In February, 2004, Oregon Governor Ted Kulongoski directed a newly created “Public Safety Review Steering Committee” to “look at our public safety system from beginning to end” and to develop “strategies to make the system stronger” wherever it does not sufficiently protect Oregonians. In common with many states, Oregon long ago adopted a modification of the penal code to declare crime reduction among the purposes of sentencing. And in common with many states, Oregon has adopted a sentencing guidelines model that roughly directs sentencing to reflect crime seriousness, criminal history, and prison resources—largely or entirely ignoring crime reduction. One of the most important developments in American law over the last decade has been the exponential growth of problem-solving courts. Such courts achieve efficiencies by consolidating certain types of cases before specially designated judges. Additionally, in many instances, problem-solving courts adopt a therapeutic focus by attempting to achieve outcomes (e.g., obtaining treatment for a defendant) that go beyond the traditional goals of the judicial system. A recent commentary in this journal noted that “problem-solving courts generally focus on the underlying chronic behaviors of criminal defendants.” These courts include, but are not limited to drug courts, mental health courts, domestic …

Women entering the court system face a challenging experience, in part, because a courtroom can be an intimidating and difficult place for any person, and in part because women victimized by crimes in which the offender is known to them face distinctive difficulties when they seek the court’s remedies. The interface is also made more challenging for women as the literature offers disparate findings as to the efficacy of criminal justice responses and civil remedies. Juveniles' Attitudes Toward The Police As Affected By Prior Victimization., Joshua A. Hardin

The purpose of this study was to analyze juveniles' attitudes toward the police and how their attitudes were affected by prior victimization and delinquency, controlling for race, gender, and city of residence. All variables used in this study came from the Gang Resistance Education and Training (G.R.E.A.T.) data collected by Esbensen (1999). The analysis indicated that females held more favorable attitudes toward the police than males, Whites held more favorable attitudes toward the police than non-Whites, and juveniles living in small rural/suburban areas held more favorable attitudes than those living in large urban areas. Juju And Justice At The Movies: Vigilantes In Nigerian Popular Videos, John C. Mccall

This article examines the rise of vigilantism in southeastern Nigeria. Two opposing discourses on Nigerian vigilantism are examined. The first is characterized by the valorization of vigilantes as heroes in popular Nigerian video movies. The second is represented by a recent Human Rights Watch (HRW) report denouncing the vigilantes as criminals. My research utilizes ethnographic research to contextualize the video movies as a means toward understanding the ideological gap between these discourses. A close analysis of the Issakaba video series reveals a subtle treatment of the vigilante phenomenon designed to appeal to an indigenous perspective that is cognizant of the …

Professor Viet Dinh, a major drafter of and architectural influence upon the USA PATRIOT Act, provides an indirect scholarly justification for the far-reaching powers of the act in his article, Nationalism in the Age of Terror. Part II of this Commentary begins by exploring the ostensible underpinnings of Dinh's article by examining his understanding of nationalism. Part III explains why crony nationalism is not the best defense against global terrorism. Part IV then analyzes some significant United States foreign policy undertakings that have arguably negatively affected United States national security. A Meta-Analytic Review Of The Effects Of High Stress On Eyewitness Memory, Kenneth A. Deffenbacher, Brian H. Bornstein, Steven D. Penrod, E. Kiernan Mcgorty

In the past 30 years researchers have examined the impact of heightened stress on the fidelity of eyewitness memory. Meta-analyses were conducted on 27 independent tests of the effects of heightened stress on eyewitness identification of the perpetrator or target person and separately on 36 tests of eyewitness recall of details associated with the crime. There was considerable support for the hypothesis that high levels of stress negatively impact both types of eyewitness memory. Meta-analytic Z-scores, whether unweighted or weighted by sample size, ranged from -5.40 to -6.44 (high stress condition–low stress condition). The overall effect sizes were -.31 for …

This study is a comparative analysis of traditional-based teaching methods versus technology-based teaching methods in collegiate aviation classrooms. Education is in a transformational period. Technology use in the classroom is a major part of this transformation. However, this change in pedagogy is not occurring as rapid as one might believe. Out of ten undergraduate professors in the United States teaching in higher education, fewer than two seriously use computers and other technologies in their classrooms. Much has been made of the gap between psychotherapy research and clinical practice. Most current psychotherapy research is focused on what could be viewed as macro-level efficacy type issues, while practicing clinicians are often most concerned with micro-level effectiveness questions. The current study-an evaluation of a parent training (PT) program provides an example of how scientist-practitioners can contribute meaningfully to psychotherapy research by conducting small scale clinical effectiveness studies. Parent Training (PT) is a well established efficacious treatment approach for child disruptive behaviors and non-compliance. Recent research has also established that self-administered videotape PT programs may also be efficacious. A …

College campus police administrators operate in a complex administrative environment that produces difficult leadership challenges. In order to manage these challenges, police administrators need to possess certain leadership competencies. This study fills a gap in the academic literature by examining the perceptions of campus law enforcement administrators in the United States as to the kinds of leadership challenges they face, and the nature of the leadership competencies needed to manage these challenges. Childhood Experiences Of Appalachian Women Who Have Experienced Intimate Partner Violence During Adulthood., Amy L. Reeves

Electronic Theses and Dissertations

Recent national surveys in the United States estimate one in five females will experience abuse by an intimate partner during her lifetime. Previous quantitative research linked childhood victimization to repeated victimization in adult relationships. This qualitative study explored the lived experiences of childhood in eight female victims of intimate partner violence who were born and reared in southern Appalachia. Interviews were analyzed using a descriptive-interpretative phenomenological method, as described by Van Manen. The three essential themes from childhood were identified as: living 'as if' an orphan; surviving in chaos; and, manifesting a devalued self. These themes were congruent with findings …
