In Winter 2003/2004 the Coastal States Organization (CSO) sponsored a national survey of state coastal resource managers to better understand their science and technology needs. The web-based survey was sponsored by CSO with funding provided by the Cooperative Institute for Coastal and Estuarine Environmental Technology (CICEET) at the University of New Hampshire. This survey builds upon a previous survey conducted by CSO in 1999. CSO contracted with the Urban Harbors Institute (UHI) at UMass-Boston to prepare the survey questions and final report. The University of New Hampshire Survey Center was contracted to conduct the survey and analyze the results.

A Principled Solution For Negligent Infliction Of Emotional Distress Claims, Robert J. Rhee

This article examines negligent infliction of emotional distress, one of the most controversial and least uniform fields of tort law. A review of the judicial and scholarly literature has shown that traditional tort analysis fails. In its stead, the common law has not found an alternative theory of liability that balances the competing interests. Rather, the approach has been to create rules of law based on probabilistic templates. Its dual purpose is to preclude individualized analysis and to limit aggregate liability. This article rejects the current doctrines as inherently arbitrary and proposes a complete overhaul of the law. To find …

The idea of “good governance” embraces the concept that economic success is inextricably linked to democratic and just governance. This essay explores how Cuba fares in light of good governance standards. At the outset, an overall observation is appropriate: if one considers the traditional criteria, to talk about Cuba and good governance might simply be an impossible task-- indeed an oxymoron--if we use as the starting point of analysis the existing definitions of governance. Today, the international community is taking strides to address the needs/concerns of the family and to develop norms regarding its protection. However, principles of international law that address issues regarding the family are relatively new. Moreover, to date, these principles have primarily focused on certain specific rights, such as children's rights, women's rights, and child labor rights, rather than incorporating family well-being as a central aim of all international law and relations. The Supreme Court has said that there is a constitutional “right to marry”; but what can this possibly mean? People do not have a right to marry their dog, their aunt, June 29, a rose petal, their neighbors, or a sunny day. This essay attempts to make some progress in understanding both the content and the scope of the right to marry. With respect to content, it concludes that people have no more and no less than this: a right of access to whatever expressive and material benefits the state now provides for the institution of marriage. Prognostic Value Of High-Sensitivity C-Reactive Protein In Patients With Chronic Heart Failure, Chuncai Xue, Ying Feng, Jinshan Wo, Yigang Li

Objectives: To determine whether High-Sensitivity C-reactive Protein (hsCRP) has Prognostic value in patients with chronic heart failure. Methods: Serum hsCRP levels were measured with high-sensitivity assay (IMMAGE Immunochemistry Systems) in 128 patients with CHF and 25 healthy control subjects. Cardiac troponin T (TNT) was measured by Electrochemiluminescence immunoassay on Elecsys1010 automatic analyzer. Cardiac events were defined as cardiac death and rehospitalization because of worsening heart failure during a mean follow up period of 378±26 days. Results: Circulating levels of hsCRP and TNT were significantly higher (3.85±4.25 mg/L, 0.21±0.15 mg/L, respectively) in patients with CHF than in 25 healthy people (p < 0.01, p < 0.01, respectively) and increased with severity of CHF. During a mean follow up period of 378±26 days, forty-two (32.8%) of the 128 patients had cardiac events. Levels of hsCRP and TNT were significantly higher (p < 0.001, p < 0.001, respectively) and left ventricular ejection fraction (LVEF) was significantly lower (p < 0.01) in patients with cardiac events than in patients without cardiac events. When multivariate Cox proportional hazards analysis was performed, we could find that hsCRP, TNT, and LVEF were independent significant predictors of cardiac events in patients with CHF. (hsCRP: hazard ratio[HR], 3.81; 95%CI, 2.14-9.35; P=0.024; TNT: HR, 2.61; 95%CI, 1.96-4.31; P=0.012; LVEF: HR, 3.52; 95%CI, 2.36-10.37; P=0.024). A positive correlation was observed between hsCRP and TNT (r=0.493, p < 0.01). A negative correlation was observed between hsCRP and LVEF (r=-0.354, p < 0.01). Conclusion: Serum hsCRP concentrations were elevated in patients with CHF and increased with severity of CHF. It was an independent significant predictor of cardiac events in patients with CHF.

The legislative session that concluded in the spring of 2004 brought much-needed hope and some tangible results to higher education in Tennessee. Realizing that work still must be done, we are greatly appreciative of the salary improvements that were approved for our faculty and staff. ETSU also succeeded in acquiring some $11 million in capital outlay funding to renovate the old Sherrod Library, providing critically needed space for our College of Nursing. We have the largest nursing enrollment in Tennessee, and we have plans to increase enrollment in the B.S.N. program by 50 percent, a major step in our continued …

Medieval Arab scientists established the basis of medical practice and gave important attention to the publication of scientific results. At present, modern scientific publishing in the Arab world is in its developmental stage. Arab biomedical journals are less than 300, most of which are published in Egypt, Lebanon, and the Kingdom of Saudi Arabia. Yet, many of these journals do not have on-line access or are indexed in major bibliographic databases. OBJECTIVE: The purpose of this study is to investigate the relationship between independence level in functional activities and pain, and length of hospital stay in the early postoperative period in patients with total hip arthroplasty (THA). OBJECTIVE: To estimate the magnitude and determinants of refractive error in school children, a study was undertaken to review the school screening and refraction data. METHODS: Trained physicians screened 416,157 students to evaluate their visual status and identified 28,765 students with defective vision. Refractionists refracted 25,733 (89.5%) of them, determined the refractive error and prescribed spectacles. Students with ocular co-morbidity and visual disability were re-examined and treated by the ophthalmologists. OBJECTIVE: To assess the use of cardiopulmonary exercise testing (CPET) in major hospitals and medical centers throughout the Kingdom of Saudi Arabia (KSA) and to seek information on the way CPET is conducted. METHODS: Self-reported questionnaires on the use of CPET were mailed during the fall of 2002 to 54 major public and private hospitals and medical centers throughout the KSA. The response rate was 64.2%. The returned questionnaires were coded and data were analyzed. While conventional wisdom is that dumping is selling at a loss, this is not necessarily the case. Dumping is exporting a product at a lower price than that charged on the home market (the dumping margin (see Glossary)). As a result, a company may be making money on the export of a product, but if it is making a greater profit on its home market than it is making on a foreign market, it may be dumping. Macrobenthic communities of the Elizabeth River watershed have been quantitatively sampled since summer 1999. This report presents the data from the fifth year of sampling in 2003. The three objectives of the Benthic Biological Monitoring Program of the Elizabeth River watershed are: (1) To characterize the health of the tidal waters of the Elizabeth River watershed as indicated by the structure of the benthic communities. ( 2) To conduct trend analyses on long-term data at 14 fixed-point stations to relate temporal trends in the benthic communities to changes in water and/or sediment quality.
