The purpose of this study was to test a transformational, systemic change framework designed by the researcher to assist school leaders who are attempting to incorporate the major elements of transformational leadership theory, systems theory, and organizational development theory into their school or school district operations. The study involved both the distillation and organization of the major theoretical elements from the literature into an operational framework for planning, conducting, and monitoring the systemic change process in K-12 school systems. There is a lack of empirical evidence demonstrating the use of evaluation findings within grant programs such as the 21st Century Community Learning Centers programs (CCLCs). A safe and civil environment in school is necessary in order for students to learn and achieve high academic standards. Conversely, harassment, intimidation and/or bullying, disrupts both a student's ability to learn and a school's ability to educate its students in a safe environment. Students learn by example, therefore, school administrators, faculty, staff and volunteers are encouraged and commended for demonstrating appropriate behavior, treating others with civility and respect, and for refusing to tolerate harassment, intimidation or bullying. The purpose of this study was to examine the possible relationship among faculty computer self-efficacy, technology professional development, and the extent of technology use in Louisiana's college and university classrooms. Additionally, faculty computer self-efficacy and teacher candidate computer self-efficacy were compared.

Participation was voluntary, involving higher education faculty and teacher candidates from the nineteen teacher preparation institutions within Louisiana. Faculty completed online surveys. A 30-item Likert-type scale was used to measure computer self-efficacy. Faculty also reported their involvement in technology training over the last five years and their technology use in the classroom. Teacher candidates completed either an online or …

The evolution of law enforcement in the United States has created a circumstance where thousands of smaller communities are served by a police agency, some of which may not have the capability or resources to provide adequate police service. Many of these are agencies operate within a geographical area where they are joined by common boundaries, yet each operates as an autonomous police force. One possible solution to this quandary is to consolidate those existing agencies experiencing difficulties in the provision of police services into single, larger departments with combined resources.

The purpose of this study was to develop an effective in-school suspension program for the Ocean City Intermediate School students using a community based action research design. Development of an ISS program provided a positive learning environment where discipline and learning take place within the school setting. The research looked at patterns occurring in a survey given to a 10% random sampling of the 283 Intermediate School parents and 72 teachers. The study reviewed scholarly literature, existing studies, and data on the effectiveness of in-school suspension programs. Despite abundant information describing the advantages that accrue from successful implementation of world class manufacturing (WCM) best practices, previous research provides little insight as to why the same techniques are able to foster competitiveness at one site yet fail to do so in another. Practitioners maintain that such discrepancies are due to contextual factors that preclude even immanently rational improvements from manifesting themselves in their operations. General purpose technology (GPT) theory suggests that heterogeneity results from innovational complementarities needed to fully benefit from the routine use of WCM practices. As “teaching libraries,” many academic libraries are committed to teaching not only in classrooms but also at the reference desk. As reference has expanded to include digital modes of e-mail and chat, reference librarians are prompted to consider approaches to teaching in these new reference venues in ways that are meaningful to the user. Technology has been pressed into the K-12 educational environment for decades, yet studies have revealed that successful implementation in the classroom has been limited. Numerous studies have focused on the issues of technology professional development from the perspectives of leadership, organizational culture, and student learning, but little has focused on the perspectives of teachers.

This multimethodological study was conducted using a concurrent triangulated method. This study combined a 35-question survey administered online, and individual teacher interviews in order to understand teachers' perceptions of issues critical to successful technology professional development. What role do hierarchies play with respect to the organization of production and what determines their structure? We develop an equilibrium model of hierarchical organization, then provide empirical evidence using confidential data on thousands of law offices from the 1992 Census of Services. The driving force in the model is increasing returns in the utilization of acquired knowledge. We show how the equilibrium assignment of individuals to hierarchical positions varies with the degree to which their human capital is field-specialized, then show how this equilibrium changes with the extent of the market. Revised Estimates Of Dimension And Exercise Variance Components In Assessment Center Postexercise Dimension Ratings, Charles E. Lance, Tracy A. Lambert, Amanda G. Gewin, Filip Lievens, James M. Conway

