School Finance, Equivalent Educational Expenditure, And Income Distribution: Equal Dollars Or Equal Chances For Success?, Kathryn Wilson, Kristina T. Lambright, Timothy M. Smeeding

This paper breaks new ground in the debate on school finance and equality of per pupil school expenditures. We are able to allocate expenditures per pupil at the *individual* student and family income level. This allows us to examine both student and school district characteristics and to assess several measures of equality of expenditure across the income distribution of parents and by funding sources. We find a surprising degree of equality in the actual amounts expended per child in low- vs. high-income families. But adjusting for student needs to reach equivalent education expenditures results in much greater inequality over the …

A Tale Of Three Northern Manhattan Communities: Case Studies Of Political Empowerment In The Planning And Developing Process, Richard C. Bass, Cuz Potter

Fordham Urban Law Journal

This article reviews three development proposals in Northern Manhattan communities, how community boards responded to those proposals, and how the responses affected the outcome of each development. The article begins with a broad overview of the history of community boards' role in urban planning in New York City. It finds that boards have become increasingly influential in new development plans, empowering the communities they represent. The Article goes on to analyze three recent proposals in turn (an expansion of Columbia University in Morningside Heights, a residential development in Central Harlem, and a comprehensive rezoning of East Harlem) according to "zoning," …

This article explores various aspects of the dissonance between the democratic ideal and the reality of groups in disenfranchised and disempowered communities. The authors discuss the intersection of democracy and community action by examining the sociology of groups and the social psychology of leaders and followers. They also examine the role of, and choices presented to, an attorney working in a community and for a local community group.

Promise Of Welfare Reform: Development Through Devolution On Indian Reservations, Shanta Pandey, Eddie Brown, Leslie Scheuler-Whitaker

In the 1990s, devolution of authority from federal to states and local governmental institutions in the administration of social welfare policies, programs, and services is seen as an answer to alleviating poverty among low-income families with children. To this effect, the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996 has granted an option to tribal governments to administer their own Temporary Assistance for Needy Families (TANF) services. In this article we provide findings from early experience of tribes within Arizona in their attempt to self-administer TANF services. It is often said that owning a small business is part of the American Dream. Collectively, U.S. small businesses represent an estimated 99 percent of all employers (U.S. Small Business Administration, 2002). Interest in creating and owning a small business has never been greater than it is today: new business formation in the U.S. has broken successive records for the last few years, growing at a rate of between two and nine percent and totaling over one-half million annually.

The Arnold School of Public Health of the University of South Carolina (USC), in cooperation with the South Carolina (SC) Department of Health and Human Services, the SC Department of Mental Health, the USC School of Medicine, and the SC Office of Budget and Control, maintains a statewide Registry of SC residents diagnosed with Alzheimer's disease or related disorders.

This report uses the abbreviation ADRD to indicate “Alzheimer's disease or related disorder.” The “related disorders” refer to dementias associated with vascular disease, and with chronic conditions such as Parkinson’s disease. Where we refer specifically to “Alzheimer’s disease” (AD), we limit …

This thesis project is an historical analysis of the Billerica Garden Suburb planned in 1914 with the benefit of the Massachusetts Homestead Commission's advice. The Billerica Garden Suburb is a unique example of providing affordable housing through working partnerships with many stakeholders including: industry (Boston & Maine Railroad), government (Massachusetts Homestead Commission), city planners (Arthur C. Enchantment With Tibetan Lamas In The United States, Daniel S. Capper

This article explores the relationships of non-Tibetan American disciples with Tibetan spiritual teachers (lamas) in terms of theory, practice, and experiential meaning. Contrary to some previous studies, data for this article indicate that submission to the lama is not an end in itself, but rather ideally provides an opportunity for disciples to become lamas themselves. Many disciples may find personal empowerment, oriented around the theme of compassionate social action. Understanding that surrender to the spiritual teacher is only a means to a personally empowering goal clarifies our understanding of many Asian religious practices in the West.

School counselors are continually challenged with legal and ethical issues. According to Remley (2002), school counselors seem to face more legal and ethical issues than counselors who practice in other settings. Numerous situations or topics can be placed under the term legal issue or ethical issue, however, this author has chosen to concentrate on the legal and ethical issue of confidentiality in counseling. Is Inclusion Working At One Middle School In Iowa?, Brett Alan Fischels

This study investigated how the inclusive special education program was operating at Thompson Middle School in Southeast Iowa. Three conclusions were found. First, a majority of the teachers interviewed felt inclusive education was having a positive impact on all students. Second, most of interviewees felt the administrators needed to provide more resources to insure success. Finally, the more years teaching experience an educator possessed, the less they viewed inclusive education as having a positive impact. Recommendations are made to address these conclusions.
