Democratizing The American Dream: The Role Of A Regional Housing Legislature In The Production Of Affordable Housing, Thomas A. Brown
Democratizing The American Dream: The Role Of A Regional Housing Legislature In The Production Of Affordable Housing, Thomas A. Brown
University of Michigan Journal of Law Reform
Economic, ethnic and racial residential segregation are ubiquitous across United States metropolitan regions. As a result, the majority of affordable housing is located in central cities or inner-ring suburbs, generally in areas of highly concentrated poverty. Outer suburbs are often exempt from providing significant housing for the economically disadvantaged regional citizens. This should not be. If housing policy in metropolitan regions were established in a democratic fashion, the give-and-take of the political process would create strong incentives for regional cooperation in the creation of affordable housing. Drawing together scholarship in the fields of local government law, administrative law, and housing …

Golf Course Pollution Prevention Guide, Iowa Waste Reduction Center
Golf Course Pollution Prevention Guide, Iowa Waste Reduction Center
Iowa Waste Reduction Center Book Gallery
According to the Environmental Protection Agency (EPA), pollution prevention can be defined as: “The use of materials, processes, or practices that reduces or eliminates the creation of pollutants or wastes at the source.” Pollution prevention represents a shift away from the old school of thought, “pollution control,” in which waste was not dealt with until after it was generated. Through pollution prevention, we look at the processes that generate the waste to see if we can avoid creating a waste in the first place, or at least reduce the hazardous nature of the waste. When this is not possible, the …

Maternity Leave Under The Fmla: An Analysis Of The Litigation Experience , Rafael Gely, Timothy D. Chandler
Maternity Leave Under The Fmla: An Analysis Of The Litigation Experience , Rafael Gely, Timothy D. Chandler
Faculty Publications
We begin with a brief description of trends in female labor force participation and the presence of dual-earner households in the U.S. labor market, conditions which likely led to the need for family and medical leave legislation. We then review various practices that business and government organizations have implemented to balance work and family conflicts, as well as related features of the FMLA, particularly those pertaining to childbirth and adoption. With this background in place, we introduce a framework for examining FMLA litigation. We then review cases litigated in federal court under the FMLA involving requests for family leave due …
Avoiding Regulatory Mismatch In The Workplace: An Informational Approach To Workplace Safety Regulation, Thom Lambert
Avoiding Regulatory Mismatch In The Workplace: An Informational Approach To Workplace Safety Regulation, Thom Lambert
Faculty Publications
The purpose of this article is to do just that. As it turns out, there is fertile middle ground between the pure libertarian “do nothing” approach and the paternalistic command-and-control approach OSHA tends to favor. Even the middle ground “information-provision” approach a number of theorists have advocated (in imprecise terms) could be implemented several different ways, some of which would be more effective than others. It is therefore possible to make some systematic policy prescriptions that may aid regulators attempting to avoid regulatory mismatch. In the course of exploring the range of regulatory options, this article attempts to make several contributions …

Gollum, Meet Sméagol: A Schizophrenic Rumination On Mediator Values Beyond Self-Determination And Neutrality, James R. Coben
Cardozo Journal of Conflict Resolution
Let me begin by declaring my biases. First, I am a dissatisfied consumer of mediation services, having represented both employment discrimination and family law clients in mediations. The mediators' rapid retreat to caucus, their tendency to incorrectly evaluate my clients' cases, and their strong push for particular settlement structures while simultaneously proclaiming process neutrality, all too frequently have left me (and my clients) disappointed and disillusioned. Second, I am a chronicler of "mediation car wrecks" - a voyeur, if you will, of those times when mediations go so badly that the parties end up disputing about them in court. Third, …

Know Justice, Know Peace: Further Reflections On Justice, Equality And Impartiality In Settlement Oriented And Transformative Mediations, Isabelle R. Gunning
Cardozo Journal of Conflict Resolution
In the conversation (or debate) on mediator responsibilities and justice, this Article argues that as mediators we should have a concern for the justness of the outcome of the mediations in which we serve. I have high hopes and expectations for mediation as one important aspect of what I see as a larger and increasingly essential project of peacemaking. But last summer, when I was teaching a basic mediation training course, and I asked my students if they understood themselves to be "peacemakers," they were almost uniformly resistant to the notion. They saw peacemakers as almost "spineless," certainly "wishy-washy," and …