The authors reanalyzed assessment center (AC) multitrait-multimethod (MTMM) matrices containing correlations among postexercise dimension ratings (PEDRs) reported by F. Lievens and J. M. Conway (2001). Unlike F. Lievens and J. M. Conway, who used a correlated dimension-correlated uniqueness model, we used a different set of confirmatory-factor-analysis-based models (1-dimension-correlated Exercise and 1-dimension-correlated uniqueness models) to estimate dimension and exercise variance components in AC PEDRs. Results of reanalyses suggest that, consistent with previous narrative reviews, exercise variance components dominate over dimension variance components after all. Implications for AC construct validity and possible redirections of research on the validity of ACs are discussed.

Through superiority, recent military operations in Afghanistan and Iraq were exceptionally quick and successful in defeating the enemy. However, the Armed Forces were not adequately prepared to respond to lawlessness, destruction of civilian infrastructure, and attacks on coalition forces from unconventional insurgents. It is imperative to transform how the U.S. military prepares for and executes stabilization and reconstruction (S&R) operations. It is necessary for S&R to be planned before the conflict and executed promptly following the conflict as part of the transformation.

In today's market, financial institutions are adopting Customer Relationship Marketing (CRM) as a strategy aimed at collecting and using data to deliver increased customer value (Payne, Holt, Frow 2000) and, in turn, to increase customer satisfaction and, ultimately, customer loyalty. However, as more studies are being done on the outcome of CRM strategies over time, it is becoming evident that the costs often outweigh the expected benefits and CRM projects have consistently over-promised and under-delivered (Norman and Zafar 2001). With a foot in both the university and local communities, Cooperative Extension county directors have unique opportunities to network, scan opportunities, identify assets, design and market programs, build public support, and solve problems. A survey of the administrative workload, satisfactions, and frustrations of California county directors finds these leadership roles are insufficiently supported. The data suggest the need to 1) alter merit review policies to reward community connections and networking, 2) reinvent university support bureaucracies to treat county directors as valued customers, and 3) reassert a robust vision of county-based Extension at the highest levels of the organization.

This article briefly outlines three examples of cross-cultural academic programs, each bringing to the table either indigenous knowledge or Chinese medicine, knowledge generally considered to lie beyond the "research base" of 1862 land-grant institutions. In the process, the gate-keeping function of our "research-base" is challenged, examined here through a cultural lens. Including diverse ways of knowing as assets within the scope of academic work can enhance engagement outreach, but it asks us to re-examine basic assumptions of our academic culture.

This purpose of the study was twofold: to create and assess factors affecting organizational preparation for change and to assist the USF College of Medicine's administrators in developing and implementing an initiative in order to comply with regulations of the accreditation board. Randomly selected program directors participated in three training modules between September and November 2002. The training was targeted toward the development and implementation of learning objectives for medical residents. This article argues for the greater inclusion of external agents within strategy research. Drawing on the emergent management fashion literature, it conceives of these as a group of actors operating within a management fashion‐setting arena. The outputs of this community dominate conceptions of what are deemed legitimate strategic actions. They thus have a critical, if presently neglected, impact on the nature strategy. The roles of the members of the management fashion‐setting community are described and three promising areas of research outlined.

Responsive Regulation In Child Welfare: Systemic Challenges To Mainstreaming The Family Group Conference, Paul Adams, Susan Chandler

The Journal of Sociology & Social Welfare

The purpose of this article is to examine the challenges inherent in trans- forming child welfare services. We apply Braithwaite's model of responsive regulation to the restorative practice of family group conferencing in child welfare. Shifting the role of the state away from controller of families in the child protective services system to one of regulatory partner with them is extraordinarily difficult. The paper looks at the complexities of reorienting child welfare services through the use of family group conferences on a large scale.
