Pandemic Influenza: Public Health Preparedness For The Next Global Health Emergency, Lawrence O. Gostin Jan 2004

Pandemic Influenza: Public Health Preparedness For The Next Global Health Emergency, Lawrence O. Gostin

Georgetown Law Faculty Publications and Other Works

Severe Acute Respiratory Syndrome (SARS) garnered a great deal of public attention because it was novel and its potential for spread was unknown. However, the SARS corona virus is significantly less virulent than pandemic influenza viral infections. The annual number of deaths for seasonal influenza is 36,000 people in the United States and 250,000- 500,000 worldwide. However, highly pathogenic influenza pandemics have occurred roughly 2-3 times per century, causing untold morbidity and mortality. The Spanish influenza pandemic of 1918 was believed to have caused over 20 million deaths in a world less than one-third the size of the current global …

Chest Compression-Only Cpr As An Alternative To Traditional Cpr In Adult Cardiac Arrest: A Review Of Literature, Karin L. Wille Jan 2004

Chest Compression-Only Cpr As An Alternative To Traditional Cpr In Adult Cardiac Arrest: A Review Of Literature, Karin L. Wille

Graduate Research Papers

Despite the fact that the meaning of the term CPR is widely understood by the general population and that most people understand CPR to be a key to survival in the cardiac arrest victim, CPR is not being performed on the vast majority of people experiencing cardiac arrest. Statistically, approximately 350,000 cardiac arrests occur each year in the United States (AHA, 2003; Weisfeldt and Becker, 2002). Retrospective studies of witnessed cardiac arrest events indicate that no bystander CPR was performed 3 in 55% to 84% of cases (Bossaert, Van Hoeyweghen, and The Cerebral Resuscitation Study Group, 1989; Cummins et al., …

Deliberate Extinction: Whether To Destroy The Last Smallpox Virus, David A. Koplow Jan 2004

Deliberate Extinction: Whether To Destroy The Last Smallpox Virus, David A. Koplow

Georgetown Law Faculty Publications and Other Works

The target problem to be examined is smallpox. Specifically, what should we (the United States and the entire world) now do with the last known residual samples of the virus that causes this uniquely horrific disease? The illness itself has virtually disappeared from the catalogue of human afflictions: due to a stunningly imaginative, concerted, and resolute campaign of the World Health Organization (WHO) through the 1970s, no one has contracted this deadly impairment for twenty-five years. Yet the causative element, an insidious scourge known as the variola virus, still remains, housed for now in high-security freezers at the U.S. Centers …

Legal Frameworks For Chronic Disease Prevention, Wendy Collins Perdue Jan 2004

Legal Frameworks For Chronic Disease Prevention, Wendy Collins Perdue

Law Faculty Publications

Law is a tool that can be used to shape both private and government conduct so as to impact public health. There are at least seven different techniques of legal intervention, each of which has advantages and disadvantages. These techniques are: direct regulation through command and coercion; economic incentives to encourage private parties to behave in a particular way; indirect regulation through private enforcement such as tort law; altering the informational environment; directly providing services or infrastructure to the public; government acting as a "model citizen" with respect to its employees and facilities; and, inducing other levels of government to …

Molecular Characterization Of Immunoglobins A, G, And M Heavy Chains In The Atlantic Bottlenose Dolphin, Tursiops Truncatus, Holly Ann Gefroh

MUSC Theses and Dissertations

The dolphin immune system is not well characterized, unlike the human and mouse immune systems. As a sentinel species of the marine ecosystem, an understanding of the dolphin immune system will not only contribute to conservation and management of the species, but also contribute to an understanding of the status of the marine ecosystem. cDNA sequences encoding IgA and IgG heavy chains and IgM transmembrane segment of the Atlantic bottlenose dolphin, Tursiops truncatus, were obtained using a combination of reserve transcription of mRNA, PCR amplification using degenerate primers, and 3' and VH-FR3 anchored 5' RACE. Analysis of dolphin γ gene …

An Overview Of Public Health In The New Millenium: Individual Liberty Vs. Public Safety, Dorothy Puzio Jan 2004

An Overview Of Public Health In The New Millenium: Individual Liberty Vs. Public Safety, Dorothy Puzio