Emerging Roles For The Librarian In Problem Based Learning, Kiran Kaur
Emerging Roles For The Librarian In Problem Based Learning, Kiran Kaur
Research Publications (2000 to 2005)
Problem-based learning(PBL) has gained recognition in the medical and health sciences in past years. Research has been carried out on the involvement of the library and librarians in PBL implementation. This article reports on the emerging roles for librarians in PBL implementation by rewieing the reasearch in this area during the past 10 years. The initial analysis revealed studies which focussed on the effects of PBL on library usage. However the trend has since evolved to studies on the involvement of librarians in building and implementing the PBL curricula. The aim of this article is to summarize the main findings …

Localization Of Dengue Virus In Naturally Infected Human Tissues, By Immunohistochemistry And In Situ Hybridization, K. Jessie, M.Y. Fong, S. Devi, S.K. Lam, K.T. Wong
Research Publications (2000 to 2005)
Dengue viral antigens have been demonstrated in several types of naturally infected human tissues, but little is known of whether these same tissues have detectable viral RNA. We studied tissue specimens from patients with serologically or virologically confirmed dengue infections by immunohistochemistry (IHC) and in situ hybridization ( ISH), to localize viral antigen and RNA, respectively. IHC was performed on specimens obtained from 5 autopsies and 24 biopsies and on 20 blood-clot samples. For ISH, antisense riboprobes to the dengue E gene were applied to tissue specimens in which IHC was positive. Viral antigens were demonstrated in Kupffer and sinusoidal …

Modeling Of Hemoglobin In Dengue Fever And Dengue Hemorrhagic Fever Using Bioelectrical Impedance, F. Ibrahim, N.A. Ismail, M.N. Taib, W.A.B. Wan Abas
Research Publications (2000 to 2005)
This paper describes a model for predicting hemoglobin (Hb) by using bioelectrical impedance analysis (BIA) in dengue patients in the Hospital Universiti Kebangsaan Malaysia (HUKM). Bioelectrical impedance measurements were conducted on 83 (47 males and 36 females) serologically confirmed dengue fever (DF) and dengue hemorrhagic fever (DHF) patients during their hospitalization. The predictive equation for Hb was derived using multivariate analysis. We investigated all the parameters in BIA, patients' symptom and demographic data. In this developed model, four predictors (reactance (Xc), sex, weight and vomiting) were found to be the best predictive factors for modeling Hb in dengue patients. However, …

Occurrence Of Giardia Cysts And Cryptosporidium Oocysts In The Temuan Orang Asli (Aborigine) River System, Yvonne Ai Lian Lim, R.A. Ahmad
Research Publications (2000 to 2005)
A survey of the river water frequently used by the Temuan Orang Asli (aborigine) indicated that 66.7 of the river water samples were Giardia cyst positive and 5.6 were Cryptosporidium oocyst positive. Although Giardia cysts were detected in samples from all the sites (e.g. upstream, midstream, and downstream), Cryptosporidium was only present in one river water sample taken from downstream from a village. The only sample of upstream water which contained Giardia cysts had a concentration of 0.7 cysts/l. All samples taken from midstream contained cysts with a mean concentration of 9.8 +/- 6.6 cysts/l (range = 1-20 cysts/l). Eighty-three …

Oral Health Care In The Elderly Population In Malaysia - A Review, J. John, S.A. Mani, Y. Azizah
Research Publications (2000 to 2005)
One of the undeniable facts about living is that everyday we are getting older. By 2050, it is projected that one out of every five Malaysians will be 60 or older. The economic challenge of this demographic change will affect development and the financial implications of sustaining well being of this group are formidable and complex. This population group has extensive oral disease, medical problems that complicate their oral care, and unique dental treatment challenges. The authors discuss the problem of oral healthcare among the aged, its impediments and propose some approaches for improvement to better serve the needs of …

Pulsed-Field Gel Electrophoresis Of Multidrug-Resistant And -Sensitive Strains Of Pseudomonas Aeruginosa From A Malaysian Hospital, Kwai Lin Thong, Kin Seng Lai, R. Ganeswrie, S.D. Puthucheary
Research Publications (2000 to 2005)
Over a period of 6 months from January to June 2002, an unusual increase in the isolation of highly resistant Pseudomonas aeruginosa strains was observed in the various wards and intensive care units of a large general hospital in Johor Bahru, Malaysia. An equal number of multidrug-resistant (MDR) and drug-susceptible strains were collected randomly from swabs, respiratory specimens, urine, blood, cerebral spinal fluid, and central venous catheters to determine the clonality and genetic variation of the strains. Macrorestriction analysis by pulsed-field gel electrophoresis showed that the 19 MDR strains were genetically very homogenous; the majority showed the dominant profile S1 …

