed. The algorithm is based on the use of Principal Component Analysis (PCA). In general, PCA is used to reduce the dimensionality of a data set that consists of a large number of interrelated variables while retaining the variation present in the original data set. This ability of PCA will be used in this project to identify clusters using two training sets of images. Our objective is to study the effects of coenzyme Q10 (CoQ10) supplementation on erythrocyte antioxidants, heart tissue lipid peroxidation end products and lipid concentration in different age of diabetic rats. METHODS: In this study, the activities of superoxide dismutase (SOD), glutathione peroxidase (GSH-Px), and the content of reduced glutathione (GSH) were determined in erythrocytes. Professor Viet Dinh, a major drafter of and architectural influence upon the USA PATRIOT Act, provides an indirect scholarly justification for the far-reaching powers of the act in his article, Nationalism in the Age of Terror. Part II of this Commentary begins by exploring the ostensible underpinnings of Dinh's article by examining his understanding of nationalism. Part III explains why crony nationalism is not the best defense against global terrorism.
