Passed in 2002 in the wake of the accounting scandals that resulted in billions of dollars of lost value to shareholders, the Sarbanes-Oxley Act has as its major goal the prevention of corporate corruption. This Article analyzes the impact of section 806, the portion of the Sarbanes-Oxlcy Act that provides protections for employees who report securities fraud, and describes the effect that Sarbanes-Oxley has on existing employment law. In addition, this Article contributes to the debate over the general effectiveness of the Sarbanes-Oxley Act, a topic of contention among both academics and press commentators. OBJECTIVE: To determine the prevalence of 3 polymorphisms in p53 gene in 3 healthy Jordanian groups and 2 cancer patient groups. METHODS: Genomic DNA was extracted from blood samples obtained from 84 cancer patients (breast and lung adenocarcinoma) and 136 healthy subjects (representing Jordanian general population, Bedouins and Charkas). Samples were collected from Al-Amal Hospital for Cancer, Amman and from health centers located in different regions of Jordan from March 2002 to October 2002. OBJECTIVE: To determine plasma fibrinogen and its correlates in the adult Saudi population and to investigate hyperfibrinogenemia as a possible risk factor for cardiovascular diseases (CVD). METHODS: A cross-sectional survey was designed and carried out through multi-stage stratified cluster random sampling of every third house in 6 heterogeneously populated districts of Riyadh, Kingdom of Saudi Arabia, during the period 1999 to 2002. Demographic and clinical data of 2263 adult Saudi subjects, consisting of 1934 (85.5%) men and 329 (14.5%) women, was collected through a standard questionnaire. OBJECTIVE: The age standardized rate of head and neck cancer in the Kingdom of Saudi Arabia (KSA) is 5.7% with nasopharyngeal cancer (NPC) accounting for >40% of all head and neck cancers. This study intends to compare age specific incidence of NPC in KSA and other countries. METHODS: Data from the National Cancer Registry for KSA during the period 1994 through to 1996 was compared with data from the World Health Organization International Agency for Research on Cancer (ARC) in Singapore, China, Kuwait and Canada. OBJECTIVE: Osteoporosis is reported to be common among postmenopausal Saudi women. The reported incidence varies between 50-60%. Different machines were used to reach these conclusions. At present it is believed that dual energy x-ray absorptiometry (DEXA) is the most accurate method to diagnose osteoporosis. OBJECTIVE: The objective of this cross sectional survey was to study the feasibility of conducting research on issues related to physical and sexual maturation in a predominantly Islamic society and to identify the factors influencing menarche in this multi ethnic community. Combined Parathyroid Adenoma And An Occult Papillary Carcinoma, Abdul-Wahed N. Meshikhes, Mohammed S. Butt, Basima A. Al-Saihati

Although the pathological association of thyroid and parathyroid disease is common, the association of both parathyroid adenoma and thyroid cancer is rare. We report here a case of a 45-year-old Saudi woman who was diagnosed to have primary hyperparathyroidism due to a single parathyroid adenoma as confirmed biochemically and radiologically. At operation, the adenoma was found to be an intrathyroid and therefore a thyroid lobectomy was performed. Histology of the excised lobe revealed in addition to the intrathyroid parathyroid adenoma a concurrent occult thyroid papillary carcinoma. This interesting association is discussed based on a literature review.

The Effect Of Income Taxation On Consumption And Labor Supply, James P. Ziliak, Thomas J. Kniesner

We estimate the incentive effects of income taxation in a life-cycle model of consumption and labor supply that relaxes the standard assumption of strong separability within periods. Our model permits identification of both within-period preference parameters and lifecycle preference parameters such as the inter-temporal substitution elasticity. Results indicate that consumption and hours worked are direct complements in utility, and both increase with an increase in the after-tax share and with a compensated increase in the net wage. The compensated net wage elasticity is about 0.3, nearly double the standard estimates for men in the United States that ignore within-period non-separability …

Interannual differences in yield and species composition of herbaceous vegetation on semiarid rangelands are common and often related to variations in precipitation regime. Interspecific interactions that occur after drought-induced population fluxes of western ragweed (Ambrosia psilostachya D.C.) were evaluated by removing western ragweed or associated species from 1-m2 quadrats at weekly intervals beginning in early May, June, or July 1991 or 1992 on high-seral sandhills prairie in Nebraska. Nothing Concentrates The Mind Like The Prospect Of A Hanging: The Criminalization Of The Sarbanes-Oxley Act, Ann Marie Tracey, Paul Fiorelli

This article discusses: (1) the post-Enron environment and the events that led up to the whirlwind passage of the Sarbanes-Oxley Act of 2002, (2) the legislative history for criminalizing a bill that originated in the House Financial Services Committee, and (3) a comparison between the increased criminal provisions and penalties under the Act with already existing legislation. It also analyzes how Congress closed loop-holes, flexed its muscles with respect to corporate practices, and the necessity of the new criminal laws.

The common law of defamation cut the balance between speech and reputation decisively in favor of reputation and allowed for the imposition of significant damages against media outlets that defamed. For the last four decades, U.S. media outlets have been insulated against the common law rules by the United States Supreme Court's landmark decision in New York Times Co. v. Sullivan. Following Sullivan, Commonwealth countries clung steadfastly to common law rules and are only now beginning to modify the common law rules to provide speech and media protections. Rather than following Sullivan by adopting constitutional protections, however, Commonwealth courts have …

With departments of human resource (HR) struggling over the past ten years to establish an equal strategic role with operating managers and other functional specialties, there is ongoing debate regarding the strategic alignment and practical impact of human resource management (HRM) practices. In recent years, volunteers and practitioners alike have been drawn to creating and participating in various types of alliances and coalitions as a way to address and solve complex community problems. Community coalitions, in particular, have brought together diverse volunteers and agencies committed to specific community change. In many cases these community coalitions have been highly successful. However, just as often, they have failed to reach their goals and produced messy, unpredictable, and disappointing results. This study is a replication and extension of Grindel and associates' 2001 study of the perceptions of staff nurses (psychiatric, perinatal, and medical/surgical) regarding the benefits of having students from a baccalaureate nursing program work in clinical agencies. Using the Nursing Students' Contributions to Clinical Agencies tool, the overall perception of students' contributions ranged from -4 to +5, with a mean of 2.50. The two highest ranked items were "allows opportunities for mentoring" and "threatens professional role development," indicating the ambivalence staff nurses feel toward nursing students. Qualitative data also demonstrated the benefits and challenges of working with students. Recommendations …

Objective: To study the epidemiology of ocular Rhabdomyosarcoma (ORMS) in Karachi.
Methods: Incident ORMS cases resident of Karachi, registered at Karachi Cancer Registry (KCR) during 1st January 1998 to 31st December 2002 were included in the study. The data were classified using ICD-O2; computerized with Canreg-3, and analyzed using SPSS 10.0.
Results: Ten cases of ORMS were reported to KCR during 1998-2002. RMS originated in the orbit in eight cases, conjunctiva in one and eyelid in one. Nine cases presented with proptosis, associated with conjunctivitis in four cases. One case presented with eyelid swelling. The crude annual incidence rate was …