Journal of Law and Health

This article explores the tensions between creating an effective public health system that would be able to respond to and protect against any public health threat, and protecting individuals against unnecessary intrusions on their civil liberties. It then considers approaches to this issue that might best strike a balance in a democratic society. While many Americans may recognize and even accept that greater security would entail some intrusion into individual rights, there is no formula for striking the appropriate balance. This article attempts to arrive at a workable framework by examining how the United States' public health system works. This …

An Econometric Analysis Of Infant Mortality, Pollution, And Income In The U.S. Counties, Margarita Yuri Somov Jan 2004

An Econometric Analysis Of Infant Mortality, Pollution, And Income In The U.S. Counties, Margarita Yuri Somov

University of Kentucky Master's Theses

The concept of economic development has broadened to include environmental quality and population health. Interactions between income and pollution, income and health, and pollution and health have been studied separately by researchers from various disciplines. This study attempts to unify several different research strands and analyze simultaneous interactions between population health, measured by the infant mortality rate, pollution, and income in one endogenous system. Socioeconomic, racial, and rural urban disparities in infant mortality, pollution, and income are analyzed. The simultaneous equation system, estimated using the two-stage least squares method, tests whether pollution effects on infant mortality are outweighed by income …

Ultrastructure Of Mycobacterium Marinum Granuloma In Striped Bass Morone Saxatilis, D. T. Gauthier, W. K. Vogelbein, C. A. Ottinger

Biological Sciences Faculty Publications

An emerging epizootic of mycobacteriosis currently threatens striped bass Morone saxatilis populations in Chesapeake Bay, USA. Several species of mycobacteria, including Mycobacterium marinum, species resembling M. avium, M. gordonae, M. peregrinum, M. scrofulaceum and M. terrae, and the new species M. shottsii have been isolated from diseased and healthy bass. In this study, we describe the ultrastructure of developing M. marinum granulomas in experimentally infected bass over a period of 45 wk. The primary host response to injected mycobacteria was formation of large macrophage aggregations containing phagocytosed bacilli. M. marinum were always contained within phagosomes. Close …

Baselining A Compressed Air System: An Expert Systems Approach., Arul Prasad Senniappan Jan 2004

Baselining A Compressed Air System: An Expert Systems Approach., Arul Prasad Senniappan

Graduate Theses, Dissertations, and Problem Reports (ETD)

The depletion of fossils fuels, the unstable supply of these fuels, and the phenomenal increase in energy costs emphasize the need to conserve energy. Compressed air systems are major energy consuming systems in most of industries and are known to be the most inefficient. The baselining of such systems assumes importance in energy conservation because of this. As a result, the baseline of such systems stresses the importance of energy conservation. When designing a new facility and operating an existing one, eliminating inefficiencies such as inappropriate uses, excessive system pressure, leaks and other wastages leads to energy conservation. This research …

Incidence Of Skin Trauma Associated With Participation In Intercollegiate Soccer, Charlotte June Bargar Jan 2004

Incidence Of Skin Trauma Associated With Participation In Intercollegiate Soccer, Charlotte June Bargar

All Volumes (2001-2008)

Participation in soccer at the intercollegiate level has increased dramatically in the United States over the past 20 years. Past studies have identified the frequency and mechanisms of musculoskeletal injury among various populations. However, data on the incidence and etiology of skin trauma associated with intercollegiate athletic participation is limited in the literature. The purpose of this study was to measure the frequency of skin trauma and determine the injury rate (IR) based on exposure to injury among male and female soccer student-athletes at a NCAA Division II institution. A case reporting and exposure form was used to collect the …

Survival During And After Khmer Rouge, Sara S. Brown Jan 2004

Survival During And After Khmer Rouge, Sara S. Brown

Open Access Master's Theses

My personal life trauma experiences during the Khmer Rouge regime are described in this paper along with applications to Constructivist Self Development Theory (CSDT). This theory provides a basis for understanding the interrelatedness of biological and psychological self adaptation necessary to surviving and maintaining a consistent sense of self and the world. Five areas of self that were described in CSDT and which were applicable to my experiences of trauma are as follows:

  1. Frame of reference: one's ability of understanding self and world, including spirituality. Although I was only seven years old at the time, somehow I understood the events …
