Improving Transliteration With Precise Alignment Of Phoneme Chunks And Using Contextual Features, Wei Gao, Kam-Fai Wong, Wai Lam Oct 2004

Improving Transliteration With Precise Alignment Of Phoneme Chunks And Using Contextual Features, Wei Gao, Kam-Fai Wong, Wai Lam

Research Collection School Of Computing and Information Systems

Automatic transliteration of foreign names is basically regarded as a diminutive clone of the machine translation (MT) problem. It thus follows IBM’s conventional MT models under the sourcechannel framework. Nonetheless, some parameters of this model dealing with zero-fertility words in the target sequences, can negatively impact transliteration effectiveness because of the inevitable inverted conditional probability estimation. Instead of source-channel, this paper presents a direct probabilistic transliteration model using contextual features of phonemes with a tailored alignment scheme for phoneme chunks. Experiments demonstrate superior performance over the source-channel for the task of English-Chinese transliteration.

Vegetation Exclosures In Utah: What Can They Tell Us About Long-Term Range Trends?, William A. Adair, John A. Bissonette

Wildland Resources Faculty Publications

Exclosures are flexible range management tools that can be used to simultaneously:

• Clarify conflicts between wild and domestic herbivores and their advocates;

• Evaluate herbivore influence on range productivity and composition;

• Monitor long-term trends and changes in range condition; and

• Identify the normal range of variation characteristic of natural plant communities.

Moral Education In The Digital Age, Edward E. Tywoniak Sep 2004

Moral Education In The Digital Age, Edward E. Tywoniak

Special Topics, General

Our natural human inclination to seek a moral understanding of the world is one of the oldest cultural narratives handed down since the beginning of recorded history. Much has been written on the ontic nature of moral absolutes and the rhetorical discourse of what makes a good citizen, but neither metaphysics nor politics has been totally prepared for the instantly ubiquitous nature of digital technology and its effect on societies in the contemporary age of the networked world. This paper reflects both a philosophical inquiry into the nature of technical systems through a set of anecdotal observations on civic engagement, …

The Distinctiveness Of Trial Narrative, Robert P. Burns Sep 2004

The Distinctiveness Of Trial Narrative, Robert P. Burns

Public Law and Legal Theory Papers

Scholars have drawn on the rich literature on narrative in their research into the American trial, a perspective at least implicitly endorsed by the United States Supreme Court in the Old Chief case. This is all to the good. However, the real power of the "narrative approach" emerges when one thinks concretely about what is distinctive to the different kinds of narrative employed at trial. This article explores the rhetorical and epistemological significance of trial narrative in the full context of the "consciously structured hybrid" of language practices that make up the American trial. Such a perspective enables us to …

When They Need Help The Most: Public Services For Immigrants, Miren Uriarte, Phillip Granberry Sep 2004

When They Need Help The Most: Public Services For Immigrants, Miren Uriarte, Phillip Granberry

New England Journal of Public Policy

Ending unauthorized immigration is at the heart of current federal initiatives in both immigration and social policy. The intertwining of these two areas of policy is nowhere clearer than in the 1996 passage of both the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA), better known as Welfare Reform, and the Illegal Immigration Reform and Immigrant Responsibility Act (IIRIRA). Immigration status became a key point of differentiation in access to public benefits as cutbacks were instituted with the stated goal of curtailing undocumented immigration. The denial of public benefits to limit unauthorized immigration has a disproportionate impact on those groups …

Challenges To Multiculturalism, Jorge Capetillo-Ponce Sep 2004

Challenges To Multiculturalism, Jorge Capetillo-Ponce

New England Journal of Public Policy

An anti-bilingual education referendum was offered to citizens of Massachusetts in November of 2002. The referendum read, in part, “The current state law providing for transitional bilingual education in public schools will be replaced with a law requiring that, with limited exceptions, all public school children must be taught English by being taught all subjects in English and being placed in English language classrooms.” The University of Massachusetts Gaston Institute analyzed the results of that referendum, here reported on by Jorge Capetillo-Ponce.

New England Journal of Public Policy

Interspersed throughout this issue are Voices of Community Action — the voices of executive directors, board members, and staff. Some are personal reflections; others describe their work or tell of the struggles of those who live with poverty. All speak to the commitment of service and change, to personal development and growth, and to the worth of their work. Their stories are 10 matched in the testimony of those who have received services or participated in community action programs. All of these stories bear witness to the importance of what happens on the front lines among leaders, board members, staff, …

Family-School Partnerships: Creating Essential Connections For Student Success, Susan M. Sheridan

Nebraska Center for Research on Children, Youth, Families, and Schools: Presentations

Why Family-School Partnerships??
“... parents take their child home after professionals complete their services and parents continue providing the care for the larger portion of the child’s waking hours... No matter how skilled professionals are, or how loving parents are, each cannot achieve alone what the two parties, working hand-in-hand, can accomplish together” (Peterson & Cooper, 1989; pp. 229, 208).

The Grammar Of Incest: Boundary Violation, Disgust, And The Slippery Slope Trope, Courtney M. Cahill Sep 2004

The Grammar Of Incest: Boundary Violation, Disgust, And The Slippery Slope Trope, Courtney M. Cahill

ExpressO

This Article examines the role that the incest taboo has played in shaping a normative vision of the family in the law, and argues that the law must reappraise the extent to which disgust, rather than reasoned argument, sustains laws governing sexual and familial choice. It takes issue with the claim that discussion of the taboo has led to its erosion, and contends that it has remained a powerful symbol of non-normative sexuality that is used as the extreme case against which kinship relations are measured. In order to explain why the taboo has persisted over time as a point …
