Sex, Shame, And The Law: An Economic Perspective On Megan's Law, Doron Teichman

This Article focuses on the question, how should policymakers aiming to minimize the cost of sanctioning utilize legal and nonlegal sanctions when designing a system of criminal sanctions. After presenting the general economic case for the use of nonlegal sanctions the article turns to present a model of shaming, which unlike existing models, incorporates the endogenous effects of legal and nonlegal sanctions. This model demonstrates that tailoring an efficient regime that combines legal and nonlegal sanctions might be more difficult than previously perceived by law and economics scholars. The Dilemmas Of African-American Men From Historically Black Colleges And Universities In Completing Doctoral Degrees From Predominately White Institutions, Jeffrey Shears, Chance Lewis, Rich Furman

This paper examines the experiences of two African-American men in their pursuit of doctoral degrees from predominantly white institutions. It presents an overview of other studies that discuss the unique challenges experienced by African American students enrolled in undergraduate and graduate programs at these institutions. It also includes a case study that describes the struggles and difficulties of these two men, who completed their undergraduate degrees from two separate Historically Black Colleges and Universities, and completed their Ph.D. programs in separate Predominately White Institutions (PWI’s). A decade after the death of the Prophet Joseph Smith and his brother Hyrum, the message of the Restoration continued to breathe new spiritual life into thousands who were part of scattered Israel, and the Hawaiians were no exception. The call to gather had go forth: "Gather ye out from among the nations, from the four winds, from one end of heaven to the other. This study provides an analysis of the historical and legal constructs of parental choice and implications for public education. While qualitative in nature, the historic record provides important detail in establishing a foundation for understanding parental authority in determining the education of children. An overview of major education legislation from the Colonial era to the No Child Left Behind Act of 2001 is discussed as well as the legal analysis which consists of U.S. Supreme Court decisions influential in the debate over parental authority in determining the education of children. Completing The Circle Around Rabaul: The Seizure Of The Admiralties, February To May 1944., David Osborn Scott

This study examines the operational history of the First Cavalry Divisions conquest of the Admiralty Islands during World War Two as the final phase of Operation Cartwheel. Cartwheel called a two pronged attack; one prong in New Guinea, by-passing large Japanese garrisons and the other in the northern Solomon Islands with the goal the isolation of the strong point at Rabaul.
The material is drawn primarily from U.S. Army records held by the National Archives at College Park, Maryland, records from the Air Force Historical Research Agency at Maxwell Air Force Base, Alabama and other reports.

This study examines state arbitration policy in Georgia from its establishment as a colony until the present time. It describes early informal and nonjudicialized procedures such as the Muhlenberg arbitration in Ebenezer in 1774; initiatives of the Georgia Legislature for the arbitral resolution of disputes; the application of arbitral devices in Georgia’s tax and municipal corporation law; arbitration in Georgia’s chambers of commerce and boards of trade, and forms of public law arbitration still existing in Georgia. Currently, 848 Georgia public elementary schools that house third- and fifth-grades in the same building use the Southern Association of Colleges and Schools (SACS) accreditation as a school improvement model. The purpose of this investigation was to determine whether elementary schools that are SACS accredited increased their levels of academic achievement at a higher rate over a five-year period than elementary schools that were not SACS accredited as measured by the Iowa Test of Basic Skills (ITBS). ...

Social Identity And Manipulative Interhousehold Transfers Among East African Pastoralists, Marieke Huysentruyt, Christopher B. Barrett, John G. Mcpeak

We model interhousehold transfers between nomadic livestock herders as the state-dependent consequence of individuals' strategic interdependence resulting from the existence of multiple, opposing externalities. A public good security externality among individuals sharing a social
(e.g., ethnic) identity in a potentially hostile environment creates incentives to band together. Self-interested interhousehold wealth transfers from wealthier herders to poorer ones may emerge endogenously within a limited wealth space as a means to motivate accompanying migration by the recipient. The distributional reach and size of the transfer are limited, however, by a resource appropriation externality related to the use of common property grazing lands. …

In the preceding article Mikael Stenmark rejects both (a) Alvin Plantinga's specific arguments aimed at legitimating 'Augustinian' science (or more generally 'worldview-partisan' science) and (b) the legitimacy of such 'sciences' After contending further that the Augustinian-science strategy is in any case not the most appropriate response by believers to the matters motivating Plantinga's attempt, Stenmark then offers an alternative strategic proposal of his own. In the following response, I briefly raise some issues concerning Stenmark's exegesis of Plantinga, then take issue with Stenmark's philosophy of science and with the case he advances in support of his alternative proposal.