Salmonellosis In Persons Infected With Human Immunodeficiency Virus: A Report Of Seven Cases From Malaysia, S.D. Puthucheary, K.P. Ng, A. Hafeez, N.S. Raja, H. Hassan
Salmonellosis In Persons Infected With Human Immunodeficiency Virus: A Report Of Seven Cases From Malaysia, S.D. Puthucheary, K.P. Ng, A. Hafeez, N.S. Raja, H. Hassan
Research Publications (2000 to 2005)
Persons infected with human immunodeficiency virus (HIV) have an increased risk of salmonellosis when compared to the general population. We describe seven such patients with Salmonella bacteremia, of whom two had recurrent salmonellosis. In the latter two cases the infection was unusually severe, characterized by widespread infection, bacteremia and relapse, despite standard antimicrobial therapy. HIV-infected individuals will benefit from education on the source of Salmonella, mode of acquisition and prevention through safe food handling and food preparation practices. Because of the difficulty of eradicating Salmonella infection in patients with acquired immunodeficiency syndrome, long-term suppressive treatment with antimicrobials is warranted.

Research Publications (2000 to 2005)
Pulsed field gel electrophoresis (PFGE) and antimicrobial susceptibility analysis were undertaken on twenty-three strains of Salmonella enterica serovar Tshiongwe, an unusual serovar, which recently emerged in Malaysia. Antimicrobial susceptibility analysis showed that all the strains were sensitive to ampicilin, chloramphenicol, cotrimoxazole, and kanamycin. Twenty (87) and 8 (3.5) strains had resistance to tetracycline and streptomycin respectively. PFGE analysis subtyped 23 strains into 10 profiles (Dice coefficient of similarity, F = 0.7-1.0). The predominant profile, X1 was found in both clinical and environmental isolates and was widely distributed in different parts of Malaysia during the study period. In addition, isolates recovered …
Toxoplasmosis In Hiv/Aids Patients: A Current Situation, V. Nissapatorn, C. Lee, K.F. Quek, C.L. Leong, R. Mahmud, K.A. Abdullah
Toxoplasmosis In Hiv/Aids Patients: A Current Situation, V. Nissapatorn, C. Lee, K.F. Quek, C.L. Leong, R. Mahmud, K.A. Abdullah
Research Publications (2000 to 2005)
The seroprevalence of toxoplasmosis among 505 of human immunodeficiency virus (HIV)/AIDS patients was 226 (44.8; 95 CI 42.64-51.76): 27 (47.4) and 199 (44.4) showed Toxoplasma seropositivity with and without toxoplasmic encephalitis (TE), respectively (P<0.05). The majority of these patients were in the 25-34 age group (44 versus 39), male (86 versus 76), and Chinese (49 versus 53), though no statistical significance was found between the two. Significant differences between these two groups were noted, however, in terms of marital status, occupation, and present address. The heterosexual exhibited the most frequent behavior at risk for HIV infection, and accounted for 51 and 59 of patients with and without TE, respectively. Only 17/260 (6.5) and 1/137 (0.7) of them later acquired TE after receiving primary chemoprophylaxis (cotrimoxazole) and antiretroviral therapy including HAART (P<0.05). Fifty-seven (11.3) out of those 505 patients were diagnosed with AIDS-related TE. The most common clinical manifestation was headache (56). The computed tomography scan findings showed most lesions to be multiple (96.4), hypodense (66.7), and in the parietal region (39.3). Twenty-seven (47.4) patients had chronic (latent) Toxoplasma infection as evidenced by seropositivity for anti-Toxoplasma (IgG) antibody. At the time of diagnosis, the range of CD4 cell count was from 0-239 with a median of 25 cells/cumm. We also found that a CD4 count of less than 100 cells/cumm was significantly associated with development of TE (P<0.05). Clinical outcomes showed that among those who survived, 21 (36.8), 16 (28.1), and 2 (3.5) of patients had completed treatment, transferred out, and were lost to follow up, respectively. Unfortunately, 18 (31.6) of the cases were officially pronounced dead. Overall, 7 (12.3) patients were detected as recurrent TE in this study.

Transport Studies Through Liquid Membranes Of Ciprofloxacin And Norfloxacin, A.N. Nagappa, P.L. Kole, P.V. Pandi, R.T. Patil, K. Zeeyauddin, I. Shanmukha
Research Publications (2000 to 2005)
Ciprofloxacin and norfloxacin, the widely used drugs have been shown to generate liquid membranes in series with a supporting membrane (Sartorius celluose acetate microfiltration membrane). Transport of dextrose and ions, such as NH4+, Mg2+ Ca2+, K+ and PO43- has been studied in the presence of liquid membranes generated by these drugs. The data obtained on the modification in the permeability of dextrose and ions in the presence of liquid membrane indicate the significance of liquid membranes in passive transport.
